DATE: August 24, 2021 TIME: 7:00 P.M.
The regular meeting of the City Council of Riverdale, Iowa will be conducted according to the following
order and actions will be considered on the items listed. The notice of this meeting is not considered
final until 24 hours prior to the meeting and may be further modified if 24 hours' notice is impossible or
impractical for good cause.
In compliance with the Americans with Disabilities Act (ADA) and other applicable federal and state
laws, all public hearings and meetings held or sponsored by the city of Riverdale, IA will be accessible to
individuals with disabilities. Persons requiring auxiliary aids and services should contact City Hall at
(563) 355-2511 five (5) days prior to the hearing or meeting to inform of their anticipated attendance.
The requirement that an Ordinance be read three times before passage may be waived by council upon
an affirmative vote of four (4) of the five (5) council meiombers. The public is advised to take note of
this process and be prepared to speak either for or against any ordinance at the time of first reading.
Per Chapter 21 of the Iowa Code, more specifically described in sections 21.2 and 21.8, a
member of the Council may attend the meeting either in person or by electronic means,
as defined in said sections.

NOTE: The Regular Meeting of the City Council was held in -person at the appointed time and day in
accordance with open meeting laws set and defined by the State of Iowa (Sections 21.2 and 21.8).
1. WELCOME -CALL TO ORDER -The meeting was called to order at Too pm by Mayor Mike
Bawden, ROLL CALL -Council Members Present: Adams, Littrel, Krell, DCamp, Heddlesten
arrived at 7:37pm. Also present: Mayor Mike Bawden, Engineer Chris Cooper, City Administrator
Kent Royster, Riverdale Fire Chief Chris Bernard, George Miller, and other residents and visitors.

4. PUBLIC COMMENT ON AGENDA ITEMS-Kelsi Denoyer, the Voluteer and Watershed
Coordinator from Nahant Marsh gave a presentation. Emma Hupp, Eagle Scout Candidate gave a
presentation on her proposasl of the entrance features at the Fire Station/City Hall.

6. NEW BUSINESS
6.1 RESOLUTIONS
6.1.1 Resolution 2021-36-A Resolution Approving the Final/Primarily Plat for Woods
Subdivision Phase III. DCamp made a motion to amend the engineering drawing (C-21) to add
access and utility, the letter of credit referencing Addition 3, and C -B curb diagrams and was
seconded by Heddlesten. Roll Call: All Ayes. MC
6.1.2 Resolution 2021-37-A Resolution Approving Travel and Expenses for Mayor Michael
Bawden to Attend MRCTI in Baton Rouge, Louisana in September 2021. Motion by Krell, seconded
by Heddlesten. Roll Call: Ayes -Krell, Heddlesten, DCamp, Adams. Littrel was absent. MC
7. DISCUSSION AGENDA -The Council is going to work with Emma Hupp on her Eagle Scout
Project.
8. REPORT FROM THE MAYOR -Mayor Bawden signed the Proclamation Declaring August
Water Quality Stewardship Month.
9. GENERAL PUBLIC COMMENT/COMMUNICATIONS TO THE COUNCIL -Nothing at this
time
10. CLOSED SESSION -Krell made a motion to go into Closed Session at 9:37pm and was seconded
by Heddlesten. Roll Call: All Ayes. MC. Council went into Closed Session per Iowa State Code 21.5

HOW IT WORKS
The system activates when motion is detected
just prio r to the crosswa lk AFTER the traffic
signal has turned red. The cameras capture two
ima ges of an alle ged violatio n, taken from the
rear of the vehicle.
The first ima ge sho ws the vehicle at the white
stop bar and the illuminated red light.
The second image shows the vio lator in the
middle of the intersection with the red light il-
lumina te d.
The license plate image is a close-up from one
of the images captured.
Data, including the time, date, a nd duratio n of
the yello w a nd red lights, also is recorded.
Came ras also record a 12 -second digital video
of the v iolation, including six seconds prior to
a nd six seco nds after running the red light.

Greeting all,
1. Grants
I received an email (See attached) the City will be receiving $32,413.65 within the
next two weeks. The City is scheduled to receive an additional $32.405.64 in the
future. At this time I am unaware of when we receive the 2nd truanche and the
reporting requirements after the funds are received. I will keep you posted.
2. Newsletter
Ideas for the September newsletter include an Ordinances "to know section",
bookmobile update, very brief project updates (sump pump project, Fenno Road
and Drive, and Sanitary Sewer Relining), Coyote Update, Fall fest, fall clean-up
and last day for yard waste.
Staff is open ideas.
3. Fenno Dr
Not much new to report. Taylor Ridge paving patched a few of the worst spots in
preparation for the project.
At the residents request we asked for LeClaire's help to mow back Valley Drive's
hill.
Secondary emergency parking plan; the residents can park after hours at Exide
Battery and Rain master.

Not much new here. September loth is fast approaching.
5. Census Data
As reported by Anthony Heddlesten, the official numbers came in this month
delayed because of COVID.
The City of Riverdale lost 26 residents. We are now at 379. And, the percent of
decrease is 6.4%.
To translate this loss to dollars (not an exact science) is about its more than
$1,000 per year per person!

