Call to order, roll call, and determination of a quorum Mr. Sanders called the meeting to order at 10:03 a.m. and asked Ms. Stratman to call roll. A quorum of 14 voting members or their designee was present. 2. Public comment None received. 3. Adoption of the agenda as printed or amended Mr. Benz moved and Mr. Smith seconded to adopt the agenda as printed. The motion passed unanimously. 4. Approval of the minutes from the meeting of September 6, 2018 Mr. Mehmert made the following correction: Mr. Mehmert explained that we would use the unspent funds to purchase up to 10 bus shelters through the Section 5307 Urbanized Area Formula Grant. Mr. Benz moved and Mr. Smith seconded to approve the minutes from the meeting of September 6, 2018 as corrected. The motion passed unanimously. 5. Communications from the presiding officer A. OneDOT approving the FY2019 Unified Planning Work Program Minutes/Capital Area Metropolitan Planning Organization Technical Committee October 4, 2018 Page 2 6. Old Business A. 2045 Metropolitan Transportation Plan Development Ms. Williams explained that staff is moving forward with a public engagement campaign throughout the month of October. She stated that this campaign will include a survey, a new website (www.campo2045.com), and several meetings and open house events. Ms. Williams explained that staff has tentatively scheduled an open house on October 10 in Jefferson City and on October 16 Holts Summit. She stated that staff will also be visiting each community and other stakeholder groups in the region to encourage participation in the planning process and explain the planning process. Ms. Williams distributed a questionnaire to the Technical Committee requesting input on Near -Term (next 5 years) and Long -Term (beyond 5 years) transportation needs. She explained that staff will review the results with the Technical Committee and submit the final results to the consultants for use in the update of the CAMPO 2045 Metropolitan Transportation Plan. 7. New Business A. Federal Performance Measures Mr. Rotenberry explained that CAMPO must adopt the Road and Bridge Condition Measures targets and the System Performance Measure targets, as outlined in the FAST Act, by November 16, 2018. He stated that MPOs may choose between: (1) support of all the State targets, (2) establishing specific numeric targets for all of the performance measures; or (3) establishing specific numeric targets for one or more individual performance measures and supporting the State target on other performance measures. (1) Road and Bridge Condition Measures Report and Analysis Mr. Rotenberry explained that CAMPO is not required to take action regarding interstate targets, as there are no interstates in the CAMPO region. He stated that staff recommends supporting and forwarding the targets established by MODOT for Road and Bridge Condition Measures to the Board of Directors. Mr. Rotenberry explained that because CAMPO has no allocation of money to directly affect road and bridge conditions within the CAMPO area, CAMPO can only support the state targets. He stated that there are no repercussions to the CAMPO area for failing to improve roads/bridges or reliability targets. Mr. Rotenberry explained that MoDOT established the following statewide assessment of Road and Bridge Conditions. The motion passed unanimously. B. JEFFTRAN Transit Asset Management Plan and Targets Mr. Rotenberry explained that MAP -21 established, and the FAST Act continues, a performance-based approach to transportation projects. He stated that seven national performance goals were established for the Federal -aid highway program. Mr. Rotenberry explained that rrom these seven goals, fifteen performance measures were developed for states, MPOs, and transit agencies which are required to set targets and monitor progress. He stated that the CAMPO Board of Directors must affirm JEFFTRAN targets by March 30, 2019. Mr. Rotenberry explained that MoDOT collected and evaluated existing buses and facilities to be included in the Plan and used this information to set targets, which will be evaluated on an annual basis as inventory changes. He stated that these targets have been set by MoDOT and JEFFTRAN has opted to mirror the state targets, though they did not join the state, and set their own, as listed below. Mr. Rotenberry explained that staff recommends that the CAMPO Technical Committee forward the JEFFTRAN Transit Asset Management Plan targets to the CAMPO Board of Directors to accept as set forth by JEFFTRAN. He stated that the targets as set forth by JEFFTRAN inclde: (1) Equipment; (2) Rolling Stock; (3) Infrastructure; and (4) Facilities. Mr. Benz moved and Mr. Smith seconded to forward the JEFFTRAN Transit Asset Management Plan targets to the CAMPO Board of Directors to accept as set forth by JEFFTRAN. The motion passed unanimously. 8. Other Business A. Status of current work tasks • Staff has recently provided assistance to JEFFTRAN as they go through a process to reconfigure their bus routes. Staff continues to provide assistance with mapping and public engagement activities. • CAMPO staff has been collaborating with JEFFTRAN and MODOT staff concerning various federal performance measures required by MAP -21 and the FAST Act. B. Member Updates Cole County --Mr. Landwehr gave an update on the following: (1) numerous stormwater and street rebuild projects; (2) pavement replacement on Wilmore Drive; and (3) Tanner Bridge and Tara Road safety improvements. Holts Summit --Mr. Tate reported that the Holts Summit Planning and Zoning Commisison is proposing to adopt a Complete Street Program. Jefferson City --Mr. Bange gve an update on the following: (1) sidewalk and street repair project in downtown area; (2) MoDOT sidewalk project between Beck and Waverly Streets on the north side; (3) Dunklin Street Bride replacement open house on October 9; (4) signage and bike striping on Miller Street to connect to our two greenway trails; and (5) bike share markings on Main Street from the Clay Street Bike Plaza to Highway 179. --Mr. Gates reported that the W. Edgewood Drive parking lot now connects to the Creek Trail Drive greenway and is open for public use. Parks and Recreation is planning to overhaul Community Park. --Mr. Mehmert reported on the following: (1) October 8, 2018 is Ride TheBus Free Day; and (2) a Public Hearing is scheduled for the October 15, 2018 City Council Meeting for route reconfigurations. Missouri Department of Tranportation --Ms. Tipton gave an update on the following: (1) Transportation Alternative Program Grant Applications are due on November 2, 2018; and (2) MoDOT STIP Meeting will be held on October 9, 2018. Pedestrian or Biking Interest --Mr. Maloney gave an update on the BMX pump track in North Jefferson City and the Recreational Trails Grant.
