NOTE: The Regular Meeting of the City Council was held online and in -person at the appointed time and day in accordance with open meeting laws set and defined by the State of Iowa (Sections 21.2 and 21.8). 1. WELCOME 1.1 CALL TO ORDER The meeting was called to order at 7:06 pm by Mayor Mike Bawden. 1.2 ROLL CALL Council Members Present: Heddlesten (via online), Krell (via online), DCamp (via online), Adams (via online), Littrel (via online). PRESENTATIONS AND PROJECT UPDATES Presentations were made by Mayor Mike Bawden on behalf of the City Staff. Additional reports to Council were made by Engineer Chris Cooper and Council Member Kelly Krell (on behalf of the Staff Search Committee). 3.1. CITY ADMINISTRATOR REPORT 3.2. MSA ENGINEER'S ACTIVITY REPORT Council Member Heddlesten asked if Havens Acres residents were connecting to the storm water system on their own or if they required assistance from the City. It was confirmed that the residents in the neighborhood needed to connect directly to the storm water system on their own. The Mayor also asked about the status of grading and seeding the driveway landings in the area of the Havens Acres Roadway Rehabilitation project. The work has not been completed and, therefore, the road construction project is still not done at this time. Engineer Cooper also gave a quick review of a new project not on his regular report — the Manor Drive Hill Erosion Diagnosis and Remediation Plan. 3.3. FIRE DEPARTMENT REPORT 3.4. PUBLIC WORKS REPORT 3.5. WOODS ESTATES PROGRESS REPORT 3.6. REPORT FROM THE SEARCH COMMITTEE Council Member Krell provided a review of where things stood regarding the search for a new City Administrator/City Clerk. The search consultant, Pat Callahan, received elevent applications for the position and the Staff Search Committee met in closed session earlier in the evening to review the applications and select six candidates for online interviews. Edited minutes from the closed session will be made available to the public with identifying information about each candidate removed as requested and authorized by the City Council in Resolution 2020-39• 3.6.1 Summary of Actions and Recommendation on How to Move Forward Once the online interviews have concluded, the Staff Search Committee will select two or three candidates to come to Riverdale for in -person interviews on Saturday, June13. There was some discussion on the importance of allowing members of the public to meet the candidates at that time, although a final decision on that matter was not reached. MTB Meeting Minutes for May 12, 2020 Council Meeting Riverdale City Council Minutes I May 26, 2020 Page 3 The goal is to conclude the interviews on June 13 and then select a final candidate, negotiate an employment agreement and have the new City Administrator/City Clerk start with Riverdale as close to July 1 as possible. 4. PUBLIC COMMENT ON AGENDA ITEMS Audience questions and comments for specific items on the agenda. The public is invited to comment on items on the approved agenda at this time. Audience members wishing to comment on items not on the agenda may offer comment at the public comment period near the end of the agenda. Citizen Wendy Syverud asked a number of questions about whether or not Riverdale actually needed a City Administrator when a City Clerk might be all that's required once the major work to re -organize and straighten out a series of issues is completed. What will we do then? There was some concern expressed that he/she might look for projects to take on that really aren't needed and, as a result, more tax money will be required to fund those additional projects or services. While she was not convinced there was a need for a full-time administrator, Council Member Adams stated that he had heard from a number of residents that they felt there was a need for a full-time administrator. Questions were asked about the length of the employment agreement with the newly -hired City Administrator/City Clerk and the long-term budget implications. Mayor Bawden shared his impression that a number of the applicants made it pretty clear, they looked at the Riverdale opportunity as a short-term assignment before moving on to a bigger municipality and that the perceived problem may, in fact, work itself out. No matter who gets hired or what the salary is, the mayor explained, there is a need to create a long-term financial plan that accounts for the full-time staff the City expects to have working in the office in the coming months. 