P.M. AT THE COMMUNITY CENTER
PRESENT: Chairman Jerry Hansen, Board members Brain Stutzman, Bruce Case,
Adrian Beazer
VISITORS: Kurt Hibbert, Dennis McArthur, Eric Astel
Pledge was led by Chairman Jerry Hansen. The minutes from the last meeting were
viewed. The commission discussed the impact area. Kurt Hibbert gave some insight on
the subject. Brian asked how we are going to negotiate it. Brian said suppose we draw a
map and we take it to the City Council and ask them to go the County Commissioners
and take the old impact and tell them we want this new map. Brian asked if it is that
simple. Kurt said it is. He said we do want to have some compiling argument such as
this argument that you better be prepared on infrastructure. Kurt said what he would do
even though we have the sewer and water study and we know where our lines are, just
project some lines around that area show that to the commissioners that we can expand in
these areas.
Jerry discussed the Cemetery and the impact area.
Dennis McArthur who lives on Dayton Street and he has space in his basement that he
would like to rent. Jerry said Dennis needs to contact all the surrounding neighbors.
Dennis has notified the neighbors. It is zoned R-1 and allows for conditional use.
Comments were made. Dennis said they share the driveway but have their own separate
entrance. Brain said we should not be talking about a rezoning or a variance but we
should be talking about a Conditional Use Permit. A Public Hearing will need to be held.
If there is one in opposition Bruce would have a hard time going with it. Kurt said a
Conditional Use Permit is a land use right and he expounded on it. A motion was made
by Jerry Hansen to hold a Public Hearing at the next P/Z meeting. It will need to be put
on the agenda for City Council and published in the paper for P/Z and for the City
Council. Brain Stutzman second. All were in favor.
Kurt Hibbert discussed the Comprehensive Plan. Brian had a question about the 28 acres
of parks south of the City. Kurt was thinking it might be a template and left over. So
Kurt took it out. Kurt was wondering what he needed to put in there about the museum.
The Montessori Schools was discussed. Brian had made a list of things for Kurt to
discuss. Changes to the book were discussed. Mayor Andersen asked when we can
expect to have the final and does the P/Z and City Council have to have a public hearing
to approve it? Kurt said no that these are technical edits and not changes on major
structure so no public hearings will need to be held.
Kurt will burn a CD to put it on our web site.

Jerry discussed the width of driveways. He discussed the trash problem with contractors.
A citizen wants to put a dance studio in his home and the commission discussed this.
Police Officer SanDee Knowles was discussed and the support she is not getting.
