CaII to order, roll call, and determination of a quorum. Chairman Hoelscher called the meeting to order at 12:30 p.m. Ms. Stratman took roll call. A quorum was present with 9 of 13 members or their designee present. 2. Public Comment No comments were received. 3. Adoption of the agenda as printed or amended Mr. Reece moved and Mr. Silvester seconded to adopt the agenda as printed. The motion passed unanimously. 4. Approval of the minutes from the meeting of September 19, 2018 Mr. Reece moved and Mr. Silvester seconded to approve the minutes from the Regular Meeting of May 16, 2018 as printed. New Business A. Federal Performance Measures: Road and Bridge Condition Mr. Rotenberry explained that within the Fixing America's Surface Transportation (FAST) Act, the Federal Highway Administration established six performance targets to assess bridge, interstate, and non -interstate conditions: (1) Percentage of NHS Bridges in Good Condition; (2) Percentage of NHS Bridges in Poor Condition; (3) Percentage of Interstate Pavements in Good Condition; (4) Percentage of Interstate Pavements in Poor Condition; (5) Percentage of non -Interstate NHS Pavements in Good Condition; and (6) Percentage of non -Interstate NHS Pavements in Poor Condition. He stated that CAMPO must adopt the Road and Bridge Condition Measures targets, as outlined in the FAST Act, by November 16, 2018. Mr. Rotenberry explained that CAMPO is not required to take action regarding interstate targets, as there are no interstates in the CAMPO region. He stated that staff recommends adopting the targets established by MoDOT for the Road and Bridge Condition Measures. Mr. Rotenberry explained that because CAMPO has no allocation of money to directly affect road and bridge conditions within the CAMPO area, CAMPO can only support the state targets. He stated that there are no repercussions to CAMPO area members failing to improve roads/bridges or reliability targets. Mr. Barron explained that CAMPO is mirroring other small MPO's by adopting the state targets. Mr. Mihalevich moved and Mr. Reece seconded to adopt MoDOT's Road and Bridge Condition targets and incorporate them into CAMPO documents. The motion passed unanimously. B. Federal Performance Measures: System Performance Mr. Rotenberry explained that within the Fixing America's Surface Transportation (FAST) Act, the Federal Highway Administration established 3 performance targets to assess System Performance Measures: (1) Interstate Travel Time Reliability Measure: Percent of Reliable Person -Miles Traveled on the Interstate; (2) Non -Interstate Travel Time Reliability Measure: Percent of Reliable Person -Miles Traveled on the Non -Interstate NHS; and (3) Freight Reliability Measure: Truck Travel Time Reliability Index. He stated that CAMPO must adopt the System Performance Measures targets, as outlined in the FAST Act, by November 16, 2018. Mr. Rotenberry explained that CAMPO is not required to take action regarding interstate or freight reliability, as there are no interstates in the CAMPO region. He stated that staff recommends supporting and forwarding the target established by MODOT for System Performance Measures. Mr. Rotenberry explained that because CAMPO has no allocation of money to directly affect reliability on MoDOT or non-MoDOT roadways in the CAMPO region, CAMPO can only support the state targets. He stated that there are no repercussions to CAMPO members for failing to improve roads/bridges or reliability targets. Mr. Kemna moved and Mr. Harline seconded to adopt MoDOT's System Performance target and incorporate it into CAMPO documents. The motion passed unanimously. C. Federal Performance Measures: JEFFTRAN Transit Asset Management (TAM) Plan and Targets Mr. Rotenberry explained that MAP -21 established, and the FAST Act continues, a performance- based approach to transportation projects. He stated that seven national performance goals were established for the Federal -aid highway program. Mr. Rotenberry explained that from these seven goals, 15 performance measures were developed for states, MPOs, and transit agencies which are required to set targets and monitor progress. He stated that the CAMPO Board of Directors must affirm JEFFTRAN's targets by March 30, 2019. Mr. Rotenberry explained that MoDOT collected and evaluated existing buses and facilities to be included in the Plan and used this information to set targets, which will be evaluated on an annual basis as inventory changes. He stated that these targets have been set by the State. Mr. Rotenberry explained that JEFFTRAN opted to mirror the state targets, though they did not join the state, and set their own, which include: (1) Equipment; (2) Rolling Stock; (3) Infrastructure; and (4) Facilities. He stated that staff recommends that the CAMPO Board of Directors to accept the JEFFTRAN Transit Asset Management Plan targets as set by JEFFTRAN. Minutes/Capital Area Metropolitan Planning Organization October 17, 2018 Board of Directors Page 3 Mr. Mehmert explained that the Useful Life Benchmark was not applicable as our equipment did not exceed $50,000.00. He stated that the targets for Rolling Stock and Facilities were mirrored after what MoDOT established for their system. Mr. Mehmert explained that each entity could choose to set their own system, their own targets, and their own performance measures for transit assets or they could join the state plan. He stated to provide us with maximum flexibility and give us the opportunity to change the targes that is why we elected to go out on our own and mirror MoDOT's targets. Mr. Mihalevich moved and Mr. Reece seconded to accept the JEFFTRAN Transit Asset Management Plan targets as set forth JEFFTRAN and incorporate them into CAMPO documents. The motion passed unanimously. 7. Other Business A. Status of current work tasks • MTP Update. Staff is moving forward with a public engagement campaign throughout the month of October. This campaign will include a survey, a new website (www.campo2045.com), and several meetings and open house events. Staff held open house events in Jefferson City on October 10 and in Holts Summit on October 16. Staff will also be visiting each community and other stakeholder groups in the region to encourage participation in the planning process. • JEFFTRAN assistance. Staff continues to provide assistance with mapping and public engagement activities. Staff assisted JEFFTRAN with a public meeting on potential route reconfigurations on September 25, 2018. • CAMPO staff has been collaborating with JEFFTRAN and MODOT staff concerning various federal performance measures required by MAP -21 and the FAST Act. 8. Next Meeting Date — Wednesday, November 14, 2018 at 12:15 p.m. in the Boone/Bancroft Room #200 9.
