HomeMy Public PortalAboutPleasant Bay Alliance -- 2014-10-14 Minutes Pleasant Bay Alliance . __ Steering Committee Meeting Minutes October 14, 2014 Attending: Jane Harris, Chuck Bartlett,Judith Bruce,Chris Miller,Allin Thompson, Carole Ridley Allin called the meeting to order at 4:05 pm Minutes of September 9, 2014 were approved on a motion by Judith and second by Jane. Coordinator's report: Status of appointments to the Steering and Technical Resource Committee were discussed. Harwich needs a new appointed alternate to the Steering Committee. Also,the TRC members listed on the website do not match a list authorized by Jim Merriam. Allin will follow up with Selectmen. Orleans and Chatham slots are filled. Brewster has chosen to appoint Chris and Sue to both Steering and Technical Resource Committees. The FY06 draft budget was reviewed, along with a list of possible future projects. It was agreed that the FY16 budget should be level funded. After discussion,the program area budget was lower than FY15, it was also suggested that the coordinators line item be increased to account for the fact that there was no increase over the past two years,while there have been increases in municipal compensation. The budget agreed to would increase administrative costs by$3,000,to $59,500. Programs would be fundedat$34,500, for a total budget of$94,000.Judith moved approval of the budget and Jane seconded the motion which was unanimous. A list of proposed projects from the TRC meeting was discussed. The total amount of projects was$87,500 if all projects proceed. It is possible that not all projects would proceed. Comments on the following projects and planning efforts were discussed: • The watershed work group began a discussion on the 208 process and Orleans Planning Process. A letter of comment to the Cape Cod Commission will be prepared before the November deadline, • A letter of comment was submitted to MassDEP for the Ch 91 variance request at 174 Eastward Road • A MEPA certificate was issued for 197 Strong Island Road. The certificate states that no environmental review is needed because the project is not permittable. • It was agreed that the Alliance should comment on the appeals by DEP and citizens on the Shore Road revetment because the project seeks to reinterpret performance standards and would set a precedent for future projects. The project is not in the ACEC but is in the Alliance's management area. The meeting was adjourned at 5:20 pm Signed: Date:
