ORDINANCE NO. 1002
AN INTERIM URGENCY ORDINANCE OF T[IF.
CITY COliNCIL OF THE CITY OF LYiVi';OOD
PROiIIBITING TY,EATRliS, COP]CERT HALLS
AND SII~IILAR ESTABLISHMENTS IN THE C-2~ C-28
AND C-3 ZONES
The City Council of the City of Lynwood hereby does
ordain as follo~as :
SECTION 1. Any prcvision of the Lymoood Citp Code
or of any Ordinance of the City of Lymaood to ttie contrary not-
witiistanding, no theatre, concert hall, or similar establishment
which is Primarily devoted to theatrical performances shall be
allowed to be constructed and/or operated in the Light Commercial
Zone (C-2) or in the Medium Commercial Zone (C-2a)~ or in the
Heavy Commercial Zone (C-3).
SSC'I'IOT] 2. Tlii , Ordinance is adopted as an interim
urgency Ordinance pursuant to the provisions of Government Code
Section 65858 in order to prevent uses i.n the Light Cvmmercial
Zone and the Medium Commercia]. Zone which may he in conflict with
a contemplated zoninq proposal'which the City Council intends
to study within the immediate future.
SECTIOtd 3. The City Council hereby finds and deter-
mines that the public safety, ]iealth, and s~elfare require that
this Ordinance ta,:e effect immediately upon its adoption; ar.d
. in this context the City Council further finds and dete rn,ines
that the unusual traffic uses created by theatres, concert ha11s
and other similas establishments present traffic hazards to and
may obstruct the free flow of traffic see}:ing to utilize ot}ler
facilities in the Light Conunercial and bledium Conmtercial 7ones
and that the location of such uses in such zones cavuld creatc
a need Lor extra-ordinary police services not presently avail-
able in the City.
SECTI~D7 4. If any section, suhsection, subdivision,
sentence, clause, phrase, or portion of this ordinat:ce, or the
application thereof -to any person or place, is for any reason held
to be invalid or unconstitutional by the decision of any court of
competent jurisdiction, such decision shall not affect the validity
of the remaininy portions of this ordinance or its a~plicatior, to
the remaininy portions of this ordinance or its apnlication to
otner persons or p].aces. The City Council hereby declares that
it would have adopted this ordinance, and each section, subsection,
subdivision, sentence, clause, phrase or portion th~reof, irres-
pective of the fact that any cne cr more sections, sLbsections,
subdivisions, sentences, clauses, phrases, or portions or the
application thereof to any person or place, be declared invalid
or unconstitutional.

First read and finally adopted and ordered published
at a regular meeting of said Council held on the 15th day of
June, 1976.
