The Agenda Meeting of the Mayor and Council of the Borough of
Carteret preceding the Regular Meeting, June 3, 1999, was held on
May 27, 1999, 7:00 P.M., Municipal CourtlPolice Facility, 230
Roosevelt Avenue, Carteret, New Jersey.
The following were noted present:

Mailed to The Home News Tribune, The Star Ledger and posted
on the bulletin board on May 21,1999.
a) Tony Neibert - He was not present.
b) Borough Engineer - Eric Betz gave the Engineer's Report.
He spoke on Borough Hall - Microbial Testing Report,
UEZ Funding - Borough Green/Cooke Avenue Streetscape
Project, Sewer Facilities and Road Projects.
c) Police Director Elg - He was not present at this point of the
meeting.

MATTERS FOR DISCUSSION;
NJ Department of Personne1-
a. Firefighter List - Certification. The Clerk stated that we have to
ask for the Certification.
At approximately 7:10 P.M., Mayor Failace and Counci1member
Crilley and Attorney Coughlin were noted present.
Mayor Fai1ace told Eric from Killam that he received a letter
today on the Linden Sewer Separation, that we need to file three
(3) more copies of something that we didn't do. He asked the Clerk
if she had a copy of that.
The Clerk stated they always get a copy of that.
b. Senior Building Maintenance Worker. The Clerk said that is to
replace Ray Tobias. She explained that we have to request the
notice for the exam and the promotional announcement, which is
open to Building Service and Maintenance Workers. She said they
could fill it provisionally and they don't have to post it.

Counci1member O'Brien said he would like to move Jason into this
job temporarily and they have to hire someone to fill Jason's spot.
c. Certification of Eligibles - Senior Park Maintenance Worker,
Date of Disposition, 7122/99. The Clerk stated that we already have
an existing list on that. The Governing Body will discuss this in
Closed Session.
d. Fire Superintendent, Fire Captains. The Clerk said they have
been requested to put provisionals in those spots. The Goveming
Body will discuss this in a Closed Session.
e. Certification of Eligibles - Building Subcode Official. The
Governing Body will discuss this in a Closed Session.
f. Payroll Clerk -Waiver of Appointment. The Clerk explained that
this was a letter that we recently received saying that at first they
were disapproving the salary because of the testing procedure, but
now they are just asking for something in writing stating what
happ~l1ed and they want to access us the cost.
Mayor Failace agreed and said the attorney would take care of it.
Catherine Koskoski - Requesting street lighting survey, Re: So.
Whittier Street. This was okay to be put on.
Resolution #99-175, Tabled 5/20/99 - Re: Killam Associates,
Borough Green/Streetscape Project. Mayor Fai1ace said they would
not notify the funds unless Patrick De Blasio was there, so he will
take care of this and if it is okay then it will be put on.
Coregis - Requesting payment of claim, Re: Boland - 9/92. The
Governing Body will discuss this in a Closed Session.
John Higgio - Vectre Corporation. Mayor Fai1ace said John had
spoke to this company, who will research the grants for Brownfield
for inspection and remediation, etc., at no cost to the Borough. He
said if there is some monies available, they get a percentage of that
money. He said he would speak to John about the percentage.
Sharot Street - property. The Clerk explained that there is a
22XlOO piece of property along the Industrial Road, that people
want to donate to the Borough.
Attorney Coughlin said before they take it he will go and look at it.
Willis Corroon Administrative Services - Requesting monthly
payment of disability, Re: Marocchi. The Clerk said they just want
to change their billing from bi-weekly to monthly. This was okay
to be put on.
Killam Associates - Borough Hall Microbial Abatement &
Cleaning. Received quotations and recommend award to Preferred

Cleaning Solutions. If Council approves, will proceed with
requisition. The Governing Body approved this.
Gloria Goodrich - Zoning Board vacancy. The Mayor said they
will give a name for this.
THP, Inc. - Requesting additional appropriation, $815.35, Re:
Resolution #99-143, Re: Preparation of Housing Element and Fair
Share Plan. They need to amend this resolution.
BUSINESS TO BE ADDED:
Counci1member Quinones said Patrick De B1asio spoke to her
about getting a Direct Deposit set up for Borough Employees
checks from Fleet Bank. She said Patrick told her there was a
$2400.00 a month fee for this. Mayor Fai1ace said he is not sure
about this and said he would talk to Patrick and then they will
discuss it.
Councilmember Crilley said he had a letter from the man that came
to the last meeting about renaming Grant Avenue Field, Rebis
Field. The Governing Body agreed and a resolution would be put
on for that.
Councilmember Crilley said they already spent $6000.00 on trees
this year. The gentleman who got the contract is already at the bid
threshold with other work in the Borough, so we would have to get
a new vendor or got out to bid, which he would like to do. The
Governing Body authorized a resolution to go out for bids. He also
mentioned that there had been some anti-semantic graffiti in the
park and the Parks Department is in the process of getting it
cleaned up. He mentioned the Parks Senior Maintenance Worker,
that they would be a man short in the park and they can either
change the salary account or try to work with what they have. He
said they also need another part-time and full-time employee.
Attorney Coughlin said former Chief Hack was sued in connection
with a name improperly released. He had previously represented
by Durek & Harth and asked if they could represent him and see if
the insurance company would pick it up. He then went on to speak
about the Catch & Release Program and he said from the issues
raised it should be called Catch, Release and Survive because in
order for it to be meaningful they have to allow the fish to survive.
He said they need to address more issues about regulations.

was Adopted. Upon individual roll call vote Councilmembers
Crilley, Gutowski, Mancuso, O'Brien and Quinones voted in the
Affirmative. Councilmember Fazekas was noted Absent.
Adopted
At approximately 7:30 P.M., a Closed Session was held to discuss
Personnel, Litigation and Contract Negotiations.

unanimous affirmative vote of the five (5) Councilmembers
present, this meeting was opened at approximately 9:46 P.M.
