In addition to the other criteria. for the issuance of snecia]. permits set forth in this Article, the C;ty Council shall also consider, with respect to the issuance or dcnia7. of a snecia]_ per- mit for curb number.inY*, the past business practices of the appli- cant; and the City Council shall not grant sucFl special Hermit unless it finds that said east business practices have not in- cluded any false or misleading statements or representations con- cerning the applicant, its business, its relationship to the City, and. the necessity or desiraiility of curb numberinT*. SECTIOPI 2. This ordinance is an urgency ordinance and shall take effect immediately. If a.n.y section, subsection, subdivision, sentence, clause, phrase or portion of this ordinance, or the anpli- cation thereof to any person or place, is for any reason held to be in- valid or unconstitutional b,y the decision of any court of comneten~ jurisdiction, such decision shall not affect the validity of the re- maining portions of this ordinance or its application to other persons or places. The Citv Council hereby declares that it would have adopted this ordinance, ar.d each section, subsection, suhdivisi.on, sentence, clause, phrase or portion thereof, irrespective of the fact that any one or more sections, subsections, subdivisions, sentences, clauses, phrases or portions, or the application thereof to any person or place, be de- clared invalid or unconstitutional. SECTION ~!. The City Clerk is hereby ordered and directed to certify to the passage of this Ordinance and to cause the same to he published once in the Lynwood Press, a. nevaspaper of general circula- tion, printed, published and circulated in the City of Lynwood.
