HomeMy Public PortalAboutPleasant Bay Alliance -- 2014-12-09 Minutes Pleasant Bay Alliance Steering Committee December 9, 2014 Attending:Judith Bruce, Fran McClennen,Jane Harris,Chris Miller, Carole Ridley, Guests: Roz and Bill Coleman Judith called the meeting to order at 4:05 pm. Approval of minutes of October 14th was moved by Jane with a second by Chris.All voted in favor with Fran abstaining. Approval of minutes of November 10th was moved by Fran with a second by Chris. Chris and Fran voted in favor and Judith and Jane abstained. Coordinator's Report: • The state ACEC program director reported that the Secretary of EOEA signed the certificate of approval of the 2013 RMP update.The program director will draft a transmittal memo for the Secretary,and the certificate will be noticed in the Environmental Monitor. • After consulting with Bob Duncanson,it was decided that the water quality statistical analysis should be procured through an RFP rather than a bid, so there is more flexibility in the selection process. Carole has sent a draft RFP to Bob and is awaiting its issuance.She will discuss the possibility of including 2014 data if it can be received in time from SMAST. • A draft comment letter to Mahala/Kouloheras at MassDEP regarding 498 Shore Road was reviewed. The letter had been circulated for comment. The discussion suggested addition of the following: reference to state approval of the RMP,and clarification of the findings of Graham Giese's report on inlet migration,and general edits to clean up the text. It was noted that the letter was submitted as public comment, not as an appeal. Chris moved approval of the letter with the suggested changes,and Fran seconded the motion,which passed unanimously. Carole noted that although Allin Thompson could not attend the meeting due to health reasons, he had called earlier in the day and indicated his support for sending the letter.Carole will revise and circulate prior to sending. • Revised Coastal Erosion Guidelines will be circulated prior to the December 17th work group meeting. Graham Giese will be on hand to share his tide gage study and also talk about sea level rise.Judith and Fran will not be able to attend due to a conflict with a meeting of the Orleans Wastewater citizen planning group. • The 208 comment letter was submitted. There is no indication whether the Commission will be responding to comment letters. • Annual reports to the towns and the first quarter 2015 meeting calendar will be circulated before the end of the year. Roz and Bill Coleman were introduced. Bill is President of Pleasant Bay Community Boating, and Roz is chairing the Public Funding Committee. She explained that PBCB has approached local Community Preservation Act Committees for funding. PBCB has been a great asset for Chatham,and proposes similar public benefits for the other towns.There is a parcel of land that had been proposed for multi-town purchase,but it now seems that PBCB will retain the parcel. The Alliance's inter- municipal agreement would not allow it to play any type of management role and, through discussion,it seemed that this would be unnecessary anyway. Carole noted that at some point, the Alliance may need to comment if PBCB proposes to alter their dock,which Bill said they are likely to do. Roz and Bill thanked the Committee for clarifying some of the funding parameters.It was agreed that PBCB would keep the Alliance informed of progress. Judith adjourned the meeting at 5:15 pm.
