Police Personnel Board
Minutes- March 1, 2018
The meeting was called to order at 12:04pm.
Ten persons attended as follows:

Following greetings, roll call was taken.
Introduction of new members to the Board
New Police Personnel Board members Stephanie Scruggs and Kemp Shoun were introduced to the Board and they both
gave a brief background of their experience and involvement in the community. The other members of the Board also
introduced themselves along with their role on the Board and backgrounds.
Approval of October 5, 2017 minutes (both open & closed)
It was moved by Derks and seconded by Lehman that minutes of the October 5, 2017 Board meeting (both open &
closed), be approved. The motion was carried unanimously.
Old Business
Chief Schroeder gave an update on the hiring of the part-time Property Tech position (32 hrs weekly) that was approved
in November. The selection process will be concluded the week of March 5th, 2018, when the three finalists for this
position have their final interview.
New Business
Animal Shelter Advisory Board Report
Chief Schroeder discussed the Animal Shelter Advisory Board Report. This board meets quarterly. Currently there is
one veterinarian and two veterinary assistants on staff. Chief Schroeder explained that some of the concerns that came
from this report were security issues and under staffing due to the increasing amount of visitors to the Shelter.
Nomination for Vice-Chair (PPB)
Mr. Klindt nominated Stacey Backues to serve as Vice-Chairman of the Police Personnel Board due to Wesley Dickman’s
resignation. Mr. Derks seconded the motion. The motion was carried unanimously.
Other Business
Overview of Police Personnel Board
Chief Schroeder did an overview for both the new and existing members of the Board and review of the bi-laws of the
Police Personnel Board, discussing the responsibilities of the Board and their ability to be involved. Mr. Derks and Mr.
Burton also explained the proctoring duties of the Board for the written testing for Police Officer and Communications
Operator.
Overview of JCPD
Chief Schroeder also discussed and gave an overview of the JCPD. An organizational chart of the Department was used
as a guide for the discussion. He announced that there are 136 total employees allocated for the department including
89 police officers. He also discussed the low turnover rate that the JCPD has maintained over the past 3 years.
Personnel
Lt. Stiefermann announced that one Police Officer that was hired December 18, 2017 is currently in academy and that
the department has two potential candidates on list from prior testing as well as one candidate for Communications
Operator available if the need arises.
Chief Schroeder announced that the need for additional personnel and testing will be decided in April or May, so that
there will be ample time if needed, to announce and schedule testing and complete all steps of the review and hiring
process so that the successful candidates would be able to attend the September academy.
ABC 17 News Investigation Report
Chief Schroeder discussed the media report, where copies of this report were available to all members of the Board.
The report was about an investigation into the amount of rape kits that were collected but not sent to crime labs for
testing across the state by police departments and hospitals. During the investigation, police departments and hospitals
were asked to report the number of completed rape kits that had not been sent to crime labs for testing.
Chief Schroeder went on to explain that due to the time that investigations may take, depending on complexity,
witnesses, victims, evidence, and many other variables, that delays are inevitable. Out of the four different police
departments that were compared in the report, the Jefferson City Police Department had the least amount of kits that
were not sent to labs, which Chief Schroder further explained that there were only 4 of the 55 kits that dated back to
2009 that the JCPD did not find a legitimate reason for them not being sent, although not intentional. Chief Schroeder
stated further that he agrees that some regulations may need to be done and that the JCPD would comply with
whatever is decided. He did also say that added regulations should be done with caution, taking into consideration all
variables and situations before doing so.

It was moved by Derks and seconded by Lehman for adjournment. The meeting was adjourned at 1:00 pm
