HomeMy Public PortalAbout2018-10-16 minutesPark Resources & Planning Committee Meeting October 16, 2018 Washington Park Center, 1203 Missouri Blvd. Committee members present were: Mark Leesman, Chris Yarnell, Gene Bushmann, Celeste Koon, and Mark Kaiser. Commissioners present were Stu Murphy and Bill Plank. Park staff present: Amy Shaw, Leann Wekamp-Porrello, JJ Gates, Bryan Wolford, Phil Stiles, Andy Carroll, and Todd Spalding. I. Call to Order: Commissioner Bill Plank called the meeting to order at Noon. II. Leann Wekamp-Porrello – Cultural Arts Update Phil Stiles introduced Leann who is the Cultural Arts Specialist for the Jefferson City Parks and Recreation. Leann provided an update of the Washington Park Art Gallery activities and programs they offer. She also provided the committee information on how she plans to integrate art into the Parks and Recreation programs. III. Trail Use Policy JJ Gates stated he has been working with Bryan Wolford to develop a Trail Use Policy. The policy was sent by email to committee members as well as a written copy at the meeting. Commissioner Plank stated this is a good policy, and feels that the policy should set forth binding rules rather than suggested rules. Other committee members commented on the trail policy and relayed a few concerns that were discussed by committee members with no changes being recommended. Following discussion, Committee member Mark Kaiser made a motion to recommend the Trail Use Policy to the Commission for their consideration and approval. Committee member Mark Leesman seconded the motion. The motion passed with all voting in favor. IV. Community Park Improvements Update Director Spalding provided an update on the Community Park Improvements. He stated that the October 9 Commission Meeting, they voted to move forward with a Reimbursement Resolution for $11 million of improvements to various parts of the Park Master Plan. Spalding then reported at the October 15 City Council meeting, the City Council also voted to approve the Reimbursement Resolution. Spalding stated that within the next few weeks, he will present the construction documents to the Commission for their approval and submission for bids. Spalding also reported that the Commission is purchasing a house within Community Park from the Catholic Diocese that will enable the Commission change the entrance to the park, offer more parking, and lessen the encroachment upon the Community Center property. Spalding stated that seven elements of art forms will be offered within the park. He stated this will enable the story of the Foot District to be told. Also, the Catholic Diocese, as a part of the sale of the home at 708 Marshall, has asked that we honor Father Tolton with a remembrance within the park project. 2 V. What Are You Hearing/Seeing in the Community Celeste Koon asked about the work at the rear of Duensing Field. Staff responded that the City’s Engineering Department has designed a wetland to take additional water to alleviate the flooding in Washington Park during heavy rainfalls. Mark Leesman asked about the number of participants in youth sports. He also asked about the registration system that is currently in place for youth sports. He feels that this needs to be addressed as the system is very cumbersome to use. Director Spalding responded that the Commission is looking at ways to fix the programs with our website. He stated that we are working with a local company to address the website and registration issues. VI. Other Business: No other business. VII. Next Meeting: Tuesday, January 16, 2019. Location TBD.
