Update: Administrative Plan in Order to combat the Spread of Corona Virus Currently, I am in the office for about 6 or 7 hours. I am receiving calls on my phone for residents and responding to emails at home for the last two hours of the day. 2. Ordinance 2020-03 Council briefly discussed this Ordinance last week. To summarize the Ordinance, turns over responsibility of what is currently the property owner’s waterlines to Iowa-American Water. We were told that this will need to happen as waterlines break. Therefore, it will take a number of years to complete the conversion. Administrative Summary December 2, 2020 3. Update: Cleaning and Televising Drainage Lines Behind Manor Drive and Circle Drive Attached you will find a letter that will be sent out December 9th to the property owners in question. If you have any questions regarding the letter please give me a call. 4. 1052 Valley Drive This project has been impacted by a recent retirement at Scott County Planning and Zoning Department. I will need to meet with new Director of Planning and Zoning once one is found. In addition, I may discuss with Mr. Macek. 5. Lawsuits Please contact me for an update. 6. FEMA Reimbursement for the August 10th Derecho We have moved to the re-imbursement stage. I have a resolution asking for permission for the Mayor to sign the request. Recently, I have had a council member email me pictures of trees that should have been included in the grant request. We are requesting $18,000 in reimbursement. 7. Meals-To-Go Reimbursement and Re-funding I received word on Friday, December 5th the Iowa Economic Development Agency is going to look into refunding the grant. I am still working with IEDA staff on reimbursement. 8. Salt & Snow Plowing The Concrete Blocks are scheduled to be delivered on December 7th. S & R will place will build the structure and secure the salt. And salt delivery will take place the morning of the December 8th. 9. Scott County Flood Risk Review Meeting On December 2, 202o FEMA and IADNR released its DRAFT Floodplain Maps. The biggest impact for this community is several homes in the Havens’ Acres neighborhood COULD be taken out of the floodplain. I would like this link to sent out to the individuals within the Haven Acres neighborhood. Our resident engineer Anthony Heddlesten would like to have a neighborhood meeting to explain the impacts of the PROPOSED new floodplain maps may have on Havens’ Acres. Watermain Break at Fenno Road On November 30 there was a major watermain break on the Fenno Road Hill about 100 yards up the hill. Chris Cooper, recommended that we core the road to investigate the severity of the situation. I sent that report to you on Friday morning. We are currently investigating options for rerouting traffic. Including but no limited to diverting traffic through the Lauritzen property on to the SCC property and onto the College Drive by the creation of a temporary roadway. Royster Administrative Summary December 2, 2020 November 30, 2020 Dear Residents, At the November 24, 2020 Council City Meeting for the City of Riverdale it was decided that the City will investigate blockages with the sump pump drains that run northwest from 234 Manor Drive to Fieldcrest Drive manhole. The process of investigation will include jetting and televising. Sewer jetting is a method of cleaning out sewers and drain lines by using high-pressure water streams through specialized jetting nozzles to dislodge and clear obstructions, as well as perform regular maintenance to prevent sewage backups. During jetting, backflow could occur. In the event the City wishes to proceed with this project, we are concerned with damage to private property because of this activity. We must have consensus from all affected property owners. The City would like to proceed with this project before the end of the year. We are asking for you to agree to the following. 1. Unencumbered access to the sump pump drains in your backyards. The City’s contractor will do the best he can to leave the land undisturbed. If damage is done, the City will return the property to pre-activity status. 2. We are asking you to sign the attached Temporary Easement Agreement and the Hold Harmless Agreement. Phone: (563) 424-3696 Email: ccooper@msa-ps.com DATE: DECEMBER 8, 2020 SANITARY SEWER REHABILITATION PROJECT – PHASE 2 MSA has received the report and digital files from Visu-Sewer. MSA now has to review the report and prepare a rehabilitation plan for these sanitary sewers. STATE STREET BRIDGE OVER DUCK CREEK Contracts were sent to Lovewell for their execution. One of their Executives has been quarantined. Therefore, their execution of the contract has temporarily stalled. COLLEGE DRIVE STORM WATER DRAINAGE ASSESSMENT MSA is working on their letter report to submit to the City. The report includes opinions of probable project costs for suggested alternative solutions. PARKS MASTER PLANNING DOCUMENT AND DESIGN ASSISTANCE MSA is working on a draft of the parts 2 and 3 of the final plan (i.e. report). When completed, this will be submitted to the City. A zoom meeting will then be arranged to discuss City comments. BELMONT ROAD TIFF MSA is holding on this project. PROJECT UPDATE Page 2 of 2 P:\10800s\10870s\10876\PROJECT UPDATES & MEETINGS\201208 Riverdale Project Update.docx PROJECT UPDATE City of Riverdale, IA December 8, 2020 IOWA DEPARTMENT OF NATURAL RESOURCES MISSISSIPPI RIVER TRIBUTARY FLOOD STUDIES MSA participated in a meeting to discuss the mathematical modeling of these tributaries (i.e. Duck Creek and Crow Creek). Based on our cursory review, it appears it is possible some Havens Acres properties will be removed from the 100-year floodplain. Based on the modeler’s project schedule, review comments will be due within a few days after the City’s first Council Meeting of 2021. Therefore, MSA will prepare review comments and submit these to Administrator Royster and Councilperson Heddlesten for their comments. Final comments will be presented to City Council at the January 12 Council Meeting. WATER