New Business/Public Hearings Case No. P18003 - 821 Magnolia Place, Rezoning from RS -3 to PUD and Preliminary PUD Plan. Withdrawn by the Applicant on March 6, 2018. Case No. P18004 -1802 Sun Valley Drive, Rezoning from C-1 to RS -2. Request filed by Law Offices of Todd Miller LLC, owner, for the rezoning of 0.34 acres from C-1 Neighborhood Commercial to RS -2 Single Family Residential. The property is located on the northwest corner of the intersection of Southwest Boulevard and Sun Valley Drive and is described as Lot No. 1A of Crader Addition, in the City Jefferson, Missouri. Mr. Zollinger described the proposal and explained that the applicant is requesting to rezone the property to single family residential so that it can be rented as a single family residence rather than an office. He stated that the zoning change from C-1 Neighborhood Commercial to RS -2 Single Family Residential is supported by the Comprehensive Plan. Mr. Todd Miller, 1305 Southwest Boulevard, Suite A, spoke regarding this request and explained that he was asked numerous times to rent the property as a residential unit rather than a commercial unit. He stated that there are adjacent properties that are currently being used as residential properties. No one spoke in opposition to this request and no correspondence was received. Mr. Zollinger gave the Planning Division staff report. Mr. Yarnell moved and Mr. Nunn seconded to recommend approval to rezone the property from C-1 to RS -2 to the City Council. Other New Business Case No. P18005 — 916 Boonville Road, Final Subdivision Plat of Cliffside Estates. Request filed by A -Z Homes, property owner, for a Final Subdivision Plat of 2.13 acres of property zoned RS -2 to create 3 lots, two being new buildable lots and one lot around an existing home. The property is located on part of the Northwest Fractional Quarter of Section 35, Township 45, Range 12, Jefferson City, Cole County, Missouri. Mr. Zollinger described the proposal and explained that this proposal is for the approval of a Final Subdivision Plat for an existing parcel located at 916 Boonville Road. He stated that the subject property is currently zoned RS -2 Single Family Residential. Mr. Zollinger explained that the owners of the property wish to subdivide in order to create three lots, two of which will become new buildable lots and one lot for the existing house. Mr. Glen Miller, 3453A Horseshoe Road, spoke regarding this request and explained that this is a minor subdivision plat. He stated that this subdivision plat will consist of two new lots and one existing lot. Mr. Miller concurred with staffs comments and recommendations. Also present were Zach Sidener, A -Z Homes, 12469 County Road 4047, Holts Summit, Missouri and Karen Hoellering, 3219 Victoria Court. Mr. Zollinger gave the Planning Division staff report and Mr. Wade gave the Engineering Division staff report. No one spoke in opposition to this request and no correspondence was received. Ms. Cotten moved and Mr. Lester seconded to recommend approval of the Final Subdivision Plat of Cliffside Estates Subdivision Subject to comments and technical corrections by City staff to City Council. Rezoning from RS -1 to PUD and a Preliminary PUD Plan. Mr. Barron announced that the PUD plan and rezoning have been approved by the City Council. B. Update on Southside/Old Munichburg Neighborhood Plan Mr. Zollinger reported that staff is preparing a rezoning proposal for a portion of the Southside/Old Munichburg Neighborhood Plan area and plan to present it at the April 12, 2018 Planning and Zoning Commission meeting. C. A Special Meeting of the Planning and Zoning Commission is scheduled for March 29, 2018 at 5:15 p.m. 9. Adjourn. New Business/Public Hearings Case No. P18006 — 994 Diamond Ridge, Rezoning from C -O to C-1. Request filed by Nathalie Tungesvik, property owner, for the rezoning of 0.97 acres of property from C -O Office Commercial to C-1 Neighborhood Commercial. The property is located on the Northwest corner of Diamond Ridge and Emerald Lane and is described as Lot No. 87 The Diamonds, Section Four, in the City of Jefferson, Missouri. Mr. Zollinger described the proposal and explained that this request is for an existing two story office building that has a vacant lower level. He stated that the property owner wishes to lease a portion of the lower level of the building to a Salon and Day Spa tenant. Mr. Zollinger explained that Salon/Day Spas are defined by the Zoning Code as a "personal services" use and are not permitted in the C -O zoning district. He stated that the property owner is requesting a rezoning of the property to C-1 in order to permit the proposed use. Mr. Zollinger explained that in 1998, owners of the property proposed a rezoning from C -O to C-1. He stated that staff made no recommendation either in the positive or negative and that application was denied by the Planning and Zoning Commission. Mr. Zollinger explained that in 2012 a rezoning proposal was filed by the property owner to the east to accommodate a personal services business, similar to what is proposed with this application. He stated that staff made a recommendation to approve the rezoning and the Planning and Zoning Commission voted to approve the rezoning. Mr. Zollinger explained that the Comprehensive Plan Development Plan map currently identifies this property as being intended for commercial use and the proposed rezoning would be a continuation of the C-1 zoning pattern on the north side of Emerald Lane. Mr. Dale Vaughan, 1002 Diamond Ridge, spoke on behalf of the applicant and explained that the proposal is to put a salon in the lower level. He stated that the proposed salon will not be visible to the neighborhood behind it. Mr. Vaughan explained that the proposed salon should not create additional traffic. Mr. Max Fisher, 999 Diamond Ridge, spoke in favor of this request. No one spoke in opposition to this request and no correspondence was received. Mr. Zollinger gave the Planning Division staff report. Mr. Nunn moved and Mr. George seconded to recommend approval of the request to rezone the property from C -O to C-1. Edgewood Drive Preliminary PUD Plan PLANNING STAFF REPORT JEFFERSON CITY PLANNING AND ZONING COMMISSION April 12, 2018 Case No.P18007 — 3430 Edgewood Drive Preliminary PUD Plan. Request filed by Irvine Capital Management LLC, applicant, and Jefferson City Chamber of Commerce, property owner, for a Preliminary PUD