BOPF, City Manager Dare OCTOBER 5, 1979 From MICHAEL FOLEY, Director of Planning & Community Development Subject INCORPORATION, CITY OF AMERICAN CANYON Attached is a Request for Comments form which I received on September 28 from L.A.F.C. This particular application has been filed by the American Canyon In- coporating Committee to incorporate the community of American Canyon as a General Law City. I recommend that the form be submitted to L.A.F.C. with the following statements: 1. Status of City of Napa under C.E.Q.A. = None. 2. Required permits = None. 3. Areas of environmental concerns: a. Additional residential, commercial and industrial development within the proposed 29 square mile city would create a negative traffic impact on highways connecting the City of Napa with the proposed city. b. Anticipated commercial development, especially a regional shopping center within the proposed 29 square mile city, would create a negative economical impact on the viability of Downtown Napa as the Napa Valley's regional shopping center. c. Anticipated residential development within the proposed 29 square mile City would conflict with the Napa County General Plan's population goals and the 1978 advisory vote regarding population growth by citizens through- out Napa County.. 4. With respect to environmental analysis, LAFCOM is assuming Lead Agency status for the project and will be preparing the necessary environmental documents. If your agency objects to LAFCOM acting as Lead Agency for this project, please contact the Executive Officer within the next 10 days in order to resolve the Lead Agency question. Comments or Recommendations on proposal: NAME OF CONTACT PERSON: Telephone: Prepared by: Title: Date: PROJECT DESCRIPTION INCORPORATION, CITY OF AMERICAN CANYON Petition of the American Canyon Incorporating Committee to incorporate the Community of American Canyon as a General Law City. The proposal includes approximately twenty-nine (29) square miles of land lying between the Napa/Solano County Line on the east and the center of the Napa River on the west, and between the Napa/Solano County Line on the south and Soscol Creek on the north. The proposal is shown on the Napa County General Plan as "Agriculture, Watershed 8 Openspace", "Urban", "Commercial", "industrial" and "Public Institutional'.' The following special districts lie entirely within the area proposed for incorporation: District' Authorized Services County Service Area No. I Street Lighting County Service Area No. 3 Sewer 8 Water" American Canyon County Water District Sewer 8 Water American Canyon Fire Protection District Fire **Services not being provided to date The Napa Sanitation District currently provides sewer service to the Napa County Airport and the Napa Valley Industricai Park. Action by the Napa County Local Agency Formation Commission to approve the proposed Incorporation would result in the area being subject to the land use controls of the new city. The following Urban Services would be provided by the new city: Police Protection Street Maintenance -- _St—reef LighfTng__ No organizational change to the American Canyon County Water District or the American Canyon Fire Protection District is proposed by the petitioners. County Service Area No. I and County Service Area No. 3 would be dissolved upon incorporation of the area.
