HomeMy Public PortalAbout1999/03/25 An Agenda Meeting of the Mayor and Council of the Borough of Carteret preceding the Regular Meeting of April I, 1999 was held on March 25, 1999, 7:00 P.M., Municipal CourtlPolice Facility, 230 Roosevelt Avenue, Carteret, New Jersey. The following were noted present: Councilmember Crilley " Fazekas , Mancuso O'Brien Quinones " " " Noted absent were Mayor James A. Failace, Councilmember Stanley Gutowski and Borough Attorney Craig Coughlin. STATEMENT OF MEETING NOTICE: Mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board on March 19, 1999. TO ADDRESS GOVERNING BODY: Eric Betz to give the report. Sports Recreation Facility and Field Area: Had a meeting in field with Ted Surick and Bob Kately to discuss the areas that require some excavation and installation of stone to provide temporary improvement for the Opening Day of the Little League. It appears that the Public Works and Recreation Departments already have a schedule of work that will not allow for this activity to be done prior to April 1 7'h. We request the Council's authorization to solicit quotations from three local landscape contractors to prepare the area between the Sports Recreation Building and the baseball field. We estimate the cost to be approximately $8,000.00. The Borough also needs to move forward with the issues identified by The Freehold Soil Conservation District relative to the storm sewer discharges located in the storm basin adjacent to the football field. We are requesting a lump sum amount of $3,500 for preparation if the plans and specifications and preparation of the report upon bids for this contract. We also request a "not to exceed amount" of $4,500 which will be performed in accordance with the Engineering Services Agreement with the Borough. The estimated construction cost for the sewer system improvements and final paving work is approximately $45,000. Councilmember O'Brien said that is the figure he gave us in the last meeting and that is all total, $45,000. Councilmember Mancuso said ITom one drain to the next it will $4,000 to $5,000. Eric Betz replied no and was then inaudible. 1 MARCH 25, 1999 AGENDA MEETING NOTED PRESENT STATEMENT OF MEETING NOTICE ERIC BETZ - TO ADDRESS GOVERNING BODY MARCH 25, 1999 DISCUSSION Councilmember Mancuso asked if this was all broken down under Streets and Roads Department. Councilmember Crilley said it is a sewer problem and it all relates to the drainage into the sewer. Councilmember Mancuso said he would like to see what the cost would be if we possibly do it ourselves. - Councilmember Crilley asked what part would they do themselves. Councilmember Mancuso replied the digging. Councilmember Crilley said they were proposing that. We also have a time constraint problem. Councilmember Mancuso asked ifthey could get an extension on that. Councilmember Crilley said they had the Little League starting on the 17th and you have mud piles there and on the ball fields. Councilmember Mancuso asked if Councilmember Crilley thought there would be mud piles by the time Little League started. Councilmember Crilley said he would grade that area and put stone there, which has to go either way. They will get that much done so that area by the building you could (inaudible). Then as we go along that is the initial $8,000 that he is proposing in the first paragraph. Then he'll finish the sewer and anything else and then the paving. Ideally they would like to get it all done by April 17'h but that is not possible because (inaudible). - Councilmember Mancuso then asked Ted Surick if they were to grade it and gravel it what would it cost the Borough. Ted Surick replied $100,000.00. Councilmember Crilley said to get it done. He said he already spoke to Ted through Al Beninato and he also went to Bob Kately himself. He then told Councilmember Mancuso that he didn't have to go through him because he has ajob to do to get done. Councilmember Mancuso said he also has a job to do and he thinks the amount is outrageous. Councilmember Crilley told him to get it done. They have already told us and he could say it is rree but if they can't do it they can't do it. Now if he could do it for $1,000 and get it done why didn't he tell us that? He asked if they were keeping secrets from him or just telling you? - Councilmember Mancuso said he just asked and don't jump all over him. He said all he did was ask a question. Councilmember Fazekas said they have the amount and the date.. 2 Councilmember Crilley said it can't be done by the Parks Department or the Streets and Roads Department by their own admission, before the 17th. Councilmember Fazekas said the only thing he suggest is if there is any difference