HomeMy Public PortalAbout2019-01-15 mintuesPark Resources & Planning Committee Meeting January 15, 2019 Washington Park Ice Arena, 711 Kansas Street, Jefferson City, MO Committee members present were: Mark Leesman, Mark Kaiser, Chris Yarnell, Larry Vincent, Mary Telthorst, and Celeste Koon. Commissioners present were Stu Murphy and Bill Plank. Park staff present: Amy Shaw, JJ Gates, Phil Stiles, and Andy Carroll. Others in attendance were Bob Gilbert, Steve Johnson and Mel Bruemmer. I. Call to Order: Commissioner Bill Plank called the meeting to order at Noon. II. Community Park Improvements Update JJ Gates stated that bids were received and opened for the Community Park project. Bids were received from four contractors and the low bid came in at roughly $1.5 million. He stated that the total project cost is estimated at $3 million. III. Supplemental Environmental Plan (SEP) projects update JJ Gates stated that when the Linc was built, we were short on what the City requires for stormwater retention and stormwater quality. In good faith, he stated staff talked with other city staff and worked to find several park locations to make environmental improvements. Gates commented on the park locations that including along the creek at Memorial Park where some native planting have been done, tree plantings, and the area has been mulched to help with the water runoff. Another location is below the pool at Memorial, where Gates reported that some step pools have been created to help slow down the water runoff, finally an area behind Duensing Field where some water holding areas have been created. IV. Bicentennial Bridge to Adrian’s Island update Stu Murphy introduced Bob Gilbert with Bartlett and West. Mr. Gilbert invited committee members to visit the www.bicentennialbridge.org site to learn information about the bridge project. Gilbert stated that design work for the bridge is underway and some of the drilling activity (test holes) will begin soon. Gilbert reported they are also waiting on Union Pacific Railroad to give clearance for the drill rigs to cross the tracks to the island. Gilbert reported on the construction manager selection process. He stated that since there are several entities involved in the project, a construction manager will be selected to head the project. Bill Plank asked what type of features committee members wanted to see on the island. Mark Kaiser responded he wants to see some type of development on the island at the time the bridge is opened/dedicated. Mark Kaiser also asked what the plan is or if a plan is being developed to deal with the homeless population. Bill Plank responded that the homeless issue is a real problem in our community and community-wide we need to find ways to help them. He also feels that opening up the island and general exposure will help alleviate the problem on Adrian’s Island. Celeste Koon stated she would like to see nature trails, benches, and picnic tables on the island, as well as good signage that provide the history of the island. Larry Vincent stated that with a number of families that will visit, he feels that some type of play structure/swings for kids to enjoy. 2 V. What Are You Hearing/Seeing in the Community Celeste Koon commented on the SPIN bikes and scooters. She said her family loves them and she has seen a lot of people in the community using them too. Mel Bruemmer with the Capital City Horseshoe organization stated he sees a lot of use at the skatepark and asked if there are any plans to upgrade the park. Bill Plank responded that the skatepark is part of the Master Plan, and feels there could be a better location for a skatepark, and is sure that it will be addressed in the future. Mel Bruemmer he would also like to see additional horseshoe pits in Jefferson City as well as a canopy over the courts in Washington Park. He stated he would also like to see space for two to four portable horseshoe pits where play could happen in bad weather conditions. Steve Johnson stated he feels there is a need for more outdoor basketball courts. He stated this would give a number of people something to do for fun. VI. Other Business: None. VII.
