HomeMy Public PortalAbout2019-02-041 REGULAR COUNCIL MEETING, FEBRUARY 4, 2019 CALL TO ORDER Mayor Carrie Tergin called the February 4, 2019 City Council meeting to order at 6:02 P.M. ROLL CALL The f ollowing Council Members were present for the roll call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather Schreiber, Ward, and Wiseman Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilwoman Wiseman to approve the agenda. Councilman Graham seconded the motion. There being no objection, the motion to adopt the agenda was approved unanimously. MISCELLANEOUS AGENDA ITEMS a. Ashley Varner, Healthy Communities Coordinator/Wellness Navigator of Capital Region Medical Center, provided an update on the Spin scooters. Amy Schroeder from the Parks, Recreation, and Forestry Department was also available for questions. She will be the point of contact if the City receives any questions or concerns regarding the Spin scooters. Justin Rains, owner of Mobile Tire Experts is the contracted vendor with Spin to service the scooters. H e provided statistics on the scooter ridership since its launch. He also demonstrated how to use the scooters. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments at this time. Gail Strope, Human Resources Director, announced vacancies on the City boards and commissions and encouraged citizens to volunteer to serve. There are currently vacancies on the Animal Shelter Advisory Board, Board of Adjustments, Environmental Quality Commission, Façade Im provement Committee, and the Planning and Zoning Commission. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Mayor Tergin attended the 75th Anniversary of the Battleship Missouri Commissioning in Honolulu, Hawaii on Saturday, January 26th. She also met with the Chief of the Boat and Commander of the USS Jefferson City. Lt. Governor Mike Kehoe was also in attendance. A link to Lt. Governor Kehoe’s speech can be found on the Battleship Missouri Memorial’s Facebook page: https://www.facebook.com/Battleshipmissouri/ LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE  Caroline Wanjiru made the following announcements:  Thursday, February 7th – Founder’s Convocation  The next women’s and men’s basketball games are this Thursday, February 7th at home versus Missouri Western. The women’s game begins at 5:30 P.M., and the men’s game begins at 7:30 P.M.  The track team will be traveling to Maryville for a Friday competition.  On Saturday, the women’s basketball team and men’s basketball team will be playing versus Northwest Missouri, at home at 1:00 P.M. and 3:00 P.M. respectively. RESOLUTIONS RS2018-29 sponsored by Councilman Hussey, entitled: A RESOLUTION AUTHORIZING THE CITY OF JEFFERSON TO APPLY FOR THE RECREATIONAL TRAILS PROGRAM GRANT Britt Smith, Public Works Director of Operations, presented the resolution. Councilman Hussey motioned to adopt RS2018-29. Councilwoman Wiseman seconded the motion. The resolution was adopted by the following roll-call vote: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None 5 REGULAR COUNCIL MEETING, FEBRUARY 4, 2019 RS2018-30 sponsored by Councilman Graham, entitled: A RESOLUTION DECLARING THAT THE UNLAWFUL DISTRIBUTION OF PRESCRIPTION-CONTROLLED SUBSTANCES HAS CREATED A PUBLIC NUISANCE AND A SERIOUS PUBLIC HEALTH AND SAFETY CRISIS FOR THE CITIZENS OF THE CITY OF JEFFERSON, MISSOURI, AND AUTHORIZING THE CITY TO JOIN IN A LAWSUIT AGAINST OPIOID MANUFACTURERS, DISTRIBUTORS, AND OTHERS IN THE SUPPLY CHAIN Ryan Moehlman, City Counselor, presented the resolution. Councilman Graham motioned to adopt RS2018-30. Councilwoman Ward seconded the motion. The resolution failed by the following roll-call vote*: Aye: Graham, Hussey, Kemna, and Ward Nay: Mihalevich, Schreiber, and Wiseman Abstain: Fitzwater, Hensley, and Prather *Six affirmative votes are required to pass a resolution. APPROVAL OF 1/22/19 CLOSED SESSION MINUTES A motion was made by Councilwoman Wiseman to approve the January 22, 2019 Closed Minutes, seconded by Councilman Graham, and approved unanimously by the following roll-call vote: Aye: Graham, Hensley, Hussey, Kemna, Mihalevich, Schreiber, Ward, and Wiseman Nay: None Abstain: Fitzwater and Prather UNFINISHED BUSINESS There was no unfinished business at this time. 6 REGULAR COUNCIL MEETING, FEBRUARY 4, 2019 ADJOURNMENT A motion to adjourn was made by Councilman Graham, seconded by Councilwoman Wiseman, and approved unanimously at 7:10 P.M.