5. UNFINISHED BUSINESS 6. NEW BUSINESS 6.1 ORDINANCES 6.i.i ORDINANCE 2020-02 — First Reading. City Code Section XX — An Ordinance Establishing a Sewer/Utility Review Committee for the City of Riverdale, Iowa Mayor Bawden explained that a more complete draft of this ordinance (complete with Ordinance Section Numbers) was available as of the day of the Council Meeting and that there were some changes to the numbering and language from the draft provided in the packet. Given those changes, he suggested the first reading of the Ordinance be tabled to the next regular meeting of the City Council (on June 9), so the Council could approve a more complete version. Motion to table moved by: Littrel, seconded by Heddlesten. All ayes. 6.2 RESOLUTIONS 6.2.1 RESOLUTION 2020-41 — Consideration of Certifying Certain Past Due Sewer Fees as Past Due Taxes and Authorizing a Tax Lien be Placed on Certain Property in the City of Riverdale Moved by Heddlesten, seconded by Krell. All ayes. 6.2.2 RESOLUTION 2020-42 — Consideration of Approval of Recommendations on How to Move Forward with the Recruitment of a New Administrator/Clerk for the MTB Meeting Minutes for May 12, 2020 Council Meeting Riverdale City Council Minutes I May 26, 2020 City of Riverdale Moved by Krell, seconded by Heddlesten. Page 4 The resolution was discussed in detail and the Council reached consensus on an amendment (from among the options provided) to define the consulting arrangement, length of engagement and compensation paid to the mayor for the time he's served as interim city administrator for Riverdale. A copy of the amended Resolution is attached with these minutes for reference. Amendment adoption moved by Littrel, seconded by Krell. All ayes. Amended resolution passed unanimously. 6.2.3 RESOLUTION 2020-43 — Consideration of Approving Partial Payment to Brandt Construction for Havens Acres Roadway Rehabilitation Project Moved by Krell, seconded by Heddlesten. All ayes. 6.2.4 RESOLUTION 2020-44 — Consideration of Approving Final Payment to McClintock Trucking & Excavating for Fieldcrest Drainage Way (Phase I) Project Moved by Littrel, seconded by DCamp. All ayes. 6.2.5 RESOLUTION 2020-45 — Consideration of Approving Final Payment to McClintock Trucking & Excavating for Santiary Sewer Rehabilitation (Phase II) Project Moved by Littrel, seconded by Krell. All ayes. 6.2.6 RESOLUTION 2020-46 — Consideration of Approving Proposed Guidelines for Limited Use of City -Owned Playgrounds and Community Meeting Areas During the COVID-19 Public Health Emergency After a lengthy discussion by members of the City Council, it was determined that the mayor should evaluate the Governor of Iowa's latest executive order on re -opening businesses and state amenities and issue a similar order. The idea of requiring the reservation of park structures (the gazebo and shelters) was highly recommended as was charging a $2o cleaning fee for the use of those structures. It was also suggested that residents who use Council Chambers or the Community Room at City Hall should be required to wear masks and to instruct the City's maintenance man to indicate proper social distances on the floors of both room in some kind of removable tape (e.g. painter's tape) to help users with appropriate social distance practices. The Mayor said he would re -draft the guidelines and issue them as an executive order on Friday, May 29, 2020 to go into effect for the weekend. If a Council Member wanted to modify any of the proposed guidelines, such proposals could be discussed and considered at an upcoming meeting of the City Council. The Resolution was withdrawn from consideration by the Mayor. MTB Meeting Minutes for May 12, 2020 Council Meeting Riverdale City Council Minutes I May 26, 2020 Page 5 6.2.7 RESOLUTION 2020-47 — Consideration of Authorizing the Use of Contingency Funds from the City's FY21 Community Engagement Budget to Fund Expenses Related to Part -Time Supervision of City Playgrounds during FY21. Given the preceding conversation, the Resolution was withdrawn from consideration by the Mayor. 7. OTHER COUNCIL ACTION 8. DISCUSSION AND COMMITTEE REPORTS 8.1 PARKS AND TRAILS 8.1.1 Parks and Trails Survey Update — Parks and trails surveys are online and residents can participate in filling them out. Links to the survey will be published online and in the City's newsletter. Council Member Heddlesten explained he missed the last virtual meeting, but that the meetings up to that point had been very productive. 8.1.2 Tree Management Update — Maintenance person, George Miller, will set up a meeting for the Mayor and Council Member Heddlesten with Davey Tree to discuss creating a long-term, arbor management plan for Riverdale's green spaces. 8.2 ADMINISTRATION 8.2.1 IT Upgrade Update — The Mayor asked Council Members to advise if they have any lingering technology frustrations he could review with the City's IT service provider at the "hand off' meetings scheduled for gam the next day. No final complaints or concerns were offered. 