Mr. Webb reported that he had met with Mr. Sol. Tapli❑ and
Mr. Stanton D. Sanson regarding the extension of Collins Avenue to the
entrance to Harbour House. He said Mr. Sanson has agreed to pay two—
thirds of the cost of paving construction and possibly part of the cost
of the landscaping and will verify this by letter to Mr. Webb.
There being no further business, on motion of Mr. Broeman
seconded by Mr. Hart, the meeting adjourned.

Mayor
The Council of Bel Harbour Village met at 9:30 A.M. Saturday,
December 16, 1961 at the Village Hall.
Present: Messrs. Beatty, Broeman, Faulkner and White.
Absent: Mr. Hart
Also present were W. H. Webb, Village 'Manager; Mary T. WeLterer,
Village Clerk; Thomas H. Anderson, Village Attorney.
Upon motion of Mr. Beatty seconded by Mr. Faulkner the minutes
of the previous meeting of November 25, 1961 were approved as submitted.
Mr. Anderson reported on the status of the North Beach Yellow
Cab litigation. After discussion Mr. Broeman moved to defer action on
the request for additional permits until litigation i; finally termi—
nated. Mr. Beatty seconded the motion and it was unanimously voted.
Mr. Webb advised the Council that at the May 27, 1961 Council
meeting Jtanley Whitman had been given a six month extension of time for
the removal of the overhead lightin., on Area No. 5 of the Business Section
of Bal Harbour and that to date no effort had been made to remove the
poles, Mr. Whitman appeared before the Council with sketches of the
shopping center to be erected on said Area and stated that leasing would
start soon after January, 1962 and construction of the shopping center
will eliminate the overhead wiring. Therefore, Mr. Whitman asked that
the Council grant him another six month extension. Mr. Anderson sug—
gested that his request be granted with the provision that at the end

of the six month period definite progress would be shown in
the development of the property and csked that Mr. Whitman write a
letter to the Council to this effect. Mr. Brneman moved that Mr.
Anderson's suggestion be accepted, seconded by Mr. Faulkner and unani—
mously voted.
The Village Manager advised the Council that Bel Harbour Club
is not satisfied with tha lighting at the Club entrances and wanted to
add more lights. After discussion Mr. Broeman moved to table this
matter until the Village Manager and the Village Attorney has discussed
the matter. Mr. Faulkner seconded the mct'on and it was so moved.
Mr. Webb gave a resume of `ire restrictions under the old Beach
Code and the South Florida Building Code anu pointed cut that. the 'ls!dth
Florida Building Code should be adopted to establish fire zones ir, ual
Harbour. After discussion Mr. Broeman moved t: adopt

Ftr. Beatty seconded the mctior. and it was unanimously voted.
Mr. Webb advised the Council that bids will be received on
January 3, 1962 for paving the extension of Collins Avenue under
Bakers Haulover Bridge to Bakers Haulover. Mr. Sanson and Mr. roplin
have verbally agreed tc stand two —third; of the cost. Mr. Webb
asked Mr. Sanson to confirm by letter but he has never cone so.
After discussion Mr. Beatty moved to call a meeting of the Council
for Wednesday, January 3, 1962 at 10 o'clock tt: open the bids and
let the Council take suitable action as of that time. Mr. Broeman
seconded the motion and it was unanimously voted.
There being no further business, on motion of Mr. Beatty,
seconded by Mr. Broeman, the meeting adjourned.