MAIN BREAK ON FENNO ROAD. The Iowa American water main on Fenno Road broke causing flooding, deposition of mud and significant roadway damage. MSA met with Administrator Royster and Street Superintendent Miller to review the damage. It is MSA’s understanding that Iowa American would like to reconstruct the roadway now. In general, early winter is not a good time for the construction of hot mix asphalt. The chilled aggregate and cold air causes the hot mix asphalt to cure well before it is properly compacted. The resulting pavement ravels and ruts easier than hot mix asphalt pavement constructed at appropriate temperatures. Administrator Royster indicated it is the City’s preference to patch this roadway for now. The reconstruction of this roadway would be considered for 2021. In order to determine if Fenno Road could be safe for continued traffic loads during the winter season, MSA has started the process to obtain several pavement cores from this area. A summary of their findings will be presented at this Council Meeting. MISCELLANEOUS Report Date: December 8, 2020 To: Members of the City Council Mayor Mike Bawden From: Fire Chief Floyd Bruns Re: Report to Council for 11-18-20 to 12-08-20 Calls: Fire and EMS call activity for the period included the following: • 11-18 10-50 PD 4426 State • 11-20 Code on Belmont at High School • 11-23 CO alarm 209 Manor • 11-25 10-50 PD 23rd & Grant Training: • PM’s Other Items: Memorandum Date: December 04, 2020 From: Mayor Mike Bawden Re: Water Main Break and Planned Remediation to Fenno Road I wanted to provide a quick update to all affected residents of Monday’s water main break under Fenno Road and lay out what the City is doing to address the situation. Background On Monday, around 5pm, a water main ruptured under Fenno Road and eroded much of the substrate underlying the eastern lane of the roadway running up the hill. In some spots, the asphalt overlayment collapsed, creating a couple of sinkholes in the road. The force of the water spilling from the main also washed tons of mud and debris into Valley Drive and into the Exide Battery plant to the south. What We’ve Done So Far After conducting some borings through the street, the City’s engineering firm (MSA Professional Services) advised us that in some spots there was as much as 36 inches of open space between the asphalt and the underlying foundation for the roadway. It’s clear to us that this makes the road very dangerous and while we are awaiting information about the western lane of the street, we’re asking residents to limit driving up and down Fenno Hill as much as possible. We are currently working with Iowa-American Water Company to determine the best solution for repairing the damage to Fenno Road. The water company is responsible for the road repairs, but we are working with them and our city engineer to determine the best way to go about making them. Our chief concern is that rushing to make street repairs right now could be problematic given the cold temperatures at night and the likelihood that concrete and asphalt poured at this time of year is not likely to set up correctly. In addition, the rehabilitation of Fenno Road (to address water drainage, pooling and freezing issues) has been on the Council’s priority list for a while and it doesn’t seem to make sense to replace the road now just to re-rehabilitate it at some point in the near future. After conferring with our city administrator, Kent Royster, and our city engineer, it seems to me that if we took a little time over the winter to draw up the plans for the improvements we thought were needed on Fenno Road, we could repair the road and improve it simultaneously in the spring – saving the taxpayers money in the process. Memo: Water Main Break and Planned Remediation to Fenno Road December 4, 2020 This still creates a significant issue that we need to address though: how will the residents on Fenno Hill get to and from their homes if Fenno Road is in such poor (and potentially dangerous) condition? We’re currently considering two options: Option 1: We could work with the City of Bettendorf to put in a 4-way stop sign at Valley Drive and Fenno Road and then ask traffic going up and down Fenno to alternate/take turns. There are some potential drawbacks here – most notably the possibility that the western lane of Fenno Road might not be entirely safe and that if the road is icy or slippery, it may be difficult for traffic to stop at the 4-way stop. We should have information on the condition of the west lane on Monday and we’ll share that information with the community as soon as possible. Option 2: We could work with Scott Community College and Mike Lauritsen to extend Fenno Drive as a gravel road that would run through Mike’s property and then the College’s property to eventually meet up with the College’s drive at the top of the hill (at the existing roadway cut-in). I will be meeting with SCC officials on Monday morning to review the feasibility of this – but both Mike and SCC were amenable to helping us out. If we created the extension, we could direct people entering the neighborhood to come in at the Valley Drive entrance and head up the hill on the western lane. For people leaving the neighborhood, they could head west on Fenno Drive and exit using the gravel road to the College drive. In the event Fenno Road is unsafe, we could set up the gravel road to accommodate two- way traffic or, alternating traffic. No matter which strategy we use, our goal is to have it in place before the snow flies (which looks like it could be in about 10 days). We’ll be sure to let you know what the plan is as soon as we can. Garbage Pick-Up Obviously, with the road situation, we’ve had to make some changes to accommodate garbage and recycling pick-up (since the regular truck will not be able to make it up the hill). For the foreseeable future, garbage and recycling pick-up on Fenno Hill will be on Wednesdays. Republic will serve these homes with a smaller vehicle that we think can navigate the narrower road.
