NOTE: The Regular Meeting of the City Council was held online at the appointed time and day in accordance with open meeting laws set and defined by the State of Iowa (Sections 21.2 and 21.8). 1. WELCOME -CALL TO ORDER -The meeting was called to order at 7:oo pm by Mayor Mike Bawden, ROLL CALL -Council Members Present: DCamp (via online), Krell (via online), Heddlesten (via online), Adams (via online), Littrel (via online). Also present: Mayor Mike Bawden (via online), Engineer Chris Cooper (via online), City Administrator Kent Royster (via online), City Deputy Clerk Katie Enloe (via online) and other residents and visitors attending online. 2. PUBLIC COMMENT ON AGENDA ITEMS -Nothing at this time 5. UNFINISHED BUSINESS -Nothing at this time 6. NEW BUSINESS 6.1 RESOLUTIONS 6.1.1 Resolution 2020 -89 -Consideration to Certify TIF Indebtedness Report to the Scott County Auditor for FY21-22 Increment. Moved by Littrel, seconded by Heddlesten. Roll Call: All Ayes. MC 6.1.2 Resolution 2020 -90 -Consideration to Approve the Purchase of Cement Barriers to be Used for Salt Storage in Bicentennial Park for the 2020-21 Winter. Krell made a motion to amend section 2 of the resolution by removing Bicentennial Park, seconded by Littrel. Roll Call: All Ayes. MC 6.1.3 Resolution 202o -91 -Consideration to Authorize the Purchase and Installation of an Air Compressor for the Riverdale Volunteer Fire Department. Moved by DCamp, seconded by Heddlesten. Roll Call: All Ayes. MC 6.1.4 Resolution 2020 -92 -Consideration to Authorize the Cleaning and Televising of Drainage Lines Behind Certain Homes on Manor Drive and Circle Drive. Heddlesten made a motion to amend the resolution by sending a letter to the residents who live in the homes and was seconded by Littrel. Ayes -Krell, Heddlesten, Adams, Littrel. Abstain: DCamp. MC 6.1.5 Resolution 2020 -93 -Consideration to Approve the City of Riverdale's FY2o Urban Renewal Report to the State of Iowa. Moved by Littrel, seconded by Heddlesten. Roll Call: All Ayes. MC 7. OTHER COUNCIL ACTION -Adams left the meeting at 9:07pm. 8. DISCUSSION AND COMMITTEE REPORTS Due to the COVID-19 Pandemic, City staff is working from home. Council discussed how to handle the vehicular traffic on the MRT and in City Parks. The December 22, 2020 Council Meeting is cancelled. Council reviewed an Ordinance on Dedication of Water Lines under City Streets to Iowa American Water Company. 9. REPORT FROM THE MAYOR -Nothing at this time to. GENERAL PUBLIC COMMENT/COMMUNICATIONS TO THE COUNCIL -Nothing at this time 11. ADJOURNMENT Motion to adjourn by Heddlesten, seconded by DCamp. All Ayes.
