At the risk of repetition, I will note that safe access is state mandated and is not negotiable. The recommended plan provides minimum intrusion which is consistent with public safety. There can be no doubt that current economic conditions will create an increasing demand for local hiking, equestrian, and camping opportunities. For example, the High Sierra are rapidly becoming inaccessible due to transportation cost. All of this is occurring at a time when the public is realizing, as never before, that the quality of life depends in a critical way on invigorating outdoor recreation. We cannot acquire undeveloped land solely to deny the possibility of development. The public requires access as a matter of health and sanity. Obviously, a magic carpet leaving downtown Palo Alto every thirty minutes would be an attractive transportation alternative. But until we perfect these schemes, we will depend on the internal combustion engine in our personal vehicles . Hopefully, the rise in demand will lead to bus service such as is available to the East Bay Regional Park District patrons. In any case, we need a parking area. We support the recommended parking concept which, taken in the broadest sense, will have a very favorable cost/benefit ratio. Positive public support for the District will derive from the improved access to open space. Thank you for your consideration. Go don C. Jennings �v _
