Staff Report: Staff has updated the Transportation Improvement Program (TIP) for Program Year 2019- 2023. The Program Year runs from July 1, 2018 to June 30, 2023. B. FY2019 Unified Planning Work Program Development Action Requested: Public Hearing and adoption by Resolution RS2018-02. Staff Report: Staff has updated the Unified Planning Work Program (UPWP) for Fiscal Year 2019. The Fiscal Year runs from November 1, 2018 to October 31, 2019. Changes include priorities for 2019, major tasks completed in 2018, and updates of tasks to be completed for each of the five work elements. C. Incorporation of the 2019-2023 Transportation Improvement Program into the 2013-2035 Metropolitan Transportation Plan Action Requested: Public Hearing and adoption by Resolution RS2018-03. Staff Report: Staff has incorporated the 2019–2023 Transportation Improvement Program (TIP) into the Metropolitan Transportation Plan (MTP) as the first 5 years of the regional financial plan. Adoption of the agenda as printed or amended Chairman Hoelscher requested that the agenda be amended to add the incorporation of the 2019-2023 Transportation Improvement Program into the 2013-2035 Metropolitan Transportation Plan. Mr. Benz moved and Mr. Reece seconded to adopt the agenda as amended. The motion passed unanimously. Approval of the minutes from the meeting of February 21, 2018 Mr. Benz moved and Mr. Reece seconded to approve the minutes from the Regular Meeting of February 21, 2018 as printed. The motion passed unanimously. 5. Communications Received A. One DOT approving CAMPO TIP Amendment No. 1 - US50 Outer Road Improvements 6. New Business A. 2019-2023 Transportation Improvement Program Development Mr. Rotenberry discussed the following changes: (1) removed all references to Lake Mykee; (2) updated the CAMPO map to reflect the removal of Lake Mykee; (3) added new language on federal performance measures; (4) updated the financial tables demonstrating fiscal constraint; (5) updated projects in the CAMPO region;; and (6) updated the Program of Projects for JEFFTRAN and OATS. Mr. Benz moved and Mr. Fitzwater seconded to open a 25-day public comment period for the Draft Program Year 2019-2023 Transportation Improvement Program. The motion passed unanimously. B. FY2019 Unified Planning Work Program Development Ms. Williams discussed the major accomplishments that will be completed by the end of FY2018 and priorities for FY2019. She stated that the total estimated budget for FY2019 is $254,633.00. Mr. Bange moved and Mr. Benz seconded to open a 7-day public comment period for the Draft FY2019 Unified Planning Work Program. The motion passed unanimously. C. Incorporation of the 2019-2023 Transportation Improvement Program into the 2013-2035 Metropolitan Transportation Plan Mr. Rotenberry explained that staff is proposing to incorporate the 2019-2023 Transportation Improvement Program (TIP) into the Metropolitan Transportation Plan (MTP). He stated that elements of the 2019-2023 TIP will be incorporated into the body of the MTP and the entire TIP will be added to Appendix 8. Mr. Reece moved and Mr. Benz seconded to open a 25-day public comment period for the 2013- 2035 Metropolitan Transportation Plan Update. The motion passed unanimously. 7. Other Business A. Status of current work tasks • Visioning and Travel Demand Model Update • Staff is assisting the Convention and Visitor’s Bureau with a map for their new bicycling webpage • Staff is working with JEFFTRAN on reviewing passenger count data and recommendations from the System-Wide Assessment. • Staff is assisting Mid-Missouri Regional Planning Commission with their Coordinated Plan • Staff is reviewing MoDOT’s Draft Long Range Transportation Plan 8. CAMPO Board of Directors Staff Report Program Year 2019-2023 Transportation Improvement Program May 16, 2018 Summary At the April 18 meeting, the CAMPO Board of Directors voted to commence the 25 day public comment period for the Draft 2019-2023 Transportation Improvement Program (TIP). One change was made to the TIP map based on comments made at the April Board of Directors meeting. There have been no comments received during this 25 day public comment period. The TIP is a 5-year financial program of transportation projects to be implemented within the Metropolitan Planning Area, which are funded by the Federal Highway Administration and Federal Transit Administration, or are deemed “regionally significant” ($500 million dollars or more). The TIP is updated annually by CAMPO in cooperation with the Missouri Department of Transportation, the jurisdictions in the CAMPO region, and local public transportation operators. The CAMPO TIP year runs from July 1, 2018 to June 30, 2023. This 5 year TIP includes 25 projects that total over $55 million dollars to be spent in the CAMPO region. Agenda Item 6A Capital Area Metropolitan Planning Organization 2019-2023 Transportation Improvement Program RESOLUTION RS2018-01 A RESOLUTION ADOPTING THE 2019-2023 TRANSPORTATION IMPROVEMENT PROGRAM FOR THE JEFFERSON CITY URBANIZED AREA WHEREAS, the Board of Directors of the Capital Area Metropolitan Planning Organization (CAMPO) is the Executive Body of the metropolitan planning organization designated by the Governor of the State of Missouri for the Jefferson City Urbanized Area, and responsible for carrying out the provisions of Section 134 Title 23 U.S. Code and Section 5303 Title 49 U.S. Code; and WHEREAS, the federal regulations for Metropolitan Transportation Planning and Programming, as specified in 23 CFR Part 450.324, requires that CAMPO develop a Transportation Improvement Program as part of the continuing, cooperative, and comprehensive transportation planning process; and WHEREAS, the Transportation Improvement Program has been developed in compliance with approved procedures and processes, and is consistent with the CAMPO Metropolitan Transportation Plan; and WHEREAS, the Technical Committee endorsed the Program Year 2019-2023 Transportation Improvement Program and recommend its approval and adoption. NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of the Capital Area Metropolitan Planning Organization hereby approves and adopts the 2019- 2023 Transportation Improvement Program. CAMPO Board of Directors Staff Report FY2019 Unified Planning Work Program May 16, 2018 Summary A Draft of the FY2019 