Mr. Sanders called the meeting to order at 10:01 a.m. and asked Ms. Stratman to call roll. A quorum of 10
voting members was present.

6. Old Business
A. Coordinated Public Transit – Human Services Transportation Plan Update
Mr. Rotenberry explained that this update includes: (1) a recap of the previous 2012 plan; (2) analysis of
demographic population; (3) new survey response; (4) update of needs/gaps in service and strategies and
prioritization of strategies to address needs/gaps in service.
Mr. Lynch arrived at 10:06 a.m.
Mr. Benz moved and Mr. Henderson seconded to forward the Coordinated Public Transit–Human Services
Transportation Plan Update to the Board of Directors for approval and incorporation into the Metropolitan
Transportation Plan (MTP).
B. JEFFTRAN System-Wide Transit Assessment – Final Report
Ms. Williams explained that the JEFFTRAN System-Wide Assessment will conclude on October 31, 2017.
She stated that the Lochmueller Group conducted a Comprehensive Operations Analysis (COA) of
JEFFTRAN. Ms. Williams explained that the COA is a wide-ranging review of the routes, schedules,
operations, facilities, and policies of the JEFFTRAN transit system. She stated that as part of the COA,
Lochmueller produced two main deliverables; the Existing Conditions Report and the Final Report. Ms.
Williams explained that the Existing Conditions Report provides baseline data and analyses of JEFFTRAN’s
existing routes and services and is the basis for the recommendations made in the Final Report. She stated
that the Final Report presents the key findings of the Existing Conditions Report, summarizes public input,
and lays out recommendations for improvement. Ms. Williams explained that there are five categories of
recommendations: (1) expanded service hours weekday evenings and Saturday; (2) route modifications to
better serve existing riders; (3) strategies to attract choice riders; (3) Handi-Wheels service economies; and
(4) recommended fare increase and fare increase policy. She stated that the Final Report also provides
financial forecasts for the recommendations.
Mr. Mehmert moved and Mr. Benz seconded to recommend to the Board of Directors that the JEFFTRAN
System-Wide Assessment be accepted as complete. The motion passed unanimously.

B. Member Updates
Cole County
--Mr. Benz reported that Cole County is partnering with the City of Jefferson for the new Jefferson
City High School and the E. High Street project.
Jefferson City
--Mr. Bange gave an update on the following: (1) traffic study on Clark Avenue; (2); Capitol Avenue
project; and (3) South Lincoln Street repair project.
--Mr. Gates gave an update on the bike share program.
--Mr. Smith gave an update on the downtown parking study, the Airport Master Plan Update and
stormwater improvements.
--Mr. Mehmert reported on the Free Ride the Bus Day on October 9, 2017.

Missouri Department of Transportation
--Mr. Henderson gave an update on MoDOT’s Long Range Transportation Plan.
--Mr. Lynch gave an update on the Route B improvement project.
C. Adopt 2018 Meeting Schedule
Mr. Smith moved and Mr. Henderson seconded to adopt the 2018 meeting schedule with modifications to
the July 5, 2018 meeting date. The motion passed unanimously.

SUBJECT: Federal Safety Performance Measures
Within the Fixing America's Surface Transportation (FAST) Act, the Federal Highway Administration
established 5 performance measures to assess performance and carry out the Highway Safety Improvement
Program: (1) number of fatalities, (2) rate of fatalities per VMT, (3) number of serious injuries, (4) rate of
serious injuries per VMT, and (5) number of combined non-motorized fatalities and non-motorized serious
injuries.
CAMPO must adopt safety targets, as outlined in the FAST Act, by February 28, 2018. MPOs may choose
between: (1) programing projects in support of all the State targets, (2) establishing specific numeric targets
for all of the performance measures, or (3) establishing specific numeric targets for one or more individual
performance measures and supporting the State target on other performance measures.
According to federal statute, state DOTs and MPOs are expected to use the information and data generated as
a result of this new regulation to “better inform their transportation planning and programming decisionmaking, and
specifically to use their resources in ways that will result in the greatest possible reduction in fatalities and serious
injuries.”
MoDOT established the following statewide safety targets in August 2017:
Performance Measure Statewide Target for CY2018
Number of Fatalities 857.7
Fatality Rate per 100 Million Vehicle Miles Traveled 1.163
Number of Serious Injuries 4,559.3
Serious Injury Rate per 100 Million Vehicle Miles Traveled 6.191
Number of Non-Motorized Fatalities and Serious Injuries 431.9
Targets based on 7% fatality reduction, 4% serious injury reduction, 1% VMT increase and 4 % non-
motorized reduction
Staff recommendation
Staff recommends that CAMPO adopt the targets established by MODOT. The targets are reasonable for
the CAMPO region and if the targets are not met, CAMPO staff can calibrate them to improve accuracy.
While the state safety targets are an important measure with respect to transportation planning, there are
no repercussions to the CAMPO area for failing to achieve safety targets.
Form of Motion: Motion to forward the adoption of the safety targets established by MoDOT to the Board of
Directors for approval.

SUBJECT: Status of Current Work Tasks
Major active work tasks to be discussed at the January 4, 2018 Technical Committee Meeting
include:
• MoDOT Planning Exercise. Staff attended a December planning exercise to discuss
transportation projects that could potentially be funded if a new funding allocation
were created by the state legislature. CAMPO staff were asked to provide a list of
projects. This list has been provided to MoDOT after being reviewed by Board and
Technical Committee via email correspondence.
• Visioning and Travel Demand Model Update. The selection committee met in March
to interview qualified consultants. Four consultants were interviewed. The selection
committee chose one consultant to negotiate the scope of services and contract. Staff
is in contract negotiations with the preferred consultant. The contract is undergoing
the final stage of review by MoDOT.
• MTP Update. Staff has begun the process of updating the Metropolitan
Transportation Plan. The Visioning and Travel Demand Model update will feed into
the update process over the next year. Staff will begin Community Viz software
training in November to support analysis used in the update.
• TIP Update. Staff has started activities as part of the annual update to the
Transportation Improvement Program. Please contact staff regarding changes to
projects and financial data demonstrating fiscal constraint.
