HomeMy Public PortalAbout08/26/74 Special CCM56 August 26, 1974 The Council of the City of Medina met in special session on August 26, 1974 at 7:40 P.M. Members present: Mayor Wayne Neddermeyer; Councilmen, Robert Franklin, Donald DesLauriers, Arthur Theis, Thomas Stevens and Clerk, Donna Roehl I. Tom Anderson, Architect Tom Anderson discussed with council work that needs to be completed before final payment to builder. Discussion of sod and seeded area and various alternatives to correct same. Motion by Donald DesLauriers, seconded by Arthur Theis to relinquish the Cates seed- ing contract and in place of seed they are to lay at least 1500 yards of sod that will extend 4a.t least 20 feet beyond the easterly end of building. Motion carried unanimously 2. Skip McCombs, Discussion of bids Mr. McCombs stated that advertized bids for Sewer and Water Extension on Hamel Rd, had been opened at 11:00 A M before the City Clerk, as previously specified. The following bids were received for the project; $ Beatson and Kelly 56,972 Alt. A $ 56,737 Alt. B Bianconi Const. 120,553 " 122,858 " Hennen Const. 54,503 53,517 Kamar Inc. 64,688 tt 66,668 Underground Utilities 53,054 " 50,897 Not being familiar with Underground Utilities of Circle Pines, Minn. the engineers office had done some checking as to satisfaction and completion of previous jobs and offered various comments he had received. Dick Lund, Sec. and Treas. of Underground Utilities was present and explained their past record regarding work and finances. Motion by Thomas Stevens, seconded by Robert Franklin to award Sewer and Water Ext. on Hamel Rd. and Elm Creek Drive, Alternate B, to Underground Utilities. If problems with inspection arise no further bids will be accepted from them by the City. Motion carried unanimously Mr. McCombs stated that one bid for sealcoating was received from Bituminous Const. Crystal, Minn. Amount of bid was $7615.25. As this was approximately the amount that had been estimated the job would cost he advised the council to accept the bid. Motion by Robert Franklin, seconded by Thomas Stevens to accept bid of $7615.25 from Bituminous Construction for sealcoating a portion of Willow Drive, Hamel Road and Sioux Drive. Motion carried unanimously Mr. McCombs also reported that a letter from the Pollution Control Agency had been received regarding complaints that they had received regarding sewage problems in the Independence Beach area. They inquired as to what Medina intended to do to correct these problems and were informed that by next year corrections could be made. Mr. McCombs then explained the Independence Beach water supply study and the various alternatives available to supply water to those residents. Alt. I Pressure tank system -Cost $287,800 -- $587 per unit and $10.90 per front foot II Elevated tank 108,000 gdl " 438,500 -- 1619 III " " 50,000 gal. " 405,700 -- 1394 " " " Any of the alternates would provide water and fire protection for approximately 50 years and would serve 146 lots. The 1973 sewer feasibility report was discussed briefly and a formal hearing on the project could be held during the winter and work begun in the spring if accepted. 3. Mannix Corporation Richard Peppin of Mannix appeared to ask council for clarification of Item 4 of Res- olution 74-12. Discussion followed on completetion of Arrowhead Rd. north and south of Soo Line Railroad tracks. 57 Permits from State Highway and Soo Line need to be obtained and contractor will need to post bond or Cert. of insurance before beginning work. 10:00 P M Thomas Stevens left meeting becaue of prior commitment Motion by Donald DesLauriers, seconded by Arthur Theis to change Item 4 of Resolution 74 - 12 of the City of Medina to read as follows: Mannix will upgrade Arrowhead Drive south of the Railroad tracks by providing all of the gravel base and charging the City of Medina for. the gravel they had orig- inally agreed to provide at Medina's bid price; and Mannix will do the rough grading of Arrowhead Drive on the north side of the Railroad tracks and Medina will add gravel and limerock at this time and pave at a future date. Motion carried unanimously 4. Robert Ludwig, release of Tax forfeit lot Motion by Robert Franklin, seconded by Arthur Theis to adopt Resolution 74 - 20 regarding release of Lot 12 Block 9, Independence Beach for public sale. Copy of resolution attached herewith. 5. Wages for election judges Motion by Robert Franklin, seconded by Donald DesLauriers to pay $2.00 per hour to election judges, John Dykhoff to stake voters registration and chairladies who will attend orientation at the courthouse. Motion carried unanimously . 6. Planning commission secretary Cathie Dorweiler, the present secretary, has submitted her resignation effective immediately and a new secretary will be needed for their September meeting. 7. Greg Smith, debris in neighbors yard Mr. Smith had inquired about debris next door and the possibilty of having the owner clean it up. Council decided not to take action at time. 8. Bi11 from Town's Edge Ford Clerk was instructed to send check for $210.27 for repairs, mark it paid -in full and paid under protest. 9. Joe Senescall had contacted Wayne Neddermeyer asking permission to put a temporary trailor home behind his bottle shop. He was advised to appear before the council and at would be discussed. Likewise Dr. Johnson had inquired as to the possibility of using samE type of house as a temporary office he was also advised to appear before the council. 10. Notice of claim of Laurie Ann Scott Motion by Robert Franklin seconded by Arthur Theis to refer notice of claim to attorney Richard Schieffer. Motion carried unanimously Motion by Arthur Theis, seconded by Donald DesLauriers to adjourn the meeting. Motion carried unanimously.