Unified Planning Work Program (UPWP) has been reviewed and approved by the CAMPO Technical Committee. Furthermore, the document has been subject to a 25 day public comment period. No comments were received. The UPWP is an annual statement of work, November 1 to October 31 of each year, that identifies the planning priorities and activities to be carried out using Consolidated Planning Grant funds. The UPWP is federally required and serves as the basis for funding agreements with the Missouri Department of Transportation (MoDOT). Major accomplishments that will have been completed by the end of FY 2018: • Update of the UPWP and the Transportation Improvement Program (TIP). • Adoption of the updated Coordinated Public Transit-Human Services Transportation Plan. • Completion and submission to FHWA of the MPO Freight Program Assessment (MPOFPA). • Incorporation of FAST Act Performance Measures. • A full update of the Metropolitan Transportation Plan (MTP), including an updated Travel-Demand Model, and development of a new Vision and Goals. This activity will be carried over into FY2019. Priorities for FY2019: • Increase and improve planning support to local transit providers. • Continue implementation of FAST Act performance measures and targets. • Complete MTP update activities including public outreach – visioning, goals, and objectives; incorporation of performance measures; and travel demand model update. • Implementation of the Capital Area Pedestrian and Bicycle Plan. Changes/updates to the UPWP FY2019: • Updated budget. Surface Transportation Block Grant (STBG) funds for staff time has been exhausted in FY2018. The only remaining STBG funds will support contracted professional services for Visioning and Travel Demand Model activities that will occur in FY2018 and FY2019. It is anticipated that a third of the contracted activities will occur in FY2019. • Salaries and Direct Costs. Equipment and Training line items have been adjusted to support an approximate staffing level of 2.3 FTEs. • Advertising budget adjusted to accommodate for public outreach connected to the update of the MTP. • The budget for FY2019 is approximately $200,000 less than the FY2018 budget, due to the use of STBG funds being expended during most of FY2018 and due to a decrease in staffing and salaries. • Incorporation of comments received from City of Jefferson, MoDOT, and FHWA. CAMPO Board of Directors Staff Report 2013-2035 Metropolitan Transportation Plan May 16, 2018 Summary At the April 18 meeting, the CAMPO Board of Directors voted to commence the 25 day public comment period for the update of the 2013-2035 Metropolitan Transportation Plan (MTP). The 2019-2023 Transportation Improvement Program has been incorporated into the updated MTP as the first 5 years of the regional financial plan. There have been no comments received during this 25 day public comment period. In metropolitan areas, the MTP identifies how the region intends to invest in the transportation system. Federal law requires the plan, “include both long-range and short-range program strategies/actions that lead to the development of an integrated intermodal transportation system that facilitates the efficient movement of people and goods.” The MTP is prepared through active engagement with the public and stakeholders using an approach that considers how roadways, transit, non-motorized transportation, and intermodal connections are able to improve the operational performance of the multimodal transportation system. Accordingly, the MTP must cover performance measures and targets and include a report evaluating whether the condition and performance of the transportation system is meeting those targets. Agenda Item 6C Capital Area Metropolitan Planning Organization 2013-2035 Metropolitan Transportation Plan RESOLUTION RS2018-03 A RESOLUTION ADOPTING AN UPDATE TO THE 2035 METROPOLITAN TRANSPORTATION PLAN FOR THE CAPITAL AREA METROPOLITAN PLANNING ORGANIZATION WHEREAS, the Board of Directors is the executive body of the Capital Area Metropolitan Planning Organization (CAMPO), designated by the Governor of the State of Missouri to carry out the provisions of Section 134 Title 23 U. S. Code and Section 5503 Title 49 U.S. Code for the Jefferson City Urbanized Area; and WHEREAS, the federal regulations for metropolitan transportation planning and programming, as specified in 23 CFR Part 450.300, requires that CAMPO develop a long range transportation plan as part of the continuing, cooperative, and comprehensive transportation planning process; and WHEREAS, a long range transportation plan covers a planning horizon of at least 20 years, and fosters (1) mobility and access for people and goods, (2) efficient system performance and preservation, and (3) quality of life; and WHEREAS, the CAMPO 2035 Metropolitan Transportation Plan has been developed in accordance with requirements of the Federal Highway Administration and the Federal Transit Administration. WHEREAS, the Technical Committee endorsed incorporating the Program Year 2019- 2023 Transportation Improvement Program into the 2035 Metropolitan Transportation Plan as the first five (5) years of the regional financial plan. NOW, THEREFORE, BE IT RESOLVED that the Board of Directors hereby approves and adopts the update of the 2035 Metropolitan Transportation Plan for the Capital Area Metropolitan Planning Organization. CAMPO Board of Directors Staff Report Status of Current Work Tasks May 16, 2018 Summary The following list includes work tasks that are currently in progress or have been completed since the previous Technical Committee meeting: • TIP update. See attached staff report. • UPWP update. See attached staff report. • Visioning and Travel Demand Model Update. Staff has received a Notice To Proceed from MoDOT and has begun working with HDR, Inc. and other sub-consultants. • MTP Update. Staff continues the process of updating the Metropolitan Transportation Plan. The Visioning and Travel Demand Model update will feed into the update process over the next year. • Staff is working with JEFFTRAN on reviewing passenger count data and recommendations from the System-Wide Assessment. • FTA 5310 Verification Letters. JEFFTRAN, OATS, and Cole County Residential Services have requested verification letters from CAMPO as part of application for FTA 5310 funds. Agenda Item 7A