to that please talk to Ted Surick or Bob Kately. Evidently there was some discussion prior to that. Councilmember Crilley said plus they would have to rent the machine to dig it. Councilmember Fazekas said they should talk to the Department Head and just go over it. Councilmember Crilley replied no. He said he did not like to be trapped because that was our plan in the beginning, to have them do it. They're the ones that said to us we can't do it and that is why we are going a different way. Councilmember Mancuso said we couldn't do it because the Parks Department was pushing him into doing it and they had to get done. That is why it couldn't be done and that was only up to last week and that was the first time he heard about it. Councilmember Crilley said nobody is being pushed into anything. He said that Councilmember Mancuso is putting him into a position. Councilmember Mancuso said he wasn't talking about Teddy and where he is working. Councilmember Crilley said he is trying to make him look like a fool because (inaudible). We already spoke to him and he met with Al Beninato last Wednesday.. Councilmember Mancuso said if it was going to affect his department he wants to know what is going on. BOROUGH HALL Tiffany-Bader Environmental, Inc. informed them that the results of the air quality testing will be completed by Friday of that week. The final report will be issued during the week of March 29th. WATERFRONT PARK PROJECT A Grant Application has been completed to execute and forward to the NJDEP for preliminary assessment and site investigation of waterfront park properties through the Hazardous Discharge Site Remediation Fund. The Grant amount is $71,000. SEWER FACILITIES Linden Street Sewer Separation Contract MARCH 25, 1999 DISCUSSION CONTINUED RE: AIR QUALITY WATERFRONT PARK SEWER FACILITIES 3 MARCH 25, 1999 ROADWAY PROJECTS RE: LIBRARY SHELVING NOTED PRESENT - FRANK SANTORO MINUTES FOR APPROVAL Second Phase of the sewer separation project for the Linden Street area is scheduled for advertisement during the week of March 29, 1999.This project will allow for the connection of approximately 37 individual sewer laterals along Linden Street and Hermann Avenue. Bids are scheduled to be received for this project on April 29, 1999. ROADWAY PROJECTS Industrial Road Storm System Crossing They submitted a letter to the NJDOT requesting funding for the storm pipe crossing of Industrial Road. It will be an integral part of the proposed storm system improvements to address the Beverly Street area. If granted, this discretionary funding in the amount of approximately $120,000 will be incorporated into the DOT Grant. Councilmember Fazekas said look inside this Police Station over by the parking lot and see how the walkway dips into the actual curb he asked Eric Betz to take a look (inaudible). JeffPino said a few weeks ago he had a meeting with the Mayor. The Borough Attorney was there and we were speaking about the Library furniture and shelving. We have price quotes and they worked pretty hard getting it to a nice low number. The one piece that they really need to get right away is the shelving portion. Under state law the shelves have to be built, you can't just go out and buy them. The other items are off state contract and we can just get competitive price quotes for. He said he spoke to the Mayor and he gave the Borough Attorney all the specs for the shelves. The only reason he is coming before the Council is because time is running short and by the time we get the bid together, advertise it and open the bids up we need t make sure that we award it so that the person who gets the bid has enough time to order the shelving. Another reason we are coming to the Council for this is because this is being paid out of a bond. He said this is his formal request to move forward to advertise .. - Councilmember Quinones asked ifMr. Pino had specs on that. Councilmember Crilley said he should get the specs to the (inaudible). He asked for the estimated cost ofthis project. JeffPino said approximately $8,000. Councilmember Crilley asked if that was part of the bid. JeffPino replied no. This is something that happened with the Library not being funded enough to go out and pay for everything. So, between the Borough going out and bonding and adding additional monies to the Bond, we also spoke about never advertising, the Library will pay for that (inaudible). - At approximately 7:20 P.M., Frank Santoro, Esq. was noted present. Minutes for approval: June 18 & 24, 1998, March 4,1999. 