8.3 FINANCE 8.3.1 Long -Range Budget Planning Update — The Mayor reviewed the key objectives he would using as guides as he began working on a long-range financial plan for the City in June. 8.3.2 Review of Revised Schedule for Public Hearing and Consideration of FY20 Budget Amendments Update — A public hearing on the FY 20 budget amendements is tentatively scheduled for 6pm on June 9. Final budget amendments for the FY 20 budget are due to the county no later than June 30. 8.4 PUBLIC WORKS AND UTILITIES 8.4.1 Sanitary Sewer Rehab (Phase I) Update — The Mayor outlined the outreach effort made to residents on Fenno Drive prior to the sanitary sewer rehab work scheduled to begin on May 26. Five residents will not be able to drive to their home while the street is torn up. Neighbors are helping provide additional parking accommodations. 8.4.2 Fire State/City Hall Improvements Update — Work is tentative set to begin in early July on the new ventilation system for the fire station. No schedule yet on the roof replacement. The Mayor made one last request of Council Members to provide additional feedback on enhancements they feel are needed at City Hall while construction is progressing. 8.4.3 XStream Clean -Up in Riverdale Update — Ten XStream Clean -Up kits have been collected from the Waste Commission of Scott County for use by residents. Kits are available at City Hall. The Mayor asked if there were any residents interested in serving as a volunteer coordinator for the effort this summer. 8.5 PUBLIC ENGAGEMENT MTB Meeting Minutes for May 12, 2020 Council Meeting Riverdale City Council Minutes I May 26, 2020 Page 6 8.5.i Summer Ice Cream Social Update — Council Member Kresll explained that the "Socially Distant Ice Cream Social" would begin in Havens Acres at 2pm on June 6th and then the ice cream truck from "What's The Scoop" would travel to Fenno Hill and wind up making the circuit around Manor/Circle Drive to provide every resident with a scoop of ice cream (courtesy of Riverdale). She asked we promote the event on the website, newsletter and in social media. 8.5.2 Community Conversations Update — According to Council Member Krell, there wasn't a lot of participation at the first "Community Conversation" but she suspects once people see the video recording of the Q&A, we're likely to get more people to participate in the future. The Mayor will endeavor to add the video to the City's website and link to it in social media and via the City's online newsletter. 8.6 PUBLIC SAFETY 8.6.i PPE Order Through SCEMA Update — As explained during the RFD report to Council, the City purchased a case of N-95 masks from the Scott County Emergency Management Agency (SCEMA) to bolster our inventory of PPE. The department will do regular inventories of supplies to make sure they are refreshed when needed. 8.6.2 RFD Strategic Planning Update — Mayor Bawden asked the City Council for feedback on the necessity and expectations for a strategic plan for the fire department. He has received a proposal from an outside consultant and would like to move ahead, but he wanted to know what the Council thought before doing so. 8.7 HEALTH AND SOCIAL SERVICES 8.7.1 "Meals -to -Go" Program Update — The program, funded by a grant managed by the Iowa Economic Development Authority, is slowly gaining ground. The Mayor said he would send letters to residents so everyone in the City knew the program was available and that they could order meals online or by phone. 8.8 OTHER ITEMS BROUGHT FORWARD FROM COUNCIL 8.8.1 Council Member Krell asked the Mayor to look into scheduling delays from MetroNet in the Havens Acres neighborhood to find out when fiber installation would be completed. 8.8.2 Council Member Littrel asked the Mayor if the stop sign at Hwy 67 and Valley Drive could be moved in front of the white line painted on Valley to indicate the intersection with the Mississippi River Trail. 9. REPORT FROM THE MAYOR The Mayor explained that a good deal of his time the past two weeks has been spent working out issues surrounding the planned barrier fence along the MRT, dealing with a variety of nuisance issues in the City and hashing out proposed guidelines to allow for the re -opening of the City's parks, playgrounds and public gathering spots — many of these issues were discussed in much greater detail at this evening's Council Meeting. Several members of the biking community attended the evening's meeting and were thanked by the Mayor for their attendance and courtesy and explained that if they so desired, they could address the Council after his remarks were finished and before the end of the meeting. 9.1 INTERGOVERNMENTAL 9.2 28E AGREEMENT BODIES 9.3 EXECUTIVE ACTIONS As agreed, the Mayor acknowledged he would work on new guidelines to re -open the City's MTB Meeting Minutes for May 12, 2020 Council Meeting Riverdale City Council Minutes I May 26, 2020 Page 7 parks, playgrounds and public gathering places and issuing them as an executive order later this week. 9.4 PROCLAMATIONS to.
