DRAFT MINUTES
1. ROLL CALL: A regular meeting of the Town Council was called to order at 7:15 pm, in the
Richard E. Mastrangelo Council Chamber, Administration Building. Present for the meeting
were Councilors John A. Donohue, Susan G. Falkoff, Anthony Palomba, Angeline B. Kounelis,
Cecilia Lenk, Vincent J. Piccirilli, Jr., Kenneth M. Woodland, Vice President Stephen P.
Corbett and Council President Mark S. Sideris. Also present were the Town Manager Michael
J. Driscoll, Town Attorney Mark Reich and Council Clerk Valerie Papas.

3. EXAMINATION OF MINUTES: October 8th. Councilor Piccirilli moved to accept the
minutes, seconded by Councilor Woodland and adopted by unanimous voice vote with
Councilors John A. Donohue, Susan G. Falkoff, Anthony Palomba, Angeline B. Kounelis,
Cecilia Lenk, Vincent J. Piccirilli, Jr., Kenneth M. Woodland, Vice President Stephen P.
Corbett and Council President Mark S. Sideris voting in the affirmative.
4. PUBLIC FORUM — none noted.
5. PRESIDENT'S REPORT
6. MOTIONS, ORDERS AND RESOLUTIONS:
a) First Reading on a proposed Amendment to the Fiscal Year 2014 Budget.
The Chair provided a first reading and recognized the Manger who gave a brief
overview of the proposed amendment to the FY 2014 Budget. The matter will be
advertised and placed on the November 12th Town Council agenda for a public
hearing and vote.
b) Resolution endorsing addition of underpasses to design of three bridges and urge DCR
and MASSDOT to include them in current phase of construction. This agenda item was
Tabled until November 12th.
7. COMMITTEE REPORT:
a) Committee on Public Works report and action on a re -appointment to the Conservation
Commission — Cecilia Lenk, Chair. This agenda item was Tabled until November 12th.
8. NEW BUSINESS: None noted.
9. COMMUNICATIONS FROM THE TOWN MANAGER:
a) Preliminary Budget Overview for Fiscal Year 2015. The Manager provided an
overview of the Preliminary Budget Overview for Fiscal Year 2015.
10. REQUESTS FOR INFORMATION:
The Chair asked for a motion on the following referral items:
Referral of Special Education funding and related matters to the Budget and Fiscal
Oversight subcommittee. So moved by Councilor Piccirilli, seconded by Councilor
Lenk and adopted by unanimous voice vote with Councilors John A. Donohue, Susan G.
Falkoff, Anthony Palomba, Angeline B. Kounelis, Cecilia Lenk, Vincent J. Piccirilli, Jr.,
Kenneth M. Woodland, Vice President Stephen P. Corbett and Council President Mark S.
Sideris voting in the affirmative.
Referral of the use of On Call Architecture firm proposals for all the town buildings.
So moved by Councilor Piccirilli, seconded by Councilor Lenk and adopted by
unanimous voice vote with Councilors John A. Donohue, Susan G. Falkoff, Anthony
Palomba, Angeline B. Kounelis, Cecilia Lenk, Vincent J. Piccirilli, Jr., Kenneth M.
Woodland, Vice President Stephen P. Corbett and Council President Mark S. Sideris voting
in the affirmative.
Councilor Piccirilli stated that the Committee of the Budget and Fiscal Oversight will
prepare the FY2015 Budget Policy Guidelines for the Council to vote on at the
December 9, 2013 meeting, in accordance with section 5-1 of the Watertown Home
Rule Charter. The BFO Committee will meet on Monday, November 18
and November 25, from 7pm to 9pm. He asked that each councilor prepare additions
or changes to the FY2014 policy guidelines and include a brief explanation along with
each request, so that the committee can adequately discuss them. He noted that all
submitted material will be distributed to the council. He indicated that all Councilors
are invited to attend a committee meeting and discuss proposed changes and asked
that Councilors please email changes to him no later than 5pm on Friday November 8.
Councilor Palomba asked that the Public Works subcommittee look into safety issues related to
the intersection of Palfrey Street and Church Street.
Councilor Donohue asked the Manager to look into the Display Television which has been
down for several days.
11. ANNOUNCEMENTS:
The Chair announced a Blood Drive at the Police Department this Saturday from loam-3pm.
The Chair announced that grants are available through the Watertown Community Foundation;
please call 617-926-1500.
Councilor Palomba announced a Harvest Party at the Senior Center this Friday from 12-4pm.
Councilor Donohue announced applications/donation for the Boys/Girls Club Road Race;
please call 617-926-0968.
12. PUBLIC FORUM — none noted.
13. ADJOURNMENT: There being no further business to come before the Town Council,
Councilor Donohue moved to adjourn he meeting at 9:15pm, seconded by Councilor Woodland
and adopted by unanimous voice vote with Councilors John A. Donohue, Susan G. Falkoff,
Anthony Palomba, Angeline B. Kounelis, Cecilia Lenk, Vincent J. Piccirilli, Jr., Kenneth M.
Woodland, Vice President Stephen P. Corbett and Council President Mark S. Sideris voting in
the affirmative.
