A. 2045 Metropolitan Transportation Plan Development
Action Requested: Review and discussion.
Staff Report: Staff will give a presentation on the data presented at the two October Open House events.
Additionally, staff will review the survey input received from public surveys and stakeholder questionnaires.
Staff requests that the Technical Committee review and provide feedback on the data presented.
7. New Business
A. Transportation Alternative Program Grant Application Ranking
Action Requested: Review, discussion, and recommendation forwarding the TAP application ranking matrix to
the Board of Directors.
Staff Report: CAMPO is required to rank TAP applications within the region. A ranking matrix will be used
by the Board of Directors to rank the four applications submitted from the CAMPO region. Staff has created a
matrix and is seeking review and approval from the Technical Committee.

Mr. Sanders called the meeting to order at 10:03 a.m. and asked Ms. Stratman to call roll. A quorum of 14
voting members or their designee was present.

Mr. Benz moved and Mr. Smith seconded to adopt the agenda as printed. The motion passed unanimously.
4. Approval of the minutes from the meeting of September 6, 2018
Mr. Mehmert made the following correction:
Mr. Mehmert explained that we would use the unspent funds to purchase up to 10 bus shelters through the
Section 5307 Urbanized Area Formula Grant.
Mr. Benz moved and Mr. Smith seconded to approve the minutes from the meeting of September 6, 2018
as corrected. The motion passed unanimously.

6. Old Business
A. 2045 Metropolitan Transportation Plan Development
Ms. Williams explained that staff is moving forward with a public engagement campaign throughout the
month of October. She stated that this campaign will include a survey, a new website
(www.campo2045.com), and several meetings and open house events. Ms. Williams explained that staff has
tentatively scheduled an open house on October 10 in Jefferson City and on October 16 Holts Summit. She
stated that staff will also be visiting each community and other stakeholder groups in the region to encourage
participation in the planning process and explain the planning process. Ms. Williams distributed a
questionnaire to the Technical Committee requesting input on Near-Term (next 5 years) and Long-Term
(beyond 5 years) transportation needs. She explained that staff will review the results with the Technical
Committee and submit the final results to the consultants for use in the update of the CAMPO 2045
Metropolitan Transportation Plan.
7. New Business
A. Federal Performance Measures
Mr. Rotenberry explained that CAMPO must adopt the Road and Bridge Condition Measures targets and
the System Performance Measure targets, as outlined in the FAST Act, by November 16, 2018. He stated
that MPOs may choose between: (1) support of all the State targets, (2) establishing specific numeric targets
for all of the performance measures; or (3) establishing specific numeric targets for one or more individual
performance measures and supporting the State target on other performance measures.
(1) Road and Bridge Condition Measures Report and Analysis
Mr. Rotenberry explained that CAMPO is not required to take action regarding interstate targets, as
there are no interstates in the CAMPO region. He stated that staff recommends supporting and
forwarding the targets established by MODOT for Road and Bridge Condition Measures to the Board
of Directors. Mr. Rotenberry explained that because CAMPO has no allocation of money to directly
affect road and bridge conditions within the CAMPO area, CAMPO can only support the state targets.
He stated that there are no repercussions to the CAMPO area for failing to improve roads/bridges or
reliability targets. Mr. Rotenberry explained that MoDOT established the following statewide
assessment of Road and Bridge Conditions.

(2) System Performance Measures Report and Analysis
Mr. Rotenberry explained that staff recommends supporting and forwarding the targets established by
MODOT for System Performance Measures to the Board of Directors. He stated that because CAMPO
has no allocation of money to directly affect reliability on MoDOT or non-MoDOT roadways in the
CAMPO region, CAMPO can only support the state targets. Mr. Rotenberry explained that there are
no repercussions to the CAMPO area for failing to improve roads/bridges or reliability targets. He
stated that MoDOT established the following statewide assessment of System Performance Measures.

