FROM :THE STUTZMAN'S a 2e ^ 017 d �� Jl ttL (,41)' 6 ��, 3," C'0, \\: U FAX NO. :2085288020 Oct. 04 2007 06:14AM P2 Iona Planning and Zoning Commission Minutes from October 3, 2007 Held at 8 pm at the lona City Building Members in Attendance: Jerry Hansen, Bruce Case, Dennis Bateman, Brian Stutzman Public in Attendance: Brad Andersen, Kurt Hibbert, Gym Rockwood, Adrian Beazer. Doug Elliott, Sherrie Elliott, Mary French, Jeff Powell, and. Steve Tuck (who joined us approximately 835 pm) 1. Pledge of Allegiance by Jerry Hansen. Started at 8:10 pm 2. Roll Call- Bruce Stanger was missing 3. Approve previous minutes. It was .noted there was no quorum last month, hence no official meeting, hence no minutes. 4, Recognize citizens from the floor- a roll was passed around S. Committee Business- Brian was asked to be a temporary secretary for the commission, and a ad was to be placed on the next water bill seeking a full time one. 6. Lynn Rockwood asked if a parcel of land he owned could be annexed. This is an L shaped piece just north of lona Road by Kitt Schwieders `s home. We decided to approve just the annexation of the land and not change the agriculture status. There was no public opposition, and the procedures for public notification appears to have been followed. Jerry voiced concerns about roads and access that will be further discussed if and when a change of use hearing will be held in the future. Jerry agreed to notify the city of council of our recommendation. 7. The commission lost Nancy Long as she took another committee assignment with the library. Jerry proposed, Dennis seconded it, and the rest unanimously approved Adrian Beazer to fill Nanny's post. 8. Kurt Hibbert began his presentation at 829 pm. He gave an excellent overview of the comprehensive plan and reviewed roads, impact area, and handed out several maps. After some discussion we decided to conduct other business and return to his project in a few minutes. 9. Jerry told us about an historical effort going on in Iona to buy an old home and turn it into a museum. This effort's impact on the Planning and Zoning commission was discussed. It was unanimously agreed that Jerry, on the commission's behalf, would ask and voice our support for the City to Council to appropriate finds to assist in this effort. Mayor informed us that there was a meeting next Tuesday at 630 pm where the museum promoters would be meeting with the City Council. 10. Resident Steve Tuck asked about the future possible split of his lot so a rd home could be built, thus better utilizing the vacant portion of his land. A discussion ensued since a variance would have to be granted. Bruce Case had researched variances and noted that only hardship cases, not convenience .needs only, should be the benchmark. Kurt Hibbert discussed how Rexburg had allowed rd homes on bigger lots to allow old town area revitalization. Mr. Tuck was instructed that if he wanted to proceed he would need to present a plan back to us as to how he .� FROM :THE STUTZMAN'S FAX NO. :2085288020 Oct. 04 2007 06:14AM P3 would meet codes and regulations for emergency vehicle access and the like. If he wanted to proceed, he will make a plan and meet back with us in the future. 11. Bruce Case asked about the need for new construction of buildings to be engineered. Apparently the city building inspector is saying an engineering study is required but we had no documentation to show this is Iona code. Bruce and Adrian agreed to research this matter and report back. 12. Kurt Hibbert was given the floor again and we discussed creating a map for the comprehensive plan showing ideal future land use. It was agreed to meet again the following Wednesday at 8 pm in work meeting to create this map as a group. 13. The meeting was adorned approximately 958 pm. Complied by Brian Stutzman