4 MARCH 25, 1999 Proclamation: Supporting Drive for Special Citizens - Knights of PROCLAMATION Columbus. At approximately 7:22 P.M., Councilmember Gutowski was noted NOTED PRESENT present. Councilmember Gutowski said they were down six Crossing Guards. RE: CROSSING GUARDS He said he spoke to (inaudible) and asked him what it would take to get us through June. We got it down to two and we went through the list. He said he would like to amend the agenda to include this resolution because he feels this is an emergency. Some corners are not being covered. Upon MMS&C, by Councilmembers Crilley and O'Brien and upon AMEND THE AGENDA individual roll call vote Councilmembers Crilley, Fazekas, Gutowski, Mancuso, O'Brien and Quinones voted in the affirmative to amend the agenda to include Resolution #99-115. Upon MMS&C, by Councilmembers Crilley and O'Brien and OPEN unanimous affirmative vote of the full membership present, the meeting was opened to the public for input on all Resolutions. RESOLUTION #99-115 was introduced by the Council President and referred to the Council for action RESOLUTION 199-115 "APPOINTING SCHOOL TRAFFIC GUARDS" Upon MMS&C, by Councilmembers O'Brien and Fazekas RESOLUTION #99-115 "APPOINTING SCHOOL TRAFFIC GUARDS" was adopted. Upon individual roll call vote, Councilmembers Crilley, ADOPTED Fazekas, Gutowski, Mancuso, O'Brien and Quinones voted in the affirmative. There being no comments or objections to the Resolution, the Council CLOSED President declared the Public Hearing to be closed, upon MMS&C, by Councilmembers Crilley and Mancuso and unanimous affirmative vote ofthe full membership present. Failace was noted present. REPORTS: 1. Clerk's Office - March 1999. 2. Welfare - January & February 1999. MATTERS FOR DISCUSSION: - 1. Bids - a) Snorkel Municipal Clerk Kathleen Barney said there were no bids on that one. Councilmember Crilley said they have to advertise it for a second time. Municipal Clerk Kathleen Barney said they could do that. b) Dump Truck - received one bid. c) Tractor - received one bid. Councilmember Crilley said you are only going to get one bid for the tractor. Municipal Clerk Kathleen Barney asked if they wanted a resolution to award the bid for the dump truck. 2. Frances Hartman, Esq. - Requesting additional appropriations, Re: Singura v State. Municipal Clerk Kathleen Barney said the Borough Attorney was supposed to look at that, she didn't know if he gave a report or anything. 3. Potter Architects - Requesting approval of change orders, Re: Library & Senior/Community Center. 4. Volunteer Fire Companies - Agreement. 6 Municipal Clerk Kathleen Barney said it was turned over to the Borough Attorney for review so she will wait to get that back from him. Mayor Failace said he thought it was okay with the Borough Attorney but before we put it on he had a few questions he wanted to ask him about. He said as soon as he gets the answers rrom him he will pass along the information to the Council. Councilmember Crilley asked if that was brought up to the Borough Attorney. Mayor Failace said he had not spoken with him yet and that is why he wants to speak to him first. 5. Rosalyn Roldan - Requesting proclamation to be issued to Farleigh Dickinson University for its 25 years of support for the Educational Opportunity Fund Program. 6. Tax Assessor - Asking that legal counsel be appointed for tax appeals. 7. Wrecker Ordinance - Revision. Municipal Clerk Kathleen Barney said they still have to do it. ~ Mayor Failace said he spoke with the Borough Attorney last week. What they are going to do is calling in the towers to sit down with them while they redo the whole Ordinance because it was so "out of whack". 8. Police Director - Appointment. Councilmember Gutowski said the interviews are complete. We have come up with a (inaudible) next Wednesday. Hopefully, everything will meet with your approval and by next Thursday we'll have the contract signed at the meeting. Mayor Failace said he had some information that he wanted to pass along to Eric Betz. He said he spoke to the Borough Engineer, Al Beninato hen he spoke to him the other day in reference to the DOT Grants. He said he wasn't sure if Eric had a copy Eric Betz said he just went over this in his report. Councilmember Crilley asked for it back so that the Municipal Clerk could make copies. - Mayor Failace said he met with Harold Kline who use to be the Business Administrator inI'is::atzwy. He is now working for the Census Department for the Year 2000. He said he is not prepared at this time but they will have to put together a committee consisting of two Councilmembers and some members of the Borough. He said in the past the Census has not gone well and it hurt Carteret. What he wants to do with some of the grant money is put together a committee within the next two weeks and see if we can put together a good MARCH 