AN URGENCY ORDINANC~ OP THE CITY COUVCIL OF TFIE CITY OF
LYNT-~OOD AMENDING SECTION 3-32 OF THE LYNWOOD CITY CODE
R~LATING TO REAL ESTATE ADV~RTISING SIGNS.
THE CITY COUNCIL OF TH~ CITY OP' LYNWOOD HEFcEEY DOES
ORDAIN AS FOLLOF7S :
SECTION 1. Subsection (c) of Section 3-32 of the Lynwood
City Code hereby is amended to read as follows:
(c) No signs shall be permitted on property located
within District No. 2 except one (1) unlighted sign, not ex-
ceeding three (3) square feet in size, containing advertising
on one side only, which advertisi'ng relates only to the sale,
lease, or rental of the building and/or premises upon which it is
displayed and the name, address, and telephone number of the
owner of said property and/or his duly authorized agent.
No sign shall be erected except within five (5) feet
of the building setback line; In the event the placement of a
sign in compliance with the requirements of the immediately pre-
ceding sentence oaould result in the obscuring of said siqn from
the view of the street by landscaping or shrubbery, then such
sign may be placed directly and immediately in front of such
landscaping or shrubbery. No sign shall be located other than
parallel to the public sidewalk or street in front of the subject
property.
No sign shall be more than forty-eight (48) inches in
total height above the ground, and no sign shall be placed on
more than one suoporting pole or bracket.
One (1) "open house" rider, not exceeding two (2) square
feet in size, may be attached to any such sign or supportinq post
or bracket. In addition to the aforesaid "open house" rider, one
other rider not exceeding four and one half (4 1/2) inches by
sixteen (16) inches in size may also be attached to the permitted
sign; provided, however, that such rider shall not indicate in
any ntanner that the subject property has been sold. No other
riders of any kind, including but not limited to "sold" riders
shall be attached to any such sign, supporting post, or bracket.
Not more than two (2) flags shall be permitted on each
lot or parcel, and no such flaqs shall be placed within ten (10)
feet of the curb line.
Any provision of this subsection (c) to the contrary
not withstanding, no "open house" rider and no flags (other than
the official flags of the United 5tates and the State of California)
shall be displayed for a period in excess of twelve (12) hours per
weeY..
A11 signs, riders, flays, and supporting structures
shall be removed £rom the property on or before the date on which
an escrow for the purchase of said property is opened or on
which a contract of sale is executed, whichever is the first to
occur.

Except as otherwise specifi.cally permitted herein,
no advertising sian, banner, rider, flag, or other advertising
device or display of any kind whatsoever shall be permitted
within District 2do. 2.
SECTION 2. The City Council finds and determines that
the following facts require that this Ordinance take e£fect
immediately as an Urgency Ordinance for the preservation of the
health, safety, and g~.neral welfare of the citizens of Lynwood:
Unintended variations between the provisions of Ordinance
No. 909 and those of Ordinance No. 926 have created widespread
confusion concerning the requirements of the City of Lynwood
with respect to real estate signs. This con£usion has impaired
the ability o£ those in the real estate profession to practice that
profession in conformar.ce with the;applicable provisions of this
Code and the ability of City Of~icials to enforce said provisions.
SECTION 3. If any section, subsection, sentence, clause,
phrase, or portion of this Ordinance is, for any reason, held
invalid or unconstitutional by any court of competent jurisdic-
tion, such portion shall be deemed a separate, distinct and
independent provision; and such holding shall not affect the
validity of the remaining portions hereof.
SECTION 4. The City Clerk shall certify to the adoption
of this Ordinance and cause the same to be published in the
Lynwood Press, a newspaper of general circulation, printed,
published, and circulated in the City of Lynwood.
First read and finally adopted and ordered published at
a regular meeting of the City Council of the City of Lynwood
held on the 3rd day of July, 1973, by the following vote:
AYES: Couneilmen Byork, Liewer, Morris, Rowe, Stevens.
NOES: None.
ABSENT: None.
