Greencastle City Hall & ZOOM I. Pledge of Allegiance II. Call to Order; Roll Call Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk- Treasurer Lynda Dunbar the following were present: Mark Hammer, Adam Cohen, Stacie Langdon, Veronica Pejril, Cody Eckert, Dave Murray and Jacob Widner. III. Public Petitions and Comments: None IV. Special Request: None V. Department Reports: a. Cemetery— Ernie Phillips b. Engineer— c. Fire Department— John Burgess d. Park and Recreation — Rod Weinschenk e. Planner— Scott Zimmerman f. Police Department—Tom Sutherlin g. Department of Public Works — Brad Phillips h. Water &Wastewater Department— Oscar King i. City Attorney - Laurie Robertson Hardwick VI. Reports a. Mayor's Report- Mayor updated the council on the following items: • BOW approved Community Crossings Grant • Remember to wear mask even if you get a vaccine • City Hall is still closed but you can make an appointment. Utility bills can be paid by mail, drop box, or window • Applying for grant for city and county small businesses • DePauw's parking plan was sent out to Council • Strategic planning is well underway at DePauw • Ice Miller is reviewing language for the YMCA contract • The dugouts at Big Walnut Sports Park are going out for re-bid • Phase 2 of pool improvements are continuing b Clerk-Treasurer's Report-Working on year-end reports for the State. W- 2's are done and distributed. c. Councilors' Report- Mark Hammer- Likes the new lighting in the City Hall parking lot. Veronica Pejril- Thanked the League of Women's Voters for hosting a program on homelessness problems. Dave Murray - Would like to have the parking ordinance on the agenda next month. Wanted to know status of Wayfinding signs. Mayor said signs will start going up at end of month. Jacob Widner- Shared his thoughts on individuals serving in local Government, and the need for improvement in council's way of selecting appointments. VII. Approval of Minutes a. Regular Session-December 10, 2020- Motion by Adam Cohen to approve the December 10th minutes as presented, second by Veronica Pejril, 7-0, motion carried. VIII. Approval of City Claims a. Motion by Mark Hammer to approve claims as presented, second by Dave Murray, 7-0, motion carried. IX. Old Business- None X. New Business A. Organizational Matters i. Election of Council President a. Motion by Adam Cohen to nominate Mark Hammer, second by Dave Murray, 7-0, motion carried. ii. Date, Time and Place for 2020 Council Meetings a. Motion was made by Stacie Langdon to have the Council meetings on the second Thursday of each month at 7:00 p.m. at City Hall, second by Veronica Pejril, 7-0, motion carried. iii. Annual City Council and Mayoral Appointments Annual appointment to Redevelopment Commission Erika Gilmore and Lottie Barcus were presented to the Council for reappointment for one year. A motion by Dave Murray was made to accept Erika Gilmore and Lottie Barcus, second by Stacie Langdon, 7-0, motion carried. iv. Board of Zoning Appeals- 1 appointment- 4 year term- Motion by Jacob Widner to table till next meeting, second by Adam Cohen, 7-0, motion carried. v. Commission on Sustainability- 2 appointments- One to fill an expiring 3 year term ending 5/31/2023. One to fill a 3 year term starting 6/1/2021-5/31/2024- Motion by Mark Hammer to appoint John Garner for the expiring 3 year term ending 5/31/23, second by Veronica Pejril, 7-0, motion carried. vi. Human Relations Commission- 1 appointment- One to fill a three year term starting 7/1/2021-6/30/2024. No action taken. B. Council Assignment: The following assignments were made: i. Greencastle/Putnam County Development Center- Stacie Langdon ii. Commission on Sustainability-Veronica Pejril iii. Putnam County 911-Adam Cohen iv. Budget Committee- Stacie Langdon, Dave Murray, Veronica Pejril, Cody Eckert v. West Central Solid Waste District- Jacob Widner vi. Any other Assignments Common Council was all in agreement for the above selections. C. Department Liaisons: The following assignments were made: i. Department of Public Works — Dave Murray ii. Fire Department— Cody Eckert iii. Forest Hill Cemetery —Adam Cohen iv. Parks and Recreation — Jacob Widner v. Planning — Mark Hammer vi. Police Department— Stacie Langdon vii.
