ORDINA~dCE NO.
AN ORDINANCE OF THE CITY OF LYNWOOll RE-
PEALING SECTION 27-8(b) OF THE LYNWOOD
CITY CODE, RENUMBERING SUBSECTIONS (c)
AidD (d) THEREOF AS (b) AND (c), RESPEC-
TIVELY, AND ADDINS THERETO (d) AND (e)
RELATIVE TO PRIVATE PATROL PERMITS
THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY
ORDAIN AS FOLLOWS:
Section 1. Subsection (b) of Section 27-8 of the
Lynwood City Code hereby is repealed..
Section 2. Subsections (d) and (e) of Section 27-8
of the Lynwood City Code hereby are redesignated as Subsections
(b) and (c), respectively, of said Section.
Section 3. Subsection (d) hereby is added to Section
27-8 of the Lynwood City Code to read as follows:
(d) No such applicant .shall commence to oper-
ate or do business in the City if the Chief of Police,
or other person performing the functions of said off-
ice,determines him to be of bad moral character.
Section 4. Subsection (e) hereby is added to Section
27-8 of the Lyrraood City Code to read as follocas:
(e) The phrase "bad moral character" used in
the preceding sub-section hereof shall include, but
shall not be limited to, conviction of any felony or
any other. crime involving moral turpitude.
Section 5. '"his Ordinance shall take effect immediately
as an urgency ordinance; and, in connection herewith, the City
Council hereby finds and determines that:
(a) Citizens of and owners of property within
the City who rely on private patrol services to supple-
ment public protection of their persons and property
will tend to place great reliance on the honesty and
integrity of those providing such services; and,

(b) Such citizen., and property owners will
therefore afford those who provide private patrol
services with a unique opportunity to commit crimes
' against their persons and property; and
(c) Persons who have been convicted of a felony
or any other crime involving immoral turpitude should
not be afforded such opportunities; and
(d) This ordinance is therefore necessary for
the immediate preservation of the public's peace and
safety.
Section 6. Severability. If any section, subsection,
subdivision, sentence, clause, phrase or. portion of this Ordin-
ance, or the application thereof to any person or place, is for
any reason held to be invalid or unconstitutional by the deci-
sion of any court of competent jurisdiction, such decision sha1.1
not affect the validity of the remaining portions of this Ordin-
ance or its application to other persons or places. The City
Council hereby declares that -it would have adopted this Ordin-
ance, and each section, subsection, subdivision, sentence, clause,
phrase or portion thereof, irrespective of the fact that any one
or more sections; subsections, subdivisions, sentences, clauses,
phrases, or portions, or the application thereof to any person
or place, be declared invalid or unconstitutional.
First read at a regular meeting of the City Council of
said City held on the 6th day of September, 1977, and finally
ordered published at a regular meeting of said Council held on
the 20th day of September 19 77,
