APRIL 8, 1999
The Agenda Meeting of the Mayor and Council of the Borough of
Carteret, preceding the Regular Meeting, April 15, 1999, was held
on April 8, 1999,7:00 P.M., Municipal CourtlPolice Facility, 230
Roosevelt Avenue, Carteret, New Jersey.

Councilmember O'Brien said he had passed out a briefletter and a
draft with the findings on the air quality.
Air <µ¡lity Report
Eric Betz ITom Killam Associates said the Clean Up in the report is
excessive and they are now getting a second opinion.

Councilmember O'Brien said the Mayor had suggested putting the
employees in trailers out in the parking lot.
Mayor Failace said he would also check the Annex and across the
street for space for the workers. He commented that the air quality
report said the bottom floor where Hadyiah is, is bad and so is up
by the Clerk's Office. The carpeting, walls, etc. He said they are
putting de-humidifiers in the basement and taking the carpets out
of the basement and purchase air purifiers for each floor and they
alone will eliminate 50% of the problem. He said they will have to
come back in and test it. He said they will have to do this until they
make a decision on what to do with that building, what we can
afford to do.
Councilmember O'Brien said that Max Brown had the cheapest
prices and they would be submitting an exact quote to us. Be said
anything, questions or comments or changes they want to make
should go to Eric.

Mayor Failace then asked for a motion to Amend the Agenda to
add Resolutions #99-127, #99-128 and #99-129.
Upon MMS&C by Councilmembers Gutowski and O'Brien and
unanimous affirmative votes of the full Council present the
Agenda was Amended to include Resolutions #99-127, #99-128
and #99-129.
Mayor Failace then explained that #99-127 is to go out for bids to
put a new roof. on Borough Hall. #99-128 is for architectural
services to do the specifications for the roof and #99-129 is
authorizing him to sign the administrative hearing requests for the
$50,000.00 fines for the Department of Environmental Protection
for the sewer fines.
The Mayor asked if anyone wanted to speak on Resolutions #99-
127, #99-128 and #99-129.

Upon MMS&C by Councilmembers Gutowski and O'Brien and
unanimous affirmative vote of the full Council present, the meeting
was opened on input for Resolutions #99-127, #99-128 and #99-
129.
A few citizens asked questions about refurbishing Borough Hall.
Mayor Failace told them what they are trying to do right now is
remedy this problem and. that we still had to get prices on
everything that needs to be done now. He also commented that the
architects said they should be able to keep the building itself
because the structure is very safe. He spoke about putting an
elevator in and putting the people ITom the armex back when it is
finished because there is enough room and also said that John
Riggio is looking at ADA money.
A lady questioned Resolution #99-129.
Attorney Coughlin explained to the lady that he had sent the
NJDEP some grant documents for their review and consideration
and they have baulked at what he sent them so we are trying to
come up with another solution to resolve that. He said they tried to
do that without a condemnation proceeding.
Upon MMS&C by Councilmembers Gutowski and O'Brien and
unani;10us affirmative vote of the full Council present, the public
portion on Resolutions #99-127, #99-128 and #99-129 was closed.

Agreement. The Clerk said they handed this over to John Riggio.
MC Engineer - Cost Sharing Agreement for LED Installation in

Wrecker Licenses. Mayor Failace told Attorney Coughlin they
have to move on the ordinance.
BUSINESS TO BE ADDED:
Councilmember Mancuso said he had a meeting with the Turnpike
Authority to discuss the fire. He said some of the Borough workers
responded to that fire and it cost us money and suggested asking
$250.00 for each engine.
Councilmember Quinones spoke about a copy machine purchase.
She then went on to speak about the Right to Know Law issue she
discussed at the meeting last week and she asked if he could
possibly work on implementing policy. She then went on to say
that Tony Neibert had distributed a flyer referencing Zoning
Permits from Woodbridge and also a draft ordinance, Re: Home
Businesses. She said she thinks it is a good idea because it will
require home businesses to register. Lastly she spoke on an internal
plan for Real Estate Issue Requests.
Councilmember Gutowski said he had an issue for closed session
and he wants to proceed on the fill and silt ordinance. He then said
there was going to be a Public Hearing on the Garbage Transfer
Station in New York City Hall from 6:00 to 9:00 P.M. and said he
would be there and invited anyone else who wanted to go.
Councilmember O'Brien spoke that there was $7300.00 left in the
bond ITom the old Library site. He said they could use that for the
dehumidifiers and they could be used for the trailers if they decide
on them.
All present then discussed the renovations to Borough Hall . They
said the workers could be in the building when they are fixing the
roof but they should be out of the building for cleaning the walls
because there could be air borne spores.
Councilmember Mancuso's opinion was different in reference to
having the workers out of the building. He suggested putting up
plastic and made reference to some people who had done it that
way.
Councilmember Crilley then spoke about the Little League Parade
on 4/17/99. He spoke about the dugouts in the park being done and
the dog is out on ILD. He then spoke about the Senior Citizen Van
that was damaged in an accident in February and said he spoke to
someone from our insurance Specialty Claims and they said they
should have it fixed by the beginning ofthe week.
Attorney Coughlin said Sprint has requested to come in and talk to
the Council. They agreed to have them come in.

Mayor Failace asked Attorney Coughlin if he spoke to Reverend
Goul.
Attorney Coughlin said they had not reconnected since the last
time they talked.
Mayor Failace then asked for a motion to go into Closed Session
for Personnel Matters and Litigation.
RESOLUTION #99-130 was introduced by the Mayor and referred
to the Council for action.
Upon MMS&C by Councilmembers Quinones and Mancuso

was Adopted. Upon individual roll call vote Councilmembers
Crilley, Fazekas, Gutowski, Mancuso, O'Brien and Quinones
voted in the Affirmative.
At approximately 8:00 P.M., a Closed Session was held.
Upon MMS&C by Councilmembers Gutowski and Quinones and
unanimous affirmative vote of the full Council present, this
meeting was opened at approximately 8:51 P.M.
Attorney Coughlin said the newspaper wants to sell papers at a
booth for one (1) day.
After discussing this the Mayor said to tell them to go to someone
on private property because it is too much hassle for us to do it.
Attorney Coughlin will tell them that.
Upon MMS&C by Councilmembers Gutowski and Quinones and
unanimous affirmative vote of the full Council present, this
meeting was adjourned at approximately 8:52 P.M.
