Police Personnel Board
Minutes-October 18, 2018
The meeting was called to order at 12:12 p.m.
Eight persons attended as follows:

Following greetings, roll call was taken.
Approval of September 6, 2018 minutes
It was moved by Scruggs and seconded by Lehman that minutes from September 6, 2018 Board meeting be
approved. The motion was carried unanimously.
Old Business
Hiring update- Lt. Stiefermann announced that currently the JCPD has 88 officers. With one officer leaving
effective Nov. 1, there will be an additional police officer position to fill.
New Business
Lt. Stiefermann went over the results of the testing that was completed October 11th – October 17th for
Communications Operators and Police Officers:
14 applicants for P.O. tested and 8 of these applicants passed and were qualified to move on to the physical
fitness test.
9 applicants for C.O. tested and 8 of these applicants passed and were qualified to move on to the next stage
of hiring process.
Begin Closed Session (see closed session for details)
A motion was made by Kemp and seconded by Scruggs to go into closed session at 12:19 p.m. for the Police
Personnel Board to go into closed session pursuant to RSMo.610.021 of the Revised Statutes of Missouri; the
motion passed.
Roll call was as follows:

End Closed Session
A motion was made by Burton and seconded by Scruggs to come out of closed session at 12:55 p.m. for the
Police Personnel Board to come out of closed session pursuant to RSMo.610.021 of the Revised Statutes of
Missouri; the motion passed.

Other Business
Board member vacancy- A replacement Board member may be recommended by the Mayor at the
next council meeting. Once a recommendation is made, it will be voted on two weeks later. The
council meetings are held the 1st & 3rd Mondays of each month.
Interviews - Lt. Stiefermann announced that oral interviews would be held on October 29th & 30th
for Communications Operator and on October 31st & November 1st for Police Officers. He invited any
interested board members to participate in this process.
Chief Schroeder announced that the 2% increase for the city employees was approved as well as an
additional Police officer to be assigned to the schools and noted that the schools pay 50% for the
School Resource Officer (SRO).

It was moved by Burton and seconded by Scruggs for adjournment. The meeting was adjourned at 1:07 p.m.