Mr. Benz moved and Mr. Mehmert seconded to support MoDOT’s Road and Bridge Condition and System
Performance measure targets and forward them to the CAMPO Board of Directors. The motion passed
unanimously.
B. JEFFTRAN Transit Asset Management Plan and Targets
Mr. Rotenberry explained that MAP-21 established, and the FAST Act continues, a performance-based
approach to transportation projects. He stated that seven national performance goals were established for the
Federal-aid highway program. Mr. Rotenberry explained that rrom these seven goals, fifteen performance
measures were developed for states, MPOs, and transit agencies which are required to set targets and monitor
progress. He stated that the CAMPO Board of Directors must affirm JEFFTRAN targets by March 30, 2019.
Mr. Rotenberry explained that MoDOT collected and evaluated existing buses and facilities to be included in
the Plan and used this information to set targets, which will be evaluated on an annual basis as inventory
changes. He stated that these targets have been set by MoDOT and JEFFTRAN has opted to mirror the state
targets, though they did not join the state, and set their own, as listed below. Mr. Rotenberry explained that
staff recommends that the CAMPO Technical Committee forward the JEFFTRAN Transit Asset Management
Plan targets to the CAMPO Board of Directors to accept as set forth by JEFFTRAN. He stated that the targets
as set forth by JEFFTRAN inclde: (1) Equipment; (2) Rolling Stock; (3) Infrastructure; and (4) Facilities.
Mr. Benz moved and Mr. Smith seconded to forward the JEFFTRAN Transit Asset Management Plan
targets to the CAMPO Board of Directors to accept as set forth by JEFFTRAN. The motion passed
unanimously.
8. Other Business
A. Status of current work tasks
• Staff has recently provided assistance to JEFFTRAN as they go through a process to reconfigure
their bus routes. Staff continues to provide assistance with mapping and public engagement
activities.
• CAMPO staff has been collaborating with JEFFTRAN and MODOT staff concerning various
federal performance measures required by MAP-21 and the FAST Act.
B. Member Updates
Cole County
--Mr. Landwehr gave an update on the following: (1) numerous stormwater and street rebuild projects;
(2) pavement replacement on Wilmore Drive; and (3) Tanner Bridge and Tara Road safety
improvements.
Holts Summit
--Mr. Tate reported that the Holts Summit Planning and Zoning Commisison is proposing to adopt a
Complete Street Program.
Jefferson City
--Mr. Bange gve an update on the following: (1) sidewalk and street repair project in downtown area;
(2) MoDOT sidewalk project between Beck and Waverly Streets on the north side; (3) Dunklin Street
Bride replacement open house on October 9; (4) signage and bike striping on Miller Street to connect
to our two greenway trails; and (5) bike share markings on Main Street from the Clay Street Bike Plaza
to Highway 179.
--Mr. Gates reported that the W. Edgewood Drive parking lot now connects to the Creek Trail Drive
greenway and is open for public use. Parks and Recreation is planning to overhaul Community Park.
--Mr. Mehmert reported on the following: (1) October 8, 2018 is Ride TheBus Free Day; and (2) a
Public Hearing is scheduled for the October 15, 2018 City Council Meeting for route reconfigurations.
Missouri Department of Tranportation
--Ms. Tipton gave an update on the following: (1) Transportation Alternative Program Grant
Applications are due on November 2, 2018; and (2) MoDOT STIP Meeting will be held on October 9,
2018.
Pedestrian or Biking Interest
--Mr. Maloney gave an update on the BMX pump track in North Jefferson City and the Recreational
Trails Grant.

CAMPO Technical Committee Staff Report
MTP Plan Development
November 1, 2018
Summary
CAMPO continues the update of the Metropolitan Transportation Plan (MTP). This memo stands as an update
on a few specific activities being undertaken by staff and consultants:
Staff has received around 100 survey responses from the general public as part the October public engagement
campaign. Staff has also received feedback on a questionnaire distributed to the Technical Committee and
Board of Directors requesting input on Near-Term (next 5 years) and Long-Term (beyond 5 years)
transportation needs. Staff submitted the final results to the consultants for use in the public meetings on
October 10 and 16. The questionnaire results and public survey response will be used by staff and consultants
in various ways throughout the plan.
Questionnaire/survey results and presentation materials from the public meetings are available to see at
www.campo2045.com.
The public survey will close on October 31. Staff will review the public engagement results and next steps at
the November 1 Technical Committee meeting.
Staff Recommendation
Staff recommends that committee members review the materials presented and provide staff with feedback.

CAMPO Technical Committee Staff Report
Transportation Alternatives Program Application Ranking
November 1, 2018
Summary
The Transportation Alternatives Program (TAP) grant is administered by MoDOT and provides funding
for pedestrian and bicycle infrastructure projects.
Each planning organization within the MoDOT Central District has been asked to rank all applications
within their respective planning organization boundaries. This ranking will be used by MoDOT during
their application review process.
The CAMPO Board of Directors will be prioritizing the grant applications at their November 14 meeting.
Staff has developed a ranking/scoring sheet to be used by the Board of Directors which differs from the
process used in years passed. Staff requests that the Technical Committee review the updated scoring
criteria and provide input.
The previous scoring process included a presentation from each applicant and then Board members would
rank them 1-4. It is anticipated that we will again have four applicants. Staff recommends scoring each
application based on five criteria that have been pulled directly from the MoDOT TAP Evaluation Form.
These criteria include:
• Clarity of Project and Scope of Work (0-10 pts)
• Safety Concern or Need is Addresses (0-10 pts)
• Proximity to Activity Center (0-10 pts)
• Connectivity to Existing Facilities & Networks (0-10 pts)
• Local Match Amount (20-24%=0pts ; 25-35%=5pts ; >35%=10pts)
Staff Recommendation
Staff recommends review and discussion of scoring criteria and a recommendation to the Board of Directors to
use the resulting form.

CAMPO Board of Directors Staff Report
Status of Current Work Tasks
November 1, 2018
Summary
The following list includes work tasks that are currently in progress or have been completed since the previous
Technical Committee meeting:
• MTP Update. See attached memo.
• JEFFTRAN assistance. Staff provided assistance with a route guide update incorporating
new route changes. CAMPO staff also met with JEFFTRAN staff to discuss the creation
of a new route guide.
• CAMPO staff has been collaborating with MODOT staff concerning various federal
performance measures required by MAP-21 and the FAST Act.
• Wardsville Zoning Map. CAMPO staff has recently created an updated zoning map for
Wardsville and delivered a physical copy to the city clerk.

The Technical Committee meets the first Thursday of the month at 10:00 a.m. in the Boone/Bancroft Room (Rm. #200), John G. Christy Municipal Building, 320 E. McCarty.
CAMPO members and the public will be notified if changes occur.
