COUNCIL “PRE-MEETING” WORK SESSION, JANUARY 22, 2019
CALL TO ORDER
In the absence of Mayor Carrie Tergin, President Pro Tempore Ken Hussey called the
January 22, 2019 City Council “Pre-Meeting” to order at 5:45 P.M. to review the agenda.
ATTENDANCE
The following Council Members were present when the meet ing convened:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, and
Schreiber,
Absent: Prather, Ward, and Wiseman
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Councilman Kemna will lead the prayer.
Miscellaneous
- Police Officer Pat Duncan will be recognized as the January Outstanding
Employee Service Award recipient. Steve Crowell, City Administrator will
present the award along with Lt. Dave Williams.
Public Hearing
- Eric Barron, City Planning Manager, will present Bill 2018-093
Appointments by the Mayor
- Gail Strope, Human Resources Director, and she will present the
recommended appointments.
Lincoln University Student Representative Update
- Caroline Wanjiru has returned from Winter Break, and will be in attendance.
Consent Agenda
- There were no questions at this time.
Mayor Carrie Tergin, and Councilwomen Ward and Wiseman arrived at 5:50 p.m.
Bills Introduced
- Matt Morasch, Director of Public Works will present Bill 2018-098.

- City Counselor Ryan Moehlman will present Bill 2018-099. Councilman
Graham will request to suspend the rule s and take up the bill for third reading
and passage.
- Mr. Moehlman will present 2018-100.
Bills Pending
- Lt. Williams will present Bill 2018-091.
- Fire Chief Matt Schofield will present Bill 2018-092.
Resolutions
- Councilman Schreiber will withdraw resolution RS2018-28.
