ORDINANCE NO. 990
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD APPROVING AND ADOPTING AN AMENDMENT TO
ORDINANCE NO. 945, AS AMENDED, AND THE OFFICIAL
REDEVELOPMENT PLAN FOR REDEVELOPMENT PROJECT
AREA "A."
WHEREAS, by Ordinance No. 945 the City Council of
the City of Lynwood has adopted a Redevelopment Plan for Redevelop-
ment of Project Area "A" (the Lynwood Commercial Area);
and
WHEREAS, by Ordinance No. 960, said City Council adopted
an amendment to said Redevelopment Plan, enlarging the area thereof;
and
WHEREAS, on June 17, 1975, the Lynwood Redevelopment
Agency adopted its Resolution of Intention, Resolution No. ,
declaring its intention to again amend the Redevelopment Plan
for Project Area "A" by enlarging the territory included therein;
and
WHEREAS, the Lynwood Redevelopment Agency and the City
Council of the City of Lynwood have called, duly noticed, and
conducted a joint public hearing with respect to said proposed
amendment; and
WHEREAS, the Lynwood Redevelopment Agency and this
City Council have considered all relevant testimony pertaining
to said proposed amendment; and
WHEREAS, no written objections to said proposed amendment
were delivered to the City Clerk prior to the hour set forth at
said hearing, and no oral objections to said plan were presented
during the hearing, or, in the alternative, such written andoral
objections as have been presented to the aforesaid bodies pursuant
to the Community Redevelopment Law have been and hereby are over-
ruled by this City Council,
NOW, THEREFORE, the City Council of the City of Lynwood
hereby does find, determine, and ordain as follows:
SECTION 1. The Official Redevelopment Plan for Redevelop-
ment Project Area "A" as heretofore amended, is amended by adding
land to and increasing the boundaries o£ said Project Area to include
all lands and properties described in Exhibit "A" attached hereto
and by this reference incorporated herein.
SECTION 2. Redevelopment Project Area "A," as amended
by Section 1 hereof, is a blighted area, the redevelopment of which
is necessary to effectuate the public purposes declared in the
Community Redevelopment Law.
SECTION 3. The Of£icial Redevelopment Plan for Project
Area "A" wou-~velop said Project Area "A," as amended in con-
formity with the Community Redevelopment Law and in the interests
of the public peace, health, safety, and welfare.
(b) The governing body of each of the taxing agencies
which levy taxes upon any property in said Project
Area; and,
(c) The State Board of Equalization.
SECTION 4. The adoption and carrying out of the Official
Redevelopment Plan, as amended, is economically sound and feasible.
SECTION 5. The Official Redevelopment Plan, as amended,
conforms to the General Plan of the City of Lynwood.
SECTION 6. The carrying out of the Official Redevelop-
ment Plan, as amended, would promote the public peace, health,
safety, and welfare of the City of Lynwood and would effectuate
the purposes and policies of the Community Redevelopment Law.
SECTION 7. To the extent that the condemnation of real
property is provided for in the O£ficial Redevelopment Plan, as
amended, said condemnation is necessary to the execution thereof;
and adequate provisions have been made for payment for property
to be acquired as provided by law.
SECTION 8. The rehousing and relocation of families and
persons displaced from the Project Area "A" as amended, have been
provided for by a plan for relocation adopted by the Lynwood
Redevelopment Agency. There are other areas not generally leas
desirable than Project Area "A," as amended, in regard to public
utilities and public and commercial facilities, with available,
decent, safe and sanitary dwellings, at rents or prices within the
financial means of the families and persons displaced from said
project area, and reasonably accessible to their places of employ-
ment. The Council is satis£ied that permanent housing facilities
are now available and will be available at the time occupants of
the project area are displaced.
SECTION 9. In approving and adopting the aforesaid
Amendment to the Of£icial Redevelopment Plan, it is the purpose
and intent of this City Council to eliminate and to prevent the
spread of blight in the community and to encourage, promote, and
stimulate the redevelopment of Project Area "A," as amended, as
a commercial and professional area.
SECTION 10. The City Clerk hereby is authorized and directed
to forward to the Lynwood Redevelopment Agency a certified copy of
this Ordinance~ Said City Clerk is further authorized and directed
to record with the County Recorder of the County of Los Angeles a
description of the land within Project Area "A," as amended, and
a statement that proceedings £or the redevelopment of said Project
Area have been instituted under the provisions of the Community
Redevelopment Law. Said City Clerk is further authorized and
directed to forward, before January 1, 1976, copies of Ordinance
Nos. 945 and 960 and this ordinance, a map indicating the boundaries
of Project Area "A," as amended, and a description of the land
within said Project Area "A," as amended, to:
(a) The Auditor and Tax Assessor of the County of
Los Angeles;
(b) The governing body of each of the taxing agencies
which levy taxes upon any property in said Project
Area; and,
(c) The State Board of Equalization.

SECTION 11. For a period of two (2) years following
the adoption of this Ordinance, all applicants for building permits
in Project Area "A," as amended, shall be advised by the Building
Department of the City of Lynwood that the site for which a build-
ing permit is sought is within a redevelopment project area.
SECTION 12. The City Clerk shall certify to the adoption
of this Ordinance and cause the same to be published in the Lynwood
Press, a newspaper of general circulation, printed, published and
circulated in the City of Lynwood.
SECTION 13. Severability.
If any section, subsection, subdivision, sentence, clause,
phrase, or portion of this ordinance, or the application hereof
to any person or place, is for any reason held to be invalid or
unconstitutional by the decision of any court of competent juris-
diction, such decision shall not affect the validity of the re-
maining portions of this ordinance or its application to other
persons or places. The City Council hereby declares that it would
have adopted this ordinance, and each section, subsection, sub-
division, sentence, clause, phrase or portion thereof, irrespective
of the fact that any one or more section, subsections, subdivisions,
sentences, clauses, phrases, or portions, or the application
thereof to any person or place, be declared invalid or unconstitu-
tional.
First read at a regular meeting of the City Council of
said City held on the5th day of August , 1975, and finally
adopted and order published at a regular meeting of said Council
held on the 19thday of August , 1975, by the following
vote:
AYES: COUNCILMEN Byork, Green, Liewer, Morris, Rowe.
NOES: COUNCILMEN None.
ABSENT: COUNCILMEN None.
