NOTE: The Regular Meeting of the City Council was held in -person at the appointed time and day in accordance with open meeting laws set and defined by the State of Iowa (Sections 21.2 and 21.8). 1. WELCOME -CALL TO ORDER -The meeting was called to order at 7:02 pm by Mayor Mike Bawden, ROLL CALL -Council Members Present: DCamp, Littrel, Heddlesten, Krell arrived at 7:24pm. Absent: Adams. Also present: Mayor Mike Bawden, Engineer Chris Cooper, City Administrator Kent Royster, Riverdale Fire Chief Chris Bernard, Deputy Clerk Katie Enloe, and other residents and visitors. 2. APPROVAL OF THE CONSENT AGENDA -Motion by Heddlesten, seconded by Littrel. Roll Call: All Ayes. PRESENTATIONS AND PROJECT UPDATES See the packet for more detailed reports from the City Administrator, the MSA Engineer, Fire Department, and Public Works. Frank Grage from Iowa American Water gave a presentation regarding the privization of the City of Riverdale, Iowa sanitary sewer delivery system. 4. PUBLIC COMMENT ON AGENDA ITEMS -Nothing at this time 5. UNFINISHED BUSINESS -Nothing at this time 6. NEW BUSINESS 6.1 RESOLUTIONS 6.2.1 Resolution 2021-27-A Resolution Entering into an Agreement with MSA-PS to Design the Emergency Access from Circle Drive/Pleasant Hill 1st Addition to Linda Drive/Woods Estates Phase II. Krell made a motion to amend the resolution by replacing the word "road" with "route" and was seconded by Heddlesten. Roll Call: All Ayes. MC 6.2.2 Resolution 2021-28-A Resolution Establishing a Salary Schedule for Appointed and Hired City Staff for FY22 effective July 1, 2021. Krell made a motion to table the resolution and was seconded by Littrel. Roll Call: All Ayes. MC 6.2.3 Resolution 2021-29-A Resolution Establishing a Procurement Policy. Moved by Heddlesten, seconded by Littrel. Roll Call: All Ayes. MC 6.2 ORDINANCES 6.2.1 Second Reading of Ordinance 02 -2021 -An Ordinance Adopting 657A of State Code of Iowa. Moved by DCamp, seconded by Littrel. Roll Call: All Ayes. MC Krell made a motion to waive the third reading of Ordinance 02-2021 and was seconded by DCamp. Roll Call: All Ayes. MC - 6.2.2 First Reading of Ordinance 03 -2021 -An Ordinance Amending Section 150.04 of the City of Riverdale, Iowa for the Purpose of Increasing the Compensation of the Mayor, Effective January 1, 2022. Moved by Littrel, seconded by DCamp. Roll Call: All Ayes. MC 8. OTHER COUNCIL ACTION- Nothing at this time 9. DISCUSSION AND COMMITTEE REPORTS -The Mayor and Council would like to thank Brian Ballard for his years of service on the Riverdale Fire Department. The Mayor and Council would also like to thank Bohnsack and Frommelt Accounting Firm for their help this past year. 10. REPORT FROM THE MAYOR -Nothing at this time. 11. GENERAL PUBLIC COMMENT/COMMUNICATIONS TO THE COUNCIL -Nothing at this time 12. ADJOURNMENT Motion to go into closed session was made by DCamp, seconded by Heddlesten. All Ayes. Council went into closed session at 8:39pm "To evaluate the professional competency of an individual whose appointment, hiring, performance, or discharge is being considered when necessary to prevent needless and irreparable injury to that individuals' reputation and that individual requests a closed session." Motion to close the City Council meeting was made by Littrel, seconded by DCamp. All Ayes. The Regular Meeting of the City Council was formally adjourned at 9:4opm.
