HomeMy Public PortalAbout2000/06/22 A Special Meeting was held by the Mayor and Council of the Borough of Carteret on Thursday, June 22, 2000, 8:00 P.M., Municipal Court/Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey. The following were noted present: Mayor James A. Failace Councilmember Crilley " O'Brien " Quinones " Santoro " Sohayda Councilmember Fazekas was noted absent. Also noted present was Borough Attorney Coughlin, Business Administrator, Nicholas Goldsack and Chief Financial Officer! Tax Collector, Patrick De Blasio. The Clerk stated that on June 16, 2000, in full compliance with the Open Public Meetings Act, a notice of tonights meeting was sent to the Home News Tribune, The Star Ledger and posted on the Bulletin Board. Public Hearing on Amendment to 2000 Local Municipal Budget and any other business that may come before the Council. Upon MMS&C by Councilmembers Sohayda and Quinones and unanimous affirmative vote of the five (5) Councilmembers present, the Public Hearing on the Amendment of the 2000 Local Municipal Budget was open to the Public. There being no further comments or objections the Mayor declared the Public Hearing on the Amendment to the 2000 Local Municipal Budget to be closed upon MMS&C by Council members Quinones and Sohayda and unanimous affirmative vote of the five (5) Councilmembers present. After the Hearing had been closed Councilmember Santoro asked Patrick if they had initially increased the Line Items out of Buildings and Grounds for paying utilities for $20,000.00. 1 JUNE 22, 2000 SPæIAL MEErING June 22, 2000 PlID)ENr srATEMENr OF MEEfING NOITCE PURPOSE OF MEErING PUBUC HEARING Hearing Closed CounciIJ-nhpr Santou JUNE 22,2000 Counci1member Santoro Cant: Patrick said they did. He said our Utility Line increased from $18,000.00 to $50,000.00. Councilmember Santoro asked where the rest of the money was gomg. Mayor Failace explained that she wanted to know where, after the $20,000.00, was the rest of the money coming from to increase it to $50,000.00 from the original $18,000.00. Patrick explained that the money was all kind of mixed in. He said on the front page of the amendment they have $300,000.00 in State Aid so he guesses that is where it will come from. Councilmember Santoro asked about raises they had settled on because there was less budgeted. Mayor Failace said the one they went through arbitration on cost us about $220,000.00 to $230,000.00 of the $300,000.00 they had. Patrick said the Police Salaries were raised and that is shown on a Line Item on page two (2) from 2.2 million to 2.4 million and he commented that they could handle the Police Raises. Councilmember Santoro asked about Firefighter Raises. Patrick said there was no prediction for Firefighter. Mayor Failace said that will be done later on in the year when we are allowed to transfer our monies. -- MEErING 0PEmD Public Input on Resolutions A copy of each Resolution was placed upon the table for review prior to the meeting in accordance with the Rules of Council and upon MMS&C by Councilmembers Crilley and Quinones and unanimous affirmative vote of the five (5) Councilmembers present the meeting was opened for public input on all resolutions. Public Portion Closed Upon MMS&C by Councilmembers Quinones and Crilley and unanimous affirmative vote of the five (5) Councilmembers present the public portion on resolutions was closed. RFSOUJITOO #00-204 Award of Bid - Vangelis Construction Co., Re: Sanitary Sewer Manhole Rehabilitation - Phase I RESOLUTION 100-204 was introduced by the Mayor and referred to the Council for action. Upon MMS&C, by Councilmembers Quinones and Sohayda RESOLUTION #00-204 2 "AWARD OF BID-SANITARY SEWER MANHOLE REHABILITATION - PHASE I JOB NO. 282121 was adopted. Upon individual roll call vote Councilmembers Crilley, O'Brien, Quinones, Santoro and Sohayda voted in the affirmative. Councilmember Fazekas was noted absent. RESOLUTION #00-205 was introduced by the Mayor and referred to the Council for action. Upon MMS&C by Councilmembers Quinones and Sohayda RESOLUTION #00-205 "AWARD OF BID - SABO STREET PUMP STATION REPLACEMENT AND SANITARY SEWER SYSTEM IMPROVEMENTS" was adopted. Upon individual roll call vote Councilmembers Crilley, O'Brien, Quinones, Santoro and Sohayda voted in the affirmative. Councilmember Fazekas was noted absent. RESOLUTION #00-206 was introduced by the Mayor and referred to the Council for action. Upon MMS&C by Councilmembers Crilley and O'Brien RESOLUTION #00-206 "APPOINTING TEMPORARY SEASONAL EMPLOYEES TO THE PLAYGROUND PROGRAM" was adopted. Upon individual roll call vote Councilmembers Crilley, O'Brien, Quinones, Santoro and Sohayda voted in the affirmative. Councilmember Fazekas was noted absent. RESOLUTION #00-208 was introduced by the Mayor and referred to the Council for action. Upon MMS&C by Councilmembers Crilley and Quinones RESOLUTION #00-208 "ADOPTION OF 2000 LOCAL MUNICIPAL BUDGET" was adopted. Upon individual roll call vote Councilmembers Crilley, O'Brien, Quinones, Santoro and Sohayda voted in the affirmative. Councilmember Fazekas was noted absent. RESOLUTION #00-209 was introduced by the Mayor and referred to the Council for action. Attorney Coughlin said there had already been a motion made to Table this. Upon MMS&C by Council members Quinones and Crilley RESOLUTION #00-209 "APPOINTING FULL-TIME SAFETY TELECOMMUNICA TOR TRAINEES" was Tabled. Upon individual roll call vote Councilmembers Crilley, O'Brien, Quinones and Sohayda voted in the affirmative. Councilmember Santoro voted no and Councilmember Fazekas was noted absent. Mayor Failace said he received a letter from Father Chubenko asking to use Grant A venue for parking for his Church Festival which he commented that they have always allowed him to do. Mayor Failace then said the Borough Employees would like to swap Election Day for July 3'd, so they could have a long weekend. He said he didn't agree with it and Councilmember Santoro said she did. Business Administrator Nicholas Goldsack said he checked with six (6) surrounding municipalities and three (3) have the day off and three (3) have a request from the unions to have the day off. Councilmember Santoro asked if we could do this legally. 4 Attorney Coughlin said we would have to amend the contract. Councilmember Crilley said if they don't shut down there will be mass vacation and sick time used anyway so you will be virtually shut down anyway. Mayor Failace said the Supervisors have the right to deny that. Councilmember Santoro asked if they should go for a vote. She asked how she would make a motion to approve. Attorney Coughlin said they would make a motion for the year 2000 to reflect a change to permit making July 3'd a holiday and to remove Election Day as a holiday subject to the consent of the unions. You can't change it unilaterally. He said they could change it for one group and not the other if that is what they choose to do. Councilmember Crilley said to make a motion that all of the bargaining units have to agree to it. All or nothing. Councilmember Sohayda made a motion to agree to it as long as all the unions agree to it. Attorney Coughlin said there was no second. Councilmember Santoro said because of the circumstances with the Fire and Police we don't know what that would incur to us due to overtime. She said the other situations would be different because their building would be shut. Mayor Failace said because no one second Councilmember Sohayda's motion the motion was denied.
