AN ORDINANCE OF THE CITY OF LYNWOOD AMENDING THE
FOLLOWING SECTIONS OF THE LYNWOOD CITY CODE:
SECTIONS 20.53 ~INCREASING JANITORIAL SERVICE FEE),
20.67 (INCREASING FEE-NUMBER OF EMPLOYEES), 20.81 (b)
(INCP~EASING FEE CIGARETTE VENDING MACHINES), 20.2
(ADDIDIG REVIEW BOARD) AND AMENDING CHAPTER XX OF
THE LYNWOOD CITY CODE BY ADDING THE FOLLOWING
NEW SECTIOAiS 20.28-1 (LICENSING OF APARTDZENT
HOUSES), 20.50-1 (ESTABLISHING THE LICENSE FEE
FOR APARTMENT HOUSES), 20.54-1 (LICENSING NON-
STATE LICENSED CRAFTSMAN) AND 20.56-1 (LICENSING
PROFESSIONAL TYPE BUSINESSES AND BUSINESSES AS A
CLASS) AND 20.28-2 (ESTABLISHING FEES FOR PROFESSIONS,
ETC.) AND 20.81-3 ~CURB NUMBERING).
The City Council of the City of Lynwood, California,
does hereby ordain as follows:
Section l. Section 20.53 of the Lynwood City Code
(Cleaning buildings, rooms, etc.) is amended to read as follows:
"The license fee shall be fifteen dollars per year for
every person managing, conducting or carrying on the business of
cleaning buildings, rooms, furnishings, windows or any cleaning
service for hire except domestic help."
Section 2. Section 20.67 of the Lynwood City Code
(license fee based on number of employees) is amended to read
as follows:
"Every person managing, conducting or carrying on any
manu£acturing retailing, wholesaling business, er any business
at a fixed location as an established or permanent business, and
unless otherwise specifically covered in this chapter, shall pay a
fee based upon the number of persons employed at the business. The
number of persons employed shall be construed to include allowners,

part owners, officers, part time employees, agents, solicitors,
peddlers and regular employees. The license fee shall be based
upon a six month average of the number employed, as follows:
"One employee, twenty dollars per year.
"Two employees, twenty-five dollars per year.
"Three employees, thirty dollars per year.
"Four employees, thirty-five dollars per year.
"Five to seven employees, forty dollars per year.
"Eight to twelve employees, fifty dollars per year.
"Thirteen to twenty employees, seventy-five dollars per year.
"Twenty-one to thirty employees, one hundred dollars
per year.
"Thirty-one to fifty employees, one hundred fifty
dollars per year.
"More than fifty employees,two hundred dollars per year."
Section 3. Section 20.81(b) of the Lynwood City Code
(Cigarette vending machines) is amended to read as follows:
"For cigarette vending machines, seven dollars and fifty
cents per year for each machine. In addition to the payment of the
required license fee, the following provision shall prevail with
respect to all such vending machines:
"1. Such cigarette vending machines shall be inside
a building, or business establishment."
Section 4. Chapter XX of the Lynwood City Code is amended
to add Section 20.28-1 thereto as follows:
"Apartment Houses, Four units or more; License Required.
Every owner, lessee, proprietor or operator who rents or leases,
or offers to rent or lease multiple dwellings consisting of four
or more dwelling units located on a lot or parcel of land, including,
but not limited to every owner, lessee, proprietor or operator of
an apartment house, condominium, group houses or bungalow courts
consisting of four or more dwellin~ units, shall be required to
secure a license therefor."

