Section 13-28 of the Code of the City of Lynwood is hereby amended to read as follows: (a) Except materials collected from the category provided by subsection (a) of section 13-20, materials placed for collection will be collected from along the street. Materials for collection shall be placed as close to the curbside as possible, or, if there are no curbs, then placed be- tween the established roadway and the property line. No materials shall be placed in alleys, whether paved or unpaved, or other nonstreet locations. (b) Materials collected from the category provided by section 13-20, shall be collected from a suitable place pro- vided by the person who is the owner. of or in charge of the office, institution or place of business upon the private premises of the person and the receptacles contain- ing such materials shall be contained in a patio or other. place enclosed by a fence, latticework or. a part of the main or accessory building on four (4) sides and at least five (5) feet in height. - SEC'PION 2. Severability. If any section, subsection, sub- division; sentence, clause, phrase or portion of this Ordinance, or the application thereof to any person or place, is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this Ordinance or its application to other persons or places. The City Council hereby declares that it would have adopted this Ordinance, and each section, subsection, subdivision, sentence, clause, phrase or portion thereof, irrespective of the fact that any one or more sections, subsections, subdivisions, sentences, clauses, phrases, or portions, or the application thereof to any person or place, be declared invalid or unconstitutional. first read at a regular meeting of the City Council of said City held on the 18th day of October 1977, and finally ordered published at a regular meeting of said Council held on the 1st day of November 1y 77 , -1- e 4 AYES: COUNCILMEN Byork, Green, Higgins, Morris, Rowe NOES: COUNCILMEN None.
