The Council of the Village of Medina met in special session as a Public
Hearing on the Sewer and Water Project in the Hamel area in the Medina Ballroom
on Monday, August 26, 1968 at 8:30 P. M.

All members of the Council, Engineer William Mills,
Attorney George Gubbins and Fiscal Consultant Gubrnd
present.
The Mayor welcomed the audience and explained why this meeting was being
held.
Harold Winterhalter gave a resume and breakdown of the costs.
William Mills explained the boundaries of the sewer and water system and
gave reasons for the increase in the cost of the sewer between the estimated
cost and the bids received.
The meeting was opened to questions and answers:
Julius Dorweiler: Why the difference between the $710,000.00 in the notice
of the Hearing and $680,000.00 in the sohedule?
Gubrud: The $71M00.00 was an estimated cost and after figuring with
the bids, itrwas reduced to $680,000.00.
W. 8eddermeyer: Is not the bond market better.
Gubrud: Has changed some.
Claude Bailsbach: When will water come to my place?

Osier: How would the unit be figured on my liquor establishment with
apartments above?
Mills: Each apartment would be figured as a unit and the liquor establishment
according to the number of employees.
Fr. Ardolph: Would the water come past the Church?
Mills: Could easily be done.
Dasen Dorweiler: Whit happens to the fellow at the end of the line?
Mills: The custodian will have to flush it out.
W. Doerr: How many people are getting sewer and not water and how many are
getting water and not sewer?
Mills: Explained all have sewer, bat not all have water - some have been
deleted.
Mrs. Victor Stein: Is the sewer and water going up past my place?
Mills: Sewer, yes. Water, no.
Julius Dorweiler: Their house is in Plymouth.
Mills: The property is in Medina.
Erwin Wendroth: Will it go farther on #116?
Mills: Some are missed. Those outside the district might be brought in at
a later date.
Jim Adams: Have you any idea of the quality of the water?
Mills: I can't tell you right now.
J. Dorweiler: If this was delayed until next year, how much would these costs
go down?
Mills: If they bid again, it will be the same or more.
Neddermeyer: Would not the labor costs be more next year?
Mills: Yes
Neddermeyer: With regard to the water tank - steel has gone up. Would phis
be reflected in the bids?
Mills: It undoubiddly would be.
Harry Dorweiler: Would the water in the ground have affect on the disposal
plant?
Mills: Yes, it would withstand that for five or six months
factor that was taken into account.

Mills: 8 inches
Huar: Not big enough.

Mills: Big enough for this area. Explained that if the sewage eventually
goes through Maple Grove, it will be large enough to take to the main line.
J. Dorweiler: The economics of this scares me.
W. Neddermeyer: We have buying ability. We are rated 110%, the highest rate.
Mills: If you get industry, you will have to look at them individually.
H. Winterhalter: On July 9th, Mr. Gubbins, Mr. Mills and I went to a Minnesota
Pollution Commission meeting. They were quite concerned. Our project was
delayed and they sent out their engineers so that they would know if this
would work and the project should be approved. Experts have given their
approval.
Neddezmeyer: We know of one well set-up that will be condemned, some wells
going bad and water is badly needed for new homes.
No further questions.
Moved ley Harold Winterhalter for the adoption of a resolution for the approval
of the proposal for sewer and water as given to us by Mr. Mills.
Seconded by Arthur Theis.
Council polled: Harold Winterhalter, yes; Arthur Theis, yes;
Raymond Bosch, yes; Rayburn Anderson, yes; and Wayne Neddezmeyer, yes.
Motion carried.
Moved by Harold Winterhalter that Section A and Section C, the sewer and water
lines bid be awarded to Barbaross and Sons subject to the $6000.00 reduction
which they indicated they would give and the Section C, water, be approved
by the General Engineering and Environmental Sanitation Departmentof the
Minnesota Department of Health.

Motion carried.
Moved by Rayburn Anderson to award the low bid of $75,005.50 for Section B,
the ponding area, to Minnesota, subject to the approval of the Federal Water
Pollution Control Administration.

Moved by Harold Winterhalter to amend his motion approving the bids to
Barbarosa & Sons to read $27000.65 on the sewer and $108,408.40 on the
water, less $6000.00

Motion carried.
Moved by Raymond Bosch to reject the low bid on the water tank on the basis
that he has not qualified as he has not builtLthree similar tanks nor did
he bid the tank that was specified in the specifications.

Moved by Arthur Theis that we award the bid on the water tank to the Pittsburgh -
Des Moines Steel Company in the amount of $33,330.00.

Motion carried.
Moved by Raymond Bosch to award the well, Section D-1, to the Bergerson-
Caswell Well Company in the amount of $27,507.00.
Seconded by Harold Winterhalter

Moved by Rayburn Anderson that we authorize the Village Clerk to re -advertise
for the building, D-2, the bids to be taken at 8:00 P. M. on September 19,
1968 at the Village Hall.

Moved by Arthur Theis to authorize the engineer to prepare plans and specifioations
for the construction of a bituminous surfaced, five ton road from State Highway
#101 to the East line of the Brookview Country Club, aloes the existing cartway.
Seconded by Barad Winterhalter.
Motion carried.
Moved by Harold Winterhalter to authorize Mr. Gubbins to inform the seller,
Wilfred Cavanaugh, that the Village has now exercised its option to purchase
approximately one acre for the well and well building site for the sum of
$4000.00.
Seconded by Raymond Bosch.
Motion carried.
Moved by Rayburn Andern to offer a resolution to authorize the Village
Attorney to negotiate purchase of easements to the affected property
for the sewer and water and also to piirohase, subject to the approval of
the Council, the land for the ponding site by negotiations and if negotiations
fail, that he have power to use condemnation.
