MINUTES
CALL TO ORDER. Mayor Cross called the meeting to order at 2:00 PM.
ROLL CALL. Town Manager Wright called the roll with Council Members Carpenter,
Drake, Eagan and Mayor Cross. Council Member McCormack was excused. Staffpresent
was Town Manager Stephen L. Wright, Police ChiefN. J. Bayer, Nevada County Sheriff
Troy Arbaugh, consultants Joe Hinsberg and Dr. Rolland Dart of Ralph Andersen &
Associates.
PLEDGE OF ALLEGIANCE was led by Police Chief Jack Bayer.
PUBLIC COMMENT. None
LAW ENFORCEMENT WORKSHOP. The workshop information was presented by
Town Consultant Joe Hinsberg and included a discussion of the primary contract elements
which currently exist and some alternatives which other contracting agencies use in the State
of California. The Consultant then led a discussion of law enforcement services alternatives
including a breakdown of basic contract services, a discussion of partial contract service
options, and a discussion of full in-house service options. Council then reviewed the various
tasks in the Request for Proposal process, as well as identifying the responsibilities of the
Town bidders and the consultant in this process. The Consultant then proposed completion
of the RFP elements in June allowing for a three-month time period during which potential
respondents would develop a response to the RFP. Receipt of bids is anticipated in October
of 1995 with the Town Council considering various alternatives and making a final decision
regarding long-term law enforcement services in November/December. The Consultant
indicated that to some extent with the relatively low incident rates in Truckee the size of the
department would be primarily structured on an officer safety basis. The Consultant
recommended that the RFP be structured in such a way as to allow the prospective bidders
as much flexibility as possible to be able to respond to service issues in a way that best
worked for the respective organizations. For that reason principle factors within the RFP
would include activity information, existing service level information, and operational data.
The Council would then be able to evaluate the various responses to the RFP and select
individual components that best met the overall needs of the community. The Council
concurred with this approach and the Consultant will complete the RFP and review it with
the Town Manager prior to distribution to prospective bidders.
