PLACE: Riverdale City Hall, 110 Manor Drive, Riverdale, Iowa
DATE: February 23, 2021 TIME: 7:oo P.M.
NOTE: The Regular Meeting of the City Council was held online at the appointed time and day in
accordance with open meeting laws set and defined by the State of Iowa (Sections 21.2 and 21.8).
1. WELCOME -CALL TO ORDER -The meeting was called to order at 7:oo pm by Mayor Mike
Bawden, ROLL CALL -Council Members Present: DCamp (via online), Krell (via online),
Heddlesten (via online), Littrel (via online), Adams (Arrived at 7:33pm via online). Also present:
Mayor Mike Bawden (via online), Engineer Chris Cooper (via online), City Administrator Kent
Royster (via online), and other residents and visitors attending online.
2. MAX LEVY HEARING -Mayor Mike Bawden opened the Max Levy Hearing at 7:11pm. Mayor
Bawden explained to the Council and residents the proposed maximum tax dollars. There were no
questions or comments from the Council or residents. Littrel made a motion to close the public
hearing at 7:2opm and was seconded by Krell. Roll Call: All Ayes. MC
3. APPROVAL OF THE CONSENT AGENDA -Motion by Krell, seconded by Heddlesten. Roll Call:
All Ayes. MC

6. NEW BUSINESS
6.1 RESOLUTIONS
6.2.1 Resolution 2021 -06 -Resolution for the Approval of the Fiscal Year 2022 Maximum
Property Tax Dollars. Moved by Heddlesten, seconded by Littrel. Roll Call: All Ayes. MC
6.2.2 Resolution 2021 -07 -Resolution determining the necessity and setting of dates of a
consultation and hearing on a proposed Fenno Drive Urban Renewal Plan for a proposed Urban
Renewal Area in the City of Riverdale, State of Iowa. Littrel made a motion to amend the resolution
by amending the legal description and revised exhibit B by including the lot left to lot #1 and not
including lot #3. Roll Call: All Ayes. MC
7. OTHER COUNCIL ACTION-Littrel left the Council Meeting at 9:oopm.
8. DISCUSSION AND COMMITTEE REPORTS
Council discussed the idea of a drive -through event for Easter. Details to come. Council also
discussed establishing a community event policy.
9. REPORT FROM THE MAYOR -Mayor Mike Bawden re -opened the City parks and City Hall
effective March 1, 2021. Masks are required with a limited number of people and events.
10. GENERAL PUBLIC COMMENT/COMMUNICATIONS TO THE COUNCIL -Nothing at
this time
11. ADJOURNMENT
Motion to adjourn by Heddlesten, seconded by Krell. All Ayes. The Regular Meeting of the City
Council was formally adjourned at 9:54Pm•
