A. Proposed Amendment to the 2018-2022 Transportation Improvement Program: US 50 Outer Road
Improvements
Action Requested: Staff recommends concluding the public comment period and approval of the proposed
amendment to the 2018-2022 Transportation Improvement Program.
Staff Report: MoDOT split TIP Project 2017-03 (US 50 Outer Road Improvements) into two projects.
The scope remains the same. One of the projects is being treated as an Administrative Modification that
requires no action by the CAMPO Technical Committee or Board of Directors. It is required that the other
project be added to the Transportation Improvement Program (TIP) as a new project because funding is
both in Program Year 2018 and 2019. The project is located on US 50 outer roads, Horner Road and
Country Club Drive.
B. Federal Safety Performance Measures
Action Requested: Staff recommends approval and incorporation of the safety performance targets into the
2018-2022 Transportation Improvement Program.
Staff Report: Refer to staff memo on the nature of safety performance targets and how they were
determined.

1. Call to order, roll call, and determination of a quorum.
Chairman Hoelscher called the meeting to order at 12:15 p.m.
With the recent passing of Ms. Janice McMillan, Mr. Barron spoke about her accomplishments
during her years of service to the City of Jefferson and the Jefferson City community. A moment of
silence was observed in her honor.
Ms. Stratman took roll call. A quorum was present with 11 of 13 members or their designee
present. Chairman Hoelscher asked those present to introduce themselves.

Mr. Benz moved and Mr. Smith seconded to adopt the agenda as printed. The motion passed
unanimously.

Mr. Benz moved and Ms. Smith seconded to approve the minutes from the Regular Meeting of
November 15, 2017 as printed. The motion passed unanimously.

6. Old Business/Public Hearing
A. Coordinated Public Transit – Human Services Transportation Plan Update
Mr. Rotenberry explained that this update includes: (1) a recap of the previous 2012 plan; (2)
analysis of demographic population; (3) new survey response; (4) update of needs/gaps in service
and strategies and prioritization of strategies to address needs/gaps in service.
Mr. Benz moved and Mr. Smith seconded to open the public hearing at 12:23 p.m. With no
comments received, Chairman Hoelscher entertained a motion to close the public hearing at 12:24
p.m.
Mr. Benz moved and Mr. Smith seconded to close the public hearing at 12:24 p.m. The motion
passed unanimously.
Mr. Benz moved and Mr. Smith seconded to adopt by Resolution RS2017-07 the 2017
Coordinated Public Transit-Human Services Transportation Plan into the 2015-2035 Metropolitan
Transportation Plan. The motion passed unanimously.

TIP Project #2018-14 – US 50 Outer Road Improvements
MoDOT split TIP Project 2017-03 (US 50 Outer Road Improvements) into two projects. One
project is keeping the TIP number and changing the dollar amount of the original project
through an administrative modification. The second project is being entered as a new project
(TIP project 2018-14), requiring a TIP Amendment. Appendix C of the 2018-2022 Transportation
Improvement Program (TIP) states the requirements of what constitutes an amendment versus
an administrative modification.
This project, prior to being split, is identified in the 2013-2035 Metropolitan Transportation Plan.
Listed below are the two projects. The first is the new project (TIP Number 2018-14) and the
second is shown before and after the job split to demonstrate the changes made:

SUBJECT: Federal Safety Performance Measures
Within the Fixing America's Surface Transportation (FAST) Act, the Federal Highway Administration
established 5 performance measures to assess performance and carry out the Highway Safety Improvement
Program: (1) number of fatalities, (2) rate of fatalities per VMT, (3) number of serious injuries, (4) rate of
serious injuries per VMT, and (5) number of combined non-motorized fatalities and non-motorized serious
injuries.
CAMPO must adopt safety targets, as outlined in the FAST Act, by February 28, 2018. MPOs may choose
between: (1) programing projects in support of all the State targets, (2) establishing specific numeric targets
for all of the performance measures, or (3) establishing specific numeric targets for one or more individual
performance measures and supporting the State target on other performance measures.
According to federal statute, state DOTs and MPOs are expected to use the information and data generated as
a result of this new regulation to “better inform their transportation planning and programming decision making,
and specifically to use their resources in ways that will result in the greatest possible reduction in fatalities and serious
injuries.”
MoDOT established the following statewide safety targets in August 2017:

Targets based on 7% fatality reduction, 4% serious injury reduction, 1% VMT increase, and 4 % non-
motorized reduction
Staff recommendation
Staff recommends adoption of the targets established by MODOT. The Technical Committee has
reviewed the safety targets and recommends adoption by the Board of Directors. The targets are
reasonable for the CAMPO region, but staff can calibrate them to improve accuracy. While the state
safety targets are an important measure with respect to transportation planning, there are no
repercussions to the CAMPO area for failing to achieve the safety targets.
Form of Motion: Motion for approval and incorporation of the safety performance targets into the
Transportation Improvement Program and Metropolitan Transportation Plan.

SUBJECT: Status of Current Work Tasks
Major active work tasks to be discussed at the February 21, 2018 Board of Directors Meeting
include:
• Visioning and Travel Demand Model Update. The selection committee met in March
2017 to interview qualified consultants. A consultant has been chosen and the
contract has been sent to City Council.
• MTP Update. Staff has begun the process of updating the Metropolitan
Transportation Plan. The Visioning and Travel Demand Model update will feed into
the update process over the next year. Staff will use Community Viz software to
support analysis used in the update.
• TIP Update. Staff has started activities as part of the annual update to the
Transportation Improvement Program. Please contact staff regarding changes to
projects and financial data demonstrating fiscal constraint.
• UPWP update. Staff as begun the process of updating the Unified Planning Work
Program. The updated UPWP will include activities to be undertaken by CAMPO
staff in 2019 and will document completed activities from 2018. The UPWP also
contains the CAMPO budget for the next fiscal year.
