2 AN INTERIM ORDINANCE OF THE CITY OF LYNWOOD
3 TEMPORARILY AMENDING CHAPTERS III, IV, V AND
¢ VI OF ORDINANCE N0. 570 AND SECTION 8.22 OF
5 THE LYNWOOD CITY CODE PROHIBITING THE
s REMOVAL OF ANY BUILDING OR STRUCTURE FROM
7 A POINT OUTSIDE THE CITY LIMITS OF THE CITY
$ OF LYNWOOD AND SETTING DOWN, PUTTING OR
g PLACING SAID BUILDING OR STRIICTURE THUS
10 REMOVED ON ANY LOT OR PARCEL OF LAND WITHIN
11 THE CITY OF LYNWOOD WHICH IS LOCATED IN ANY
12 RESIDENTIAL ZONE, AND PROHIBITING THE
13 REMOVAL OF ANY BUILDING OR STRUCTURE FROM
14 ANY LOT OR PARCEL OF LAND WITHIN THE CITY
15 LIMITS OF THE CITY OF LYNWOOD TO ANOTHER LOT
16 OR PARCEL OF LAND WITAIN THE CITY OF LYNWOOD
17 LOCATED IN ANY RESIDENTIAL ZONE, AND
1$ PROHIBITING 'I'HE BUILDING OFFICIAL OR
19 BUILDING INSPECTOR OF THE CITY OF LYNWOOD
20 FROM ISSUING OR GIVING pERMISSION TO ANY
21 PERSON, FIRM OR CORPORATION TO MOVE ANY
QQ BUILDING OR STRUCTURE, OR ANY PORTION THEREOF,
23 OVER, UPON, ALONG OR ACRtiSS ANY STREET IN
~ ANY RESIDENTIAL ZONE OF THE CITY OF LYNWOOD.

26 The City Council of the City of Lynwood does hereby
27 ordain as follows:
Q$ Section l. Chapters III, IV, V and VI of Ordinance
QJ No. 570 a re temporarily amended as follows:
30 "No building or structure located at a point outside
31 the city limits of the City of Lynwood shall be moved to and
32 set down, put, or placed upon any lot or parcel of land located

1 in any residential zone of the City of Lynwood and no building
2 or structure located on a lot or parcel of land within the City
3 limites of the City of Lynwood shall be moved to, set down or
4 put or placed on another lot or parcel of land within the City
5 limits of the City of Lynwood which is located in any residential
6 zone."
7 Section 2. Section 8.22 of the Lynwood City Code is
$ temporarily amended as follows:
9 "The building official or the building inspector of
10 the City of Lynwood is prohibited from issuing or giving
11 permission to any person, firm or corporation whatever to move
12 any building or structure, or any portion thereof, over, upon,
13 along or across any street, highway or alley which is located
14 in a residential zone in the City of Lynwood."
15 Section 3• The City Council pursuant to the provisions
16 of Section 65858 of the Government Code deems that it is necessar
17 for the immediate preservation of the public sa:Fety, health and
18 welfare that this ordinance go into immediate effect fo r the
19 following reasons:
20 The City Council has directed the City Attorney to
21 prepare extensive amendments to Ordinance No. 570 (Zoning) in
22 order to modernize and bring said ordinance up to date. Among
23 the amendments being studied are those which would place the
24 whole area of housemoving in the Zoning Ordinance No. 570 and
25 to strengthen and clarify the provisions applicable thereto
26 which are presently contained in Chapter 8 of the Lynwood City
27 Code. Due to the impending construction of a freeway through
28 Lynwood and due to construction of other freeways there is a
29 growing number of persons, firms and corporations who propose
30 and plan to move buildings and structures into residential areas
31 in the City of Lynwood. The provisions of Chapter 8 of the
32 Lynwood City Code are inadequate to deal with the problems

presented and to properly regulate the moving of said buildings
and structures. The Planning Commission has studies in progress
pertaining to recommended amendments to Ordinance No. 570 and
the Lynwood City Code to effec~uate permanent regulations
which will adequately regulate the moving of these buildings
and structures.
The City Council is satisfied that the Planning
Commission in good faith and within a reasonable time intends
to conduct said studies for the purpose of making said
recommendations to the City Council.
The City Council pursuant to Section 65858 of the
Government Code adopts this temporary interim ordinance
prohibiting such moving of buildings and structures.
Section 4. The City Clerk is hereby ordered and
directed to certify to the passage of this ordinance and to
cause the same to be published once in the Lynwood Press, a
newspaper of general circulation, printed and published in the
City of Lynwood.
First read and finally adopted and ordered published
at a r~gular meeting of the City Council of the City of Lynwood
held on the 16th day of March, 1g71, by the following vote:
Ayes: Councilmen Byork, Green, Liewer, Siokos, Steven
Noes: NnnP_
Absent: None.
