Jane Moore moved to adopt the agenda as printed and reordered. Doug Record seconded the motion. Motion passed unanimously Approval of Minutes Alan Wheat moved the minutes from the November 13, 2018, Regular Meeting is approved as printed. Steven Hoffman seconded the motion. Motion passed unanimously. Communication Received Jayme Abbott stated no communications have been received. New Business a. Demolition Review – 1111 Moreau Drive. The property owner submitted demolition application to demolish subject building that was constructed in 1930 which makes it 89 years old. The property is listed as a contributing building within the Moreau Drive Historic District. Commission members were concerned with the application and discussed Chapter 8 Code for demolition review procedures. After much deliberation, Steven Hoffman made a motion to approve the demolition review application. Gail Jones seconded motion. Motion passed with Doug Record voting no and Alan Wheat abstaining. b. Section 106 Review – Mitchell Hall, Lincoln University. The proposed project consists of exterior and interior repairs to Mitchell Hall, Lincoln University School of Journalism for the purpose of preventing further deterioration and restores materials to 2 retain the property’s historic character. Project goals for exterior work include repair of slate roof, brick tuck-pointing, foundation repairs, window repairs, exterior painting, copper gutter repairs/replacement, and storm and sewer line repairs. Doug Record moved that there will be a “no adverse effect” by the current project and is approved by this commission. Alan Wheat seconded the motion. Motion passed unanimously. Other Business a. Historic Preservation Plan Update. City Planner, Ahnna Nanoski, discussed that the consultants, Heritage Strategies, would like to hold a special meeting on Wednesday, January 23 to discuss the planning process for developing the historic preservation plan. b. Designation of Façade Improvement Committee Member. With the departure of Jane Moore, a new HPC member needs to be appointed to the facade committee. Jayme Abbott explained that the city has several programs such as the Commercial Facade Program, Rental Facade Program, and Adaptive Reuse program. As part of these programs the Facade Committee approves the applications. Two members from the Historic Preservation Commission are to serve on this commission. It was decided that those interested would inform city staff and the new appointment would be voted on during the next commission meeting. c. Staff Updates. Sheri Johnston updated the commission on the December 21, 20198 approval of the 106 Review for 1106 Buena Vista Dr. This property is being assisted with federal funds for the emergency replacement of the water lateral. Next Regular Meeting Date is February 12, 2019 Adjournment Alan Wheat moved the meeting adjourn. Steve Hoffman seconded the motion. Motion carried. Meeting adjourned at 6:52 pm.
