Jane Moore moved to adopt the agenda as printed and reordered. Doug Record seconded the motion. Motion passed unanimously Approval of Minutes Alan Wheat moved the minutes from the November 13, 2018, Regular Meeting is approved as printed. Steven Hoffman seconded the motion. Motion passed unanimously. Communication Received Jayme Abbott stated no communications have been received. New Business a. Demolition Review — 1111 Moreau Drive. The property owner submitted demolition application to demolish subject building that was constructed in 1930 which makes it 89 years old. The property is listed as a contributing building within the Moreau Drive Historic District. Commission members were concerned with the application and discussed Chapter 8 Code for demolition review procedures. After much deliberation, Steven Hoffman made a motion to approve the demolition review application. Gail Jones seconded motion. Motion passed with Doug Record voting no and Alan Wheat abstaining. b. Section 106 Review — Mitchell Hall, Lincoln University. The proposed project consists of exterior and interior repairs to Mitchell Hall, Lincoln University School of Journalism for the purpose of preventing further deterioration and restores materials to retain the property's historic character. Project goals for exterior work include repair of slate roof, brick tuck -pointing, foundation repairs, window repairs, exterior painting, copper gutter repairs/replacement, and storm and sewer line repairs. Doug Record moved that there will be a "no adverse effect" by the current project and is approved by this commission. Alan Wheat seconded the motion. Motion passed unanimously. Other Business a. Historic Preservation Plan Update. City Planner, Ahnna Nanoski, discussed that the consultants, Heritage Strategies, would like to hold a special meeting on Wednesday, January 23 to discuss the planning process for developing the historic preservation plan. b. Designation of Facade Improvement Committee Member. With the departure of Jane Moore, a new HPC member needs to be appointed to the facade committee. Jayme Abbott explained that the city has several programs such as the Commercial Facade Program, Rental Facade Program, and Adaptive Reuse program. As part of these programs the Facade Committee approves the applications. Two members from the Historic Preservation Commission are to serve on this commission. It was decided that those interested would inform city staff and the new appointment would be voted on during the next commission meeting. c. Staff Updates. Sheri Johnston updated the commission on the December 21, 20198 approval of the 106 Review for 1106 Buena Vista Dr. This property is being assisted with federal funds for the emergency replacement of the water lateral. Peter Benton and Elizabeth Watson, consultants, with Heritage Strategies discussed what is to be expected and outlined the process in developing the historic preservation plan. Heritage Strategies will research programs, contact stakeholders and interest groups, and hold public meetings. The plan will be tailored based on those conversations. Other Business a. Designation of Facade Improvement Committee Member. It was moved by Mary Schantz to table this topic until the next regular meeting. Motion was seconded by Donna Deetz. Motion passed. Other conditions that the Commission or City Council may deem appropriate to reduce the impact of the demolition with respect to the applicable review criteria. Conditions imposed by the Historic Preservation Commission may be appealed to the City Council in the manner provided for in Section 8-43(H) Staff Recommendation In reviewing Section 8-43(F), Review Criteria (as outlined above), 1328 E. Miller. does not appear to hold significant historic value as it is not individually listed on the National Register of Historic Places or Local Landmark nor does it appear to meet the National Register criteria of eligibility. At the time of completing this staff report, no comments have been received in response to the public hearing sign. This property was constructed approximately 1900; making the structure over 100 years old. In accordance with Section 8-47(A)(1)(a) the property was posted with a public hearing sign on January 25, 2019. Exterior and interior photos, MIDMOGIS Map, and other documentation attached. Staff Analysis Section 8-43(F)(1) Notable Structure With YES Respect NO To Historic Value Its association with an event or events that significantly contributed to the broad patterns of the history or architectural heritage of the city, county, state or nation; X 901 Swifts Hwy housed the School Sisters of Notre Dame who taught at Helias High School from 1956 to 1973. Its association with the life or lives of a person or persons Significant in the history of the city, county, state or nation; X The original address of this property was 215 Swifts Hwy. The Charles and Martha Proth family lived there from approximtely 1910 to 1940 or later according to Census records. The Sisters of Notre Dame were important to the development of the Catholic school system in the Jefferson City Diocese. Its embodiment of distinctive characteristics of a type, design, period or method of construction X This property is a two story brick with colonial revival influence with a hipped roof and full length front porch with upper porch. It represents the work of a master designer or architect or possesses high architectural value; X The architect for this property is unknown. It exemplifies the cultural, political, economic, social or historic heritage of the city X It contains elements of design, detail, material or craftsmanship which represent a significant construction innovation; X It is part of or related to a square, park or other distinctive area that was or should be developed or preserved according to a plan based on a historic or architectural motif; X It is an established and familiar visual feature of a neighborhood or of the entire community; X