Chairman William Hoag convened the Planning Board meeting at 6:30 pm in the Brewster Town Office Building with
members: Rick Judd, Scott Collum, and Elizabeth Taylor present.
Absent: Jason Klump, John Leaning, John McMullen

6:30 pm Planning Discussion
1) Request for Waiver of Site Plan Review#2014-04, Dr. Tim McAdams, Owner— Breakwater Realty LLC,
Represented by Donald T. Poole of Outermost Land Survey, Inc. Location — 2187 Main Street, Map 68, Lot
123, RM Zoning District
Pool was present and provided a brief summary. Judd stated he is a client of Breakwater. Collum has hired
Poole in the past. Taylor stated she is a client of Breakwater.
Poole explained that seventh treatment room was previously the porch. There are no exterior modifications.
The previous doctor was running the business under a home occupation. There is no increase in parking.
Judd made a Motion to grant the waiver of Site Plan Review, #2014-04, as presented, Collum Second, All
Aye, 12 12 4-0.
2) Request for Release of Performance Bond #044507081, Jeffrey Drown, Labrador Lane, road construction
Judd read the letter from Jeffrey Drown requesting the release of the bond. Judd made a Motion to release the
performance bond#044507081, Jeffrey Drown, Collum Second, All Aye, Vote 4-0. ($1,197.32)
3) Update from Dr. Eten regarding wind turbine at 441 W H Besse Cartway
Dr. Eten distributed a handout showing test results to the Board. In summary, there was a lightning strike
during a storm in the fall. The turbine was damaged by the strike. The repairs to the electrical work on the
turbine are complete. The tip of the blade requires work and testing should resume shortly. The blade work
may happen by the end of the week. Dr. Eten referenced several decibel levels, highlighted in the sound study.
He briefly reviewed this data with the Board. He noted the pure tone is below the threshold and the decibel
level is off. He did not spend money to get a report completed since he will have to do the test again. The
Board discussed the results and decided that another test is required. The Board asked for test results before
the next meeting to discuss the turbine. Hoag requested a full report whether the turbine passes or not. If not,

then they may pull the special permit. The Board agreed. Eten did not agree with them pulling the permit. He
did not give the full reports as they might be part of a lawsuit with the turbine manufacturer.
4) Approval of Minutes from 2-12-14, Collum made a Motion to approve the minutes of 2-12-14 as written,
Judd Second, All Aye, DA 4-0.
7:30 pm Public Hearing
Site Plan Review Special Permit-#2014-03 Applicant: Cape Cod Bible Alliance Church, Map 126, Lots 87,
88, 89, 3580, 3634 and 0 Main Street, in the RM Zoning District. Represented by Coastal Engineering
Company, Inc. The applicant is requesting a Site Plan Review Special Permit pursuant to Massachusetts
General Law's c. 40A, Section 9 and 11 and the Town of Brewster Zoning By-Law, Article X, Section 179-51
and Article XII Section 179-66 to construct the church building on the site of a prior church building that was
destroyed by fire in November of 2012. In addition to re-building on the remaining foundation, the applicant is
proposing to make improvements by building a facility that has space for services, fellowship, and offices on
the primary level. The proposed building footprint will increase by 9,700 s.f. The church recently purchased
3634 Main Street(Parcel 87). The single family dwelling that currently exists on this lot will be removed and
replaced with a parking area as part of this proposal.
The Chair read the legal description. Coastal Engineering staff was present: John Bologna, Tarja
McGrail. Also architects Philip Bologna and Sergio Astorga. Jim Austin from the Cape Cod Bible Alliance
Building Committee was present.
John Bologna led the discussion and presented a PowerPoint to the Board. See: 031214_C
The PowerPoint presentation included a revised site plan, parking, floor plans, curb cuts, photos, and a
3D flythrough. McGrail presented the parking and curb cuts portion of the presentation. The Board
asked questions and discussed at length.
Taylor requested a full landscape plan for review. The brought a plan with them and reviewed with the
Board. McGrail reviewed the location of the lighting. Taylor expressed concern regarding shielding of the
tall acorn light fixtures.
Taylor requested better parking lot landscaping for the abutters. (One abutter, Dan Guertin was present
in the audience but did not participate in a discussion.) McGrail explained that there would be a fence
between the Family School and the church. They have discussed with Marcia Galazzi of The Family
School. They have also met with Dan Guertin.
The Board requested the landscape plans for review. Taylor requested more information regarding the
grass parking lot. She discussed this further with McGrail. They are considering a hard surface with
some turf since it doubles as a play area for children. Taylor wants to see a conservation grass seed mix
used. She wants to see low fertilizer use and low maintenance plantings. Taylor questioned the 25 year
storm water note. McGrail explained it was appropriate and that adding vegetative swales would be a
benefit.
Board Comments:
Collum: Looks good, well presented
Judd: Agreed with Collum, appreciated visuals and full size copies
He discussed catch basins and runoff with McGrail. He asked why the applicant did not combine lots 2
and 3 on the north side. Bologna stated the applicant recently purchased the property.
The Board discussed the need for two egresses further. The Board also discussed the kitchen, the
second curb cut and other filings with local committees. They will go next to the Historic District
Committee.

The ZBA has moved the meeting out. The applicant needs to re-apply. 4-8-14.
There was no public comment.Leven noted that the site plan does not conform to zoning. If the Planning
Board approves this tonight and the ZBA changes anything then the applicant will need to file for a
modification to the Planning Board's special permit. There is no application in front of the Historic District
Committee yet.
Judd made a Motion to continue #2014-03 Cape Cod Bible Alliance to the 4-9-14 meeting at 7:00 pm,
(first on the agenda), Collum Second, All Aye, Vote 4-0.
The public hearing remains open.

Collum made a Motion to adjourn, Judd Second, All Aye, Vote 4-0. The meeting ended at 8:45 pm.
The next meeting is 3-26-14 @ 6:30 pm.
