HomeMy Public PortalAboutOrd. 0949•a • ORDINANCE N0. 94g AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ADDING CHAPTER 15-A TO THE LYNWOOD CITY CODE ESTABLISHING A COMMUNITY STABILIZATION COMMISSION. The City Council of the City of Lynwood does ordain as follows: Section 1. Chapter 15-A is hereby added to the Lynwood City Code to read as follows: "CHAPTER 15-A. COMMUNITY STABILIZATION COMMISSION. "Section 15-A-1. Community Stabilization Commission Established. There is hereby created the Community Stabilization Commission of the City of Lynwood. "Section 15-A-2. Membership. The Community Stabilization Commission shall consist of seven (7) members who shall be appointed by, and service at the pleasure of, the City Council. In selecting the membership of the Commission, the City Council shall take into consideration, among other things, the various religious, racial, nationality and political groups in the community. The Council may also consider the recommendation, if any, of the present Human Relations Committee with respect to the initial staffing of the Commission and the recommendation, if any, of the Community Stabilization Commission with respect to all future appointments to said Commission. In any event, the Commission should be composed of inembers who are interested in Lynwood as a racially-integrated community. "Section 15-A-3a Members to be Res3dents of Cit Members of the Community Stabilization Commission shall be residents of the City and any member of the Commission shall automatically be deemed to have resigned from the Commission, and his office as a member of such Commission shall automatically be vacated, upon such member having ceased to be a resident of ~i~ ../ * the City. "Section 15-A-4 Terms of Office The members f3rst appointed to the Commission shall classify themselves by lot so that one shall be appointed for a term of one year, two for a term of two years, two for a term of three years, and two for a term of four years, from and after their appointments. Al1 succeeding terms of office shall be for a period of four years. Members shall hold office until their successors are qualified and take office. "If a member of the Commission shall fail to attend three (3) consecutive regular meetings thereof without having been excused by the Commission, he shall automatically cease to be a member. The ma,jority of the City Council may remove any member from the Commission at any time without cause. "If a vacancy should occur on the Commission, other than by the expiration of a term, it shall be filled by appointment for the unexpired portion of the term. "Section 15-A-5. Compensation of Members. All members of the Commission shall serve as such without compensation; provided, however, the members may be reimbursed for actual expenses incurred in connection with the official business of the Commission. "Section 15-A-6. Organization. The Commission shall elect its Chairman from among its members for a term of one year and, sub,ject to other provisions of law, may create and fill such other offices as it may determine necessary and convenient. The Commission may appoint, at its discretion, subcommittees to concern themselves with specific human relations problems. These subcommittees may be composed of citizens who are not members of the Commission; pr^ovided, however, that the Chairman of each such subcommittee must be a member of the Commission. "Section 15-A-7. Meetings. The Commission shall hold -2- at least one regular meeting in each month, which meeting shall be in the Council Chambers of the City Hall unless the Council shall by resolution provide for another place of ineeting. The Commission may hold additional meetings at places other than the Council Chambers to the extent otherwise permitted by law, "The Commission shall adopt such rules as it may deem expedient for the conduct of its business. It shall keep a record of its resolution, transactions, findings and determinations, which record shall be a public record. "All meetings of the Commission shall be noticed, held and conducted in accordance with the provisions of the Ralph M. Brown Act, and all other applicable laws and ordinances. "Section 15-A-8. Responsibility of Commission. It shall be the responsibility of the Commission: "(a) To foster mutual respect and understanding among all racial, religious and nationality groups in the community. "(b) To make such studies in any field of human relation- ship in the community as in the ~udgment of the Commission will aid in effectuating its general purposes. "(c) To inquire into incidents of tension and conflict among or between various racial, religious and nationality groups, and to take action by means of conciliation, con£erenee, and persuasion to alleviate such tensions and conflict; provided, however, that nothing herein shall be construed as authorizing the Commission to act as a hearing agency or tribunal in a personnel matter, "(d) To conduct and recommend such educational programs as, in the ~udgment of the Commission, will increase good will among inhabitants of the community and open new opportunities into all phases of community life for all inhabitants. "Section 15-A-9. Duties of Commission. The Commission will discharge the following duties: "(a) To hold conferences, and other public meetings, in -3- ~ the interest of the constructive resolution of racial, religious and nationality group tensions and the prejudi:e and discrimination occasioned thereby. "(b) To propose, develop, and assist in the design of programs and plans intended to promote the ful.l acceptance of all citizens in the community in all aspects of community life, without regard to race, religion, or national origin; provided, however, that all such programs and plans shall be subject to the approval of the City Council. "(c) To cooperate with and assist those community agencies engaged in fostering mutual understanding and respect among all racial, religious, cultural and nationality groups or which are engaged in the function of discouragYng discriminatory practices against such groups or indiciduals; °(d) To cooperate with any City department, agency, or commission in identifying and amelioriating human relations problems with which they may be conoerned; provided, however, that nothing herein snall be construed as authorizing the Commission to act as a hearing agency or tribunal in a personnel matter. "(e) To evaluate possibl.e sources of conflict in the field of inter-group relations and to provide a forum f`or the expression of differences of opinion and clarificat~ons of issues. °(f) To recommend from time to time to the City Council and the various City agencies changes in procedures, policies and/or legislation for the purpose of improving human relations within the City. "(g) To meet and cooperate with other official governmental agencies within the County of Los Angeles which perform functions similar to those of the Commission in order to discuss and exchange ideas on programs and to promote civic peace, mutual understanding and respect among individuals of all races, religions and ethnic backgrounds; and °(h) To submit a report to the City Counc~l concerning -4- ,.. ~ the activities undertaken by the Comm~ssion after each meeting. "Section 15-~-10. City to Provide Assistance. The City, through the office of the City Manager, shall provide the Community Stabilization Commission with a secretary who shall be available as needed by the Commission and with euch other clerical assistance as may be needed. In addition, the City Manager shall assign a member oP the City staff to assist the Commission." Section 2. The City Clerk shall certify to the adoption of this ordinance and cause the same to be published in the Lynwood Press, a newspaper of gefleral circulation, printed, published and circulated in the City of Lynwood.