It is remembered by those who attended Helias High School from 1956-1973 as the residence of the Sisters of Notre Dame who taught at the school. It has yielded, or is likely to yield archeological artifacts and/or information. X Section 8-43(F)(2) Notable Structure with respect to its demolition being detrimental to: The visual or spatial relationship of the structure to designated landmarks, national register sites, or the streetscape of a local historic district or national register district; The subject property is not listed or designated as a local landmark, local historic district, or building or area listed on the National Register of Historic Places. The architectural, cultural, historic or contextual character of property designated as a local historic landmark, local historic district, or building or area listed on the National Register of Historic Places. Section 8-43(F)(3) If found Notable Structure following shall be considered: The state of deterioration, disrepair or structural unsoundness of the structure, and the practicability of rehabilitation. The historic preservation commission may request the applicant to submit documentation or other information necessary to determine whether the property can be rehabilitated or restored with a reasonable economic return to the owner. X Whether the property is located within an area identified for redevelopment within the adopted comprehensive plan, and the nature of the intended redevelopment. X This property is within the bounds of the Historic Southside Old Munichburg District & Neighborhood Plan. Condition That Historic Preservation Commission or City Council May Impose In accordance to Section 8-43(I), The Commission or Council may impose conditions on the approval of a Historic Preservation Demolition Clearance in order to ensure that the demolition complies with any applicable requirements of this section that include, but are not limited to, the following: 1. To ensure that notable historic or architectural features or historic fixtures that contributed to the finding of a notable structure are being salvaged or preserved. 2. To ensure that a structure found to be a notable structure and approved for demolition clearance is properly documented for posterity. 3. To ensure that partial demolition of a structure found to be a notable structure does not result in establishment of an exterior finish that is out of character with the structure. 4. Other conditions that the Commission or City Council may deem appropriate to reduce the impact of the demolition with respect to the applicable review criteria. Conditions imposed by the Historic Preservation Commission may be appealed to the City Council in the manner provided for in Section 8-43(H) Staff Recommendation In reviewing Section 8-43(F), Review Criteria (as outlined above), 901 Swifts Hwy. does not appear to hold significant historic value as it is not individually listed on the National Register of Historic Places or Local Landmark nor does it appear to meet the National Register criteria of eligibility. At the time of completing this staff report, no comments have been received in response to the public hearing sign. Based on this information, staff recommends that this application for demolition be approved. Recommended Form of Motion Move that the demolition clearance application for 901 Swifts Hwy is approved by this Commission. The Landmark Award is an honorary designation and is made by the City of Jefferson's Historic Preservation Commission which recognizes a property's historical significance and contribution to the community Each year since 1994, the Commission recognizes several buildings or properties as Landmark Award properties. In May of each year during the City's Preservation Week activities, the awards are presented to the owners along with a Designated Landmark plaque for permanent display on the building or property. Applications submitted by the property owner are due the second Tuesday of March at the Commission's regular meeting where the review process begins and evaluated by the following criteria: ❖ The historic, architectural or cultural significance of the property, as those terms are defined under the City's preservation ordinance ❖ The type of property involved, including its historic use and its present use ❖ The location of the property, including the overall historical context of the area and the property's contribution to the area and surrounding properties ❖ The historic architectural integrity of the property, including whether efforts have been made to preserve or restore the property ❖ Whether the property is endangered Final selection of the awardees occurs at the March meeting. Each property is then designated by the City Council, each by separate ordinance. The mayor then presents the Landmark Award and the Designated Landmark plaque to the property owners at the Preservation Week Awards Ceremony. After a landmark or historic district is designated by ordinance, each application for building permit within the area so designated shall be referred to the CJHPC for review at a regularly scheduled CJHPC meeting. This process is only intended as an opportunity for the CJHPC to advise property owners with means and methods of historic preservation. Properties that have received the Landmark Award represent the full range of Jefferson City's heritage and architectural style. The properties include governmental properties, educational institutions, residences, retail stores, manufacturing properties, houses of worship, and freestanding monuments. Some have been restored to their original use. Others have been restored and put to new uses. Some are part of the State's park system. Others have not been restored or preserved. Whatever their condition or use, the Commission truly appreciates the willingness of the individual property owners to allow their properties to be recognized for the historic and architectural contribution they make to our community.