Section 5. Chapter XX of the Lynwood City Code is
amended to add Section 20.50-1 thereto as follows:
"Apartment houses, etc. The license fees for the types
of dwelling units described in Section 20.28-2 shall be as £ollows:
"1. Four units through nine units located on a lot or
parcel of land, twenty dollars per year.
"2. Ten units or more located on a lot or parcel of 1and,
one dollar and fifty cents per unit per year additional,beginning
with the tenth unit."
Section 6. Chapter XX of the Lynwood City Code is
amended to add Section 20.54-1 as follows:
"Craftsmen, Non-state Licensed; License Required; Fee.
All craftsmen who are not required by State Law to have a State
Contractor's license shall be required to secure a separate
license for each craft that they practice and the license fee
therefor shall be fifteen dollars per year."
Section 7. Chapter XX of the Lynwood City Code is amended
to add Section 20.28-2 as follows:
"Professional Type Business and Professions; License
Required. Every person carrying on a professional type business,
or a pro£ession, including but not limited to the professional
type business and the professions hereinafter described, shall be
required to have a license for said business, type business or
profession:
Architects
Attorneys
Certified Public Accountants
Chiropractors
Dentists
Engineers (all types)
Funeral Directors and Morticians
Ophthalmologists and Oculists
Optometrists
Osteopaths
Physicians and Surgeons
Podiatrists
Psychiatrists
Psycologists
Public Accountants
Veterinarians

Section 8. Chapter XX of the Lynwood City Code is
amended to add Section 20.56-1 as follows:
"Professional Type Business and Profession. The annual
license fee shall be as follows:
"l. Twenty dollars for a single member.
"2. If a partnership: Twenty dollars for one partner
and fifteen dollars for each additional partner.
"3• If a professional corporation: Twenty dollars for
one shareholder and fifteen dollars for each additional shareholder.
"4. Four dollars each for the first four employees,
excluding the members or shareholders, and two dollars each for
employees (excluding members and shareholders) in excess of four."
Section g. Section 20.2 of the Lynwood City Code is
amended to read as follows:
"License Required -- Generally -- Review Board.
"l. It shall be unlawful for any person to commence or
carry on any business, trade, profession or occupation within the
city without first having procured a license from the city to do
so or without complying with all applicable provisions of this
chapter.
"2. There shall be a Review Board consisting of the
License Collector, the City Manager and the City Attorney who
shall review all license classifications as the need shall arise.
"(a) A majority of the Review Board shall constitute
a quorum. The decision of the board shall be by a vote of the
majority of those present at a meeting and voting.
"(b) In the event a classification shall be disputed
by an applicant, the City Manager shall fix a time and place for an
administrative hearing. The City Clerk shall give notice of said
hearing to the applicant by depositing in the United States mail,
postage prepaid at least five days before the date set for the
hearing. The notice shall be caused to be mailed as certified or
registered matter, and shall be addressed to the applicant at the

address contained in his application or delivered to him personally.
Said notice shall contain the following: (1) The time and place
of said hearing, (2) a direction to the applicant that he may appear
at said hearing and offer any testimony or other evidence relevant
to the issues at said hearing he may desire. The Review Board shall
read and consider the report of the License Collector and hear and
consider all relevant and competent evidence presented by the
applicant. The decision of the Reveiw Board shall be final except
that the applicant may appeal the decision of the Review Board to
the City Council by filing a written notice of appeal with the City
Clerk within five days from the date that the Review Board has rendered
its decision and applicant has received written notice thereof by
registered or certified mail addressed to the address contained in
his application or delivered to him personally. If such an
appeal is filed in accordance with this paragraph, the City Council
shall at its next regularly scheduled meeting set down the appeal
for a public hearing not less than forty days from the date of said
meetin~. The applicant shall be notified of said public hearing in
the same manner as required for notice of hearing before the Review
Board. The action of the City Council shall be final."
Section 10. Chapter XX of the Lynwood City Code is
amended to add Section 20.81-3 as follows:
"Curb Numbering. The license fee for each person, firm,
or corporation carrying on or conducting the business of curb
numbering shall be fifteen dollars per year. Approval of the City
Engineer/Public Works Director shall be a condition precedent to the
issuance of a business license."
Section 11. The City Clerk shall certify to the adoption
of this ordinance and cause the same to be published in the Lynwood
Press, a newspaper printed, published, and circulated in the City
of Lynwood.

First read at a regular rneeting of the City Council of
said City held on the l~th day of Nove mber, 1970, and finally
adopted and ordered published at a regular meeting of said Council
held on the lst day of December, 1970, by the following vote:
Ayes: Councilmen Byork, Green, Liewer, Siokos, Stevens
Noes: Councilmen ~'one.
Absent: Councilmen None
