HomeMy Public PortalAbout2021 0727 Council MinutesRIVERDALE CITY COUNCIL MINUTES PLACE: Riverdale City Hall, 110 Manor Drive, Riverdale, Iowa DATE: July 27, 2021 TIME: 7:0o P.M. NOTE: The Regular Meeting of the City Council was held in -person at the appointed time and day in accordance with open meeting laws set and defined by the State of Iowa (Sections 21.2 and 21.8). 1. WELCOME -CALL TO ORDER -The meeting was called to order at 7:00 pm by Mayor Mike Bawden, ROLL CALL -Council Members Present: Adams, Littrel, Krell, DCamp, Heddlesten (via conference call) Also present: Mayor Mike Bawden, Engineer Chris Cooper, City Administrator Kent Royster, Riverdale Fire Chief Chris Bernard, George Miller, and other residents and visitors. 2. PUBLIC HEARING REGARDING THE SANITARY SEWER REHABILITATION PROJECT PHASE II -Mayor Bawden opened the public hearing. Chris Cooper from MSA gave a presentation on the project. Krell asked if the money was already in the budget and was informed it was. Krell made a motion to close the public hearing and was seconded by DCamp. Roll Call: All Ayes. MC. The hearing was closed at 7:12pm. 3. PUBLIC HEARING REGARDING A BUDGET AMENDMENT FOR FY2i-Mayor Bawden opened the public hearing at 7:12pm. The council and residents would like more information and more of an explanation on the over spending of the FY21 budget. Krell made a motion to close the public hearing and was seconded by Littrel. Roll Call: All Ayes. MC. The hearing was closed at 7: 25pm. 4. APPROVAL OF THE CONSENT AGENDA -Motion by Heddlesten, seconded by Littrel. Roll Ca11: All Ayes. PUBLIC COMMENT ON AGENDA ITEMS -Nothing at this time 5. UNFINISHED BUSINESS -Nothing at this time 6. NEW BUSINESS 6.1 RESOLUTIONS 6.1.1 Resolution 2021-31-A Resolution Authorizing Bidding for the City of Riverdale and the City of Panorama Park Sanitary Sewer Rehabilitation Project. Moved by DCamp, seconded by Krell. Roll Call: All Ayes. MC 6.1.2 Resolution 2021-32-A Resolution Authorizing Acceptance of Bids for the Rehabilitation of Fennno Road and Authorization to Proceed with Construction. Moved by Krell, seconded by Littrel. Roll Call: All Ayes. MC 6.1.3 Resolution 2021-33-A Resolution Authorizing Council Members and City Staff to Attend the Iowa League of Cities Conference September 15-17, 2021 in Coralville, Iowa. Moved by Littrel, seconded by DCamp. Roll Call: All Ayes. MC 6.1.4 Resolution 2021-34-A Resolution Amending the Current Budget for Fiscal Year ending 2021. DCamp moved to table until August 10, 2021 and was seconded by Littrel. Roll Call: All Ayes. Resolution tabled. Doug Littrel and George Miller left the meeting at 8:26pm 7. DISCUSSION AGENDA -See packet 8. OTHER COUNCIL ACTION- Nothing at this time 9. DISCUSSION AND COMMITTEE REPORTS -Fall Fest will be October 2, 2021 from 2-4pm at Bicentennial Park. City Hall has election papers if anyone is wanting to run for Council or Mayor. City Staff will be doing a newsletter to residents soon. 10. REPORT FROM THE MAYOR -Nothing at this time. 11. GENERAL PUBLIC COMMENT/COMMUNICATIONS TO THE COUNCIL -Nothing at this time 12. ADJOURNMENT Motion to close the City Council meeting was made by Adams, seconded by Heddlesten. All Ayes.
