OF ORDINANCE NO, 570 (ZONING ORDINANCE) OF TFIE
CITY OZ~' I,YNWOOD RELATING TO TIIE USE, KEEPINU
AND CONTROL OF ANINTALS.

ORDAIN AS FULLOWS:
SECTION 1. Subsection (a) of Section 15.25 of Chapter XV of
City Ordinance No. 570 hereby is arr_en3ed to read as follo~vs:
Section 15. 25. Uses for Keeping of Bees and Certain Animals
and F'owl Prohibited.
(a) No building or land shall be used or occupied for the rai~inb,
propagating or kacping oi bees whe±her commercially or as a hobby or as
an avocation; except that the provisions of this section shall not apply to the
swarming of bees in their natural state on a tree, shrub, building or other
object upon any lot or parcel of land in the city; provided, the owner or
occupant of such lot or parcel of lanu had no part in causing such bees to
swarm in said manner and is not the owner or person in charge oF or in
control of such bees.
SECTION 2. Subsection (b) of Section 15.25 of Chapter XV of
City Oi•dinance No. 570 hereby is amended to read as follows:
(b) No buildirg or land shall be used or occupied for the raising,
propagatiiig or l.eeping ot" aay animals or fowl except as permitted under the
provisions of Section 15.26 of this chapter.
SECTION 3. Subsection (a) and (b) of Section 15. 26 of Chapter :iV
of City Ordinance No. 570 hereby is amended to read as follows:
Section 15.26. Limitation as to numbers of fowl and animals,
(a) Domest_c animals may be kept as an incidental use in
connection with the primary residential use thereof, provided that:
1. Dogs, cats, chickens, rabbits, pigeons, birds, fowl, (no
roosters, quacking ducks or geese), non ~oisonous reptiles, rodents and
other householri peis more than iour (4) months old, excl_uding fish shall r_oi
exceed a total r.umber of sia (6) with a maximum of three (3) of any one specie.
' 2. A Conditional iJse Permit shall be obtainAd from the Plannin~
Commission to keep any ar.imal not permitted or in, excess oF the number
allo~ved in ~ubsectioz (1) above.
3. In an R-1, R-2, and R-3 zore for non-commercial purposes ocly,
doves and pigeons r:ot to exceed sis (G) birds, with a inaximuin of three (3) of
any one specie or a combination of difierent kinds or species; provided
ho~vever, that such pigeons and doves must be kept at all times in a pi~,*eon
liouse, dove cote, ca~ie or otliei• enclosure and such pi~,reon house, dove cote.

purposes may be kept and libera'ted fcr exercise or racing witnin not less
than thirty-five feet from any door, window or other opening of any dwelling
if a permit in writing authorizing the keeping and liberating for exercise
and racing of such racing or homing pigeons is first applied for and obtained
from the Secretary of the Planning Commission. The granting of such a
permit, when conforming to the provisions of this subparagraph of subsection
(a) of Section 15.26, is hereby declared to be an administrative function
of the Secretary of the Pianning Commission. The application for the permit
shall be made on such forms as are provided by the Secretary of the Planning
Commission and shall be filed with him. The Secretary of the Planning
Commission shall either issue the permit or give applicant written notice
of disapproval within ten (10) days after the application is filed. The
decision of the Secretary of the Planning Commission shall be final and
conclusive in the absence of an appeal by applicant. Within thirty (30) days
from the mailing of notice of decision, the applicant may file with the Secretary
of the Planning Commission a written letter of appeal. Upon receipt of
such letter of appeal the Secretary shall place the matter upon the agenda
of the Planning Commission for consideration by that body. The Secretary
shall thereupon, give the applicant by U. S. Mail postage prepaid, addressed
to the applicant at his last known address, ten (10) days written notice of
the time and place of such hearing. The applicant may waive such ~vritten
notice if he desires. The decision of the Planning Commission shall be final.
(b) No building or land shall be used or occupied for commercially
raising, propagating or keeping of rabbits or poultry in any zone in the
City of Lynwood except nothing herein contained shall be construed as
prohibiting the use of a building or land for the retailing of poultry or
rabbits in a C-2 or C-2a zone, or the wholesaling of poultry or rabbits
in a C-3 zone.
SECTION 2. Section 4. 00 (4) of Chapter IV of City Ordinance
No. 570 is hereby repealed,
SECTION 3. The City Clerk is hereby ordered and directed to certify
to the passage of this ordinance and to cause the same to be published once
in the Lynwood Press a newspaper of general circulation printed and circulated
in the City of Lynwood.
First read at a regular meeting of the City Council of said city held on
the 16th day of April . 197 q, and finally adopted and ordered published
at a regular meeting of said Council held on the 7th day of May 197 4
