NOTE: The Regular Meeting of the City Council was held in -person at the appointed time and day in
accordance with open meeting laws set and defined by the State of Iowa (Sections 21.2 and 21.8).1. WELCOME -CALL TO ORDER -The meeting was called to order at 7:oo pm by Mayor Mike
Bawden, ROLL CALL -Council Members Present: Adams, Littrel, Krell, DCamp, Heddlesten. Also
present: Mayor Mike Bawden, Engineer Chris Cooper, City Administrator Kent Royster, Riverdale
Fire Chief Chris Bernard, and other residents and visitors.
2. APPROVAL OF THE AMENDED AGENDA -Krell made a motion to amend the agenda byremoving7.2.1 Proposal Utilization of Budget Surplus and adding discussion regarding Tour de
Brew, No Smoking in Parks, Emma Hupp's Eagle Scout Project, and Ava Griswold's tooth BirthdayandwassecondedbyDCamp. Roll Call: All Ayes. MC.
3. APPROVAL OF THE CONSENT AGENDA -Motion by Heddlesten, seconded by Krell. Roll Call:
All Ayes. MC

4. PRESENTATIONS AND PROJECT UPDATES

4. PUBLIC COMMENT ON AGENDA ITEMS -Council discussed plans on how to move forward
with Emma Hupp's Eagle Scout Project.
5. UNFINISHED BUSINESS -Nothing at this time
6. NEW BUSINESS
6.1 RESOLUTIONS
6.1.i Resolution 2021-38-A Resolution Amending the Agreement Between the City of Riverdale
and MSA for the Final Plat/Phase III Review of Woods Development. Heddlesten made a motion to
amend the Resolution by removing the words "may or may not" and replacing with "will" and
changing the cost not to exceed from $8,179.08 to $3,679.08 and was seconded by Adams. Roll
Call: All Ayes. MC
7. DISCUSSION AGENDA -There will be two resolutions on the next agenda regarding Tour de
Brew and No Smoking in the Parks.
8. REPORT FROM THE MAYOR -Nothing at this time.
9. GENERAL PUBLIC COMMENT/COMMUNICATIONS TO THE COUNCIL -Nothing at this
time
10. CLOSED SESSION-Heddlesten made a motion to go into Closed Session at 9:49pm and was
seconded by Adams. Roll Call: All Ayes. MC. Council went into Closed Session per Iowa State Code
21.5 (1)(i). To evaluate the professional competency of an individual whose appointment, hiring,
and performance, or discharge is being considered when necessary to prevent needless and
irreparable injury to that individual's reputation and that individual requests a closed session.
12. ADJOURNMENT
The Regular Meeting of the City Council was formally adjourned at 11:oopm.