Plan to construct a 10,116 sf medical office building. The property is located at the Northwest Corner of the intersection of West Edgewood Drive and Wildwood Drive and is described as part of Lot 2 of C.C. West Subdivision, Section 2, in the City of Jefferson, Missouri. (CMPS, Consultant). Nature of Request The property consists of 3.35 acres zoned as Planned Unit Development (PUD). The applicant proposes constructing a 10,116 sf medical office building to serve as a clinic for the Department of Veteran Affairs. The preliminary plan also displays the possibility of a future addition of 6,603 sf west of the proposed building. Staff Analysis Building Design: Exterior finish will be brick. The eave height will be 9' with a hip roof with architectural shingles. Parking: The parking lot will be situated on the southern and eastern side of the building. There will be two entrances, one located off of Wildwood Drive and the other off of Edgewood Drive. The entrance on Edgewood will have a right turn only exit while the entrance on Wildwood will accommodate either a right or left turn exit. City Code states in Section 35-58 Exhibit A, that the off street parking requirements for a clinic is 1 per 200 sf. The proposed building would require a parking lot with 51 spaces. The plan shows 55 spaces with 5 being ADA spaces. If expanded, space has been left on the north side of the property to accommodate future parking needs. Signs: A free standing monument sign is shown on the plan placed along the frontage of Edgewood. Signage details are not finalized at this time; however the site plan indicates a monument sign placed on the frontage of Edgewood. Staff recommends that the site adhere to the signage allowances of the C-1 zoning district. Landscaping/Parking Lot Shading: No landscaping or parking lot shading is shown on the current site plan. Staff recommends that landscaping and shading meet the requirements of City Code Section 35- 58.13.5 with trees and plants selected from the approved list in Appendix A of the zoning code. Parkin Lighting: No lighting details have been provided. Staff recommends that the site adheres to the lighting allowances of the C-1 district. Traffic: The proposal does not exceed 100 peak hour vehicle trips and therefore does not trigger the requirement for a site specific traffic study. The property is located along an arterial street which makes it an ideal location for the proposed use. Similar uses currently exist along Edgewood and the Preliminary PUD plan meets the standards that are required for the proposed use. Form of Motion 1. Jefferson City Planning & Zoning Commission Meeting Engineering Division Staff Report Thursday, April 12, 2018, 5:15pm Item 7. - New Business/Public Hearings Case No. P18007 — Preliminary Site Plan, Medical Clinic, Veterans Administration, 3430 Edgewood Drive (PUD) ENGINEERING STAFF RECOMMENDATION- Engineering Staff supports approval of this request, subject to preliminary plan being revised to address minor technical edits and consideration of adding a bus stopl shelter to the eastern leg of the intersection of Edgewood Drive at Wildwood Drive, along with sidewalk and associated ramps, etc. Existing Infrastructure • Most infrastructure exists for this development. -Existing storm water drains through the property to storm drainage facilities at Edgewood Drive. -Utilities exist to serve this property. -Sidewalk does not exist in the vicinity. A greenway trail exists along Wildwood Drive. -Access to this site is currently from Edgewood Drive. Site Improvements Storm Water Drainage/Quality -A proposed basin/ detention area is shown to accommodate storm water quality for the site. -Landscaping will be needed for shading the parking/pavement areas. -Erosion and sediment control will be needed with the final plan. • Sanitary Sewer The development is proposed to be served by an existing sanitary sewer main that is along Wildwood Drive. Street Access/ Parking Access to the site will be from Edgwood Drive (right in, right out entry). A full additional access is proposed from Wildwood Drive. -From a recent site visit, the site distance for the driveway appears to be adequate in both directions. Please quantify site distance for all the proposed driveways on the preliminary plan. -On-street parking is not allowed on Wildwood Drive or Edgewood Drive. -Adequate off-street parking is being proposed for this development. - Edgewood Drive and Wildwood Drive (arterial classified roadways) can adequately handle the proposed traffic generated by this development (please refer to the Planning Division Staff Report for Trip Generation Information). A traffic study is not required for this proposal. -The posted speed limit for Edgewood Drive is 40 mph. The posted speed limit for Wildwood Drive is 3 0 mph. • Sidewalk/ Greenway Trail Sidewalk does not exist in the vicinity. A Greenway Trail is exists along Wildwood Drive. • Utilities Most facilities exist in the vicinity. p.2 -Existing utilities and any required improvements to utilities will need to be shown on the final plan, including service connections to the site/ building. • Street Lights and Fire Hydrants - Street lights exist along Edgewood Drive and Wildwood Drive. Fire hydrants exist along Edgewood Drive and Wildwood Drive. • Transit Service - The existing clinic at its current location on Edgewood Drive west of Missouri Route 179 is the second frequently most used bus stop on the route that travels along Edgewood Drivel Wildwood Drive (see data attached). Accoinrnodations for bus service access to this proposed facility will be need to be considered, based upon the infonnation presented above. -We request that a bus stop, including an accompanying shelter, be installed on the eastern leg of Edgewood Drive, east of the Wildwood Drive intersection to accommodate patrons of this proposed development. Extension of sidewalk with necessary ramps, etc. will also be needed in conjunction with this to connect the sheltered stop to the intersection of Wildwood Drive. -The Department of Public Works will be willing to make any necessary modifications to the signal to provide pedestrian crossing on the north leg of the intersection, in order to provide safe access from the bus stop to the proposed development for patrons to/from this site. • Technical Edits- -Very m nor plan edits have been transmitted back to the consultant for resubfnittal of the preliminary plan in final form.