25, 1999 COMMENTS MATTERS FOR DISCUSSION RE: CENSUS 7 MARCH 25, 1999 CENSUS (CON'T) RE: OFFICE OF THE DISABLED RE: CROSSING GUARDS - RAIN COATS RE: BOROUGH HALL Census for the Year 2000. The Mayor said he spoke with some of the Volunteer Firemen and they are looking for a couple of grants for the wet-down in July. We'll probably get most of the money back because they are going out for donations and so forth but they need some money up front to order some of the things they need for the wet- down. He said he sat down with Mike Busack and Paul Gadomski during the week. We can offer them about $3,000.00 right now but that is only "up rront money" because they need that money to do the things they have to do to. He said he spoke to the Borough Attorney, over the phone, we have to go out to bid for the shelving in the Library. - Municipal Clerk Kathleen Barney said Jeff Pino already brought that up. Councilmember Mancuso said he had the report rrom the Board of Health. In January there were 10 verified reports of an odor. Mayor Failace said they need one thousand complaints before they do something for us. Councilmember Quinones said the Office on the Disabled approached her about approaching the Council. If possible, they would like some space to set up their office somewhere in the new Library. The reason they are requesting this is that the Library will be Handicapped Accessible and there is some privacy factor that they don't have now. She said, as most of the Council knows that they are set up at the Housing Authority. She said she is bringing this before the Council on behalf of the Office of Disabled for their consideration. - Mayor Failace said he didn't see a problem with that but let's look and see where we are in the future. Councilmember Gutowski said the Crossing Guards finally got their raincoats so they are very happy. He said the Tax Office is looking to replace their copier and so is the Office of the Disabled. He said he had not had a chance to talk to Patrick DeBlasio yet to see what is gomg on. Councilmember O'Brien said he had a few things and reported that he met with Tom Potter and they were at Borough Hall a few weeks ago. He got three quotes for the repair of the gutter and for replacing the roof. The lowest price for lining the gutter is $6,180.00. Mr. Potter suggested that they also do the roof at this time. He also believes that all offices should be back at Borough Hall if they decide to renovate the building. He believes the cost of renovating is approximately $100.00 per square foot. According to Mr. Potter, this would cover new walls, new windows, and new roof, (at a price he believes is higher than the quotes we have now). The outside walls are structurally sound. To renovate it would cost approximately 1.2 million dollars. Building a brand new building would cost approximately 1.7 to 2.1 million dollars. Mayor Failace said at the moment we are not going anyplace. He said he spoke to Tom too and what we have to do is address the gutter linings first. He then asked if they were going out to bid for the roof. 8 MARCH 25, 1999 Councilmember O'Brien said the estimates are attached to the quotes we got. DISCUSSION BOROUGH HALL CONTINUED Mayor Failace said they had to go out to bid on both of them together. He said he believes the way we are going to have to go is to retrofit it. We'll save some money that way. Councilmember O'Brien said as it stands now, Tom believes Borough Hall is structurally sound and renovating it will gut the whole thing. Mayor Failace said he knew there was steel in the roof and so forth. No matter what we do that will not go away. Councilmember O'Brien asked about the roof. Mayor Failace said he thought we should because the roof is flapping away, it's in pretty bad shape. Councilmember O'Brien said he had something for Closed Session for possible litigation. Councilmember Gutowski spoke and was inaudible. RESOLUTION #99-116 was introduced by the Mayor and referred to the Council for action RESOLUTION I~~ "CLOSED SESSION" Upon MMS&C, by Councilmembers Gutowski and O'Brien RESOLUTION #99-116 "RESOLUTION TO GO INTO CLOSED SESSION" was adopted. Upon individual roll call vote, Councilmembers Crilley, Fazekas, Gutowski, Mancuso, O'Brien and Quinones voted in the affirmative. ADOPTED At approximately 8:15 P.M., upon MMS&C, by Councilmembers Fazekas and Mancuso and unanimous affirmative vote of the full membership present, the meeting was opened to the public. OPENED TO THE PUBLIC There being no further business or discussion, upon MMS&C, by Councilmembers Quinones and Mancuso and unanimous affirmative vote of the full membership present, the meeting was adjourned at approximately 8:16 P.M.