6. All -Star Community Award- Meals -to -go program!
Keep on voting and spreading the word to vote! It's not a one and done! We are the
only one in the Quad City Area to receive a nomination; I would hope that our

7. Manor Drive and Circle Dr Sump Pump Drainage Project
Not much change on this project. It's scheduled waiting for the contractor to start
this project!. The project is tentatively for the first half of September. I will hand
deliver notices to each of the affected residents.
8. Tree Update
The tree is down. We still have two trees to remove in Bicentennial. And, I
continue to hear about trees that have fallen between Woods and Bettendorf. I am
working on a comprehensive tree removal and planting plan using the data
provided and developing a comprehensive list.
9. Meeting with SCC
Chris Cooper and I met with Lynn Heglund, Director of Operations (the new Matt
Schmidt). The meeting was for the Sanitary Sewer Project. We were able t discuss
other items as well.
SCC's recently approved referendum will require the moving of the Maintenance
Department.
Administrative Summary

SCC has plans to relocate the Maintenance Building. We requested the City be
considered if a move was going to happen. The Maintenance "consolidation"
should be re -approached in early February 2022.
10. Sheriff Tim Lane
Council member's Kelly Krell and Kevin Adams requested Sheriff Tim Lance to
come to speak to the Council he very graciously agreed. Two items that I know
that Council members
I started to look into the vendors who do red light cameras. I found the company
that the City of Davenport uses. I have attached their brochure for your review.
This issue will certainly require more research.
11. Snowplowing 2020-2021
This one deserved its own memo. S&R will be here to answer any questions.
12. Raccoon Trapping at 1147 Fenno Drive
I was hoping to have a proposal for your review. I want you to be aware that there
is a raccoon problem. I am handling it the same way the City's of Davenport and
Bettendorf.
We will using a private contractor, Jason Harkness, of QC Wildlife Specialist LLC.
His company will do live trapping and re -locating.
From there I am asking what about the bill?
The verbal quote is about $500.00.
13. Re -codification of Zoning Ordinance
I was able to contact the company that is performing the re -codification. I sent an
separate email to you to brief you on where you are in the process.
It looks like 6 months ago the contractor just stopped in the middle of the process.
In order to move forward, there are several paths that you can go. The easiest is
tell me to complete it and get almost completed copy then you review and make
changes.
The second is council reviews recommendations make within the document.
Third is send it down to Planning and Zoning for their review.

Sanitary Sewer Issue on Manor Drive
I sent an email informing you of a Sanitary Sewer issue. I was concerned about sewer

an hour.
I am sure the problem as been solved. But, at first if Bettendorf didn't come I was
concerned.

Management Services, Amendment No. 2. RSM's primary responsibilities under this task order include executing
intake and processing of applications for the American Rescue Plan Act of 2021 ("ARPA") Non Entitlement Unit ("NEU")

RSM verified receipt of the NEU's approved agreements that affirm that the NEU will utilize any received funding on
eligible expenses and will follow all formal published Federal guidance on how the funds should be spent. RSM's
procedures were limited to those outlined in the work plan approved by the State of Iowa, which is based on the
State's interpretation and understanding of the current U.S. Treasury federal guidance. This includes the validation of
the support provided by the NEU to determine compliance with the requirements identified in the approved work
plan.

The NEU has submitted its application and all required forms pursuant to the US Treasury's guidancefor the ARPA
NEU Funding. The validation review has been completed for the NEU. At this time, a total of $64,825.29 will be
disbursed through the State of Iowa's Department of Revenue. This funding will be paid in various tranches
according to U.S. Treasury federal guidelines. Tranche 1, Round 1 is for $32,412.65. The remaining funds will be
disbursed at a later date in accordance with the U.S. Treasury federal guidelines.
State of Iowa City of Riverdale ARPA NEU Funding Project
RSM has reviewed and validated the City of Riverdale's request for funding. Based on the application submitted, the
supporting documentation received, and the testing guidance provided by the State of Iowa, RSM recommends the
State of Iowa transfer funds in the amountof $64,825.29 to the City of Riverdale with respect to this submission. This
funding will be paid in various tranches according to U.S. Treasury federal guidelines. Tranche 1, Round 1, is for
$32,412.65. The remaining funds will be disbursed at a later date in accordance with the U.S. Treasury federal

Introduction
I have been working on creating solutions for your snow removal for the last month or so off and
on. I am now ready to propose a solution. Let me warn you that it is not a perfect solution.
Costs
Our current contractor is experiencing the following cost increases. Rising fuel prices and rising
material cost as well variable salt prices. Our contractor is raising our hourly charges from
$130.00 to $160.00.
Salt
This season salt will be strictly handled by the contractor as stated in the contract. The downside
is that it will be variable cost.
Salt Storage
Since the Bicentennial Park is not a viable option this season. S & R Lawncare has a deal with
Seth Woods to store it at the commercial site. This is a contractor responsibility however, I
worked with the contractor and Seth to introduce the idea. The contractor will storage the salt in
a shipping container. The contractor will be storing a skid loader in the back parking lot.
Operational Changes
The main and really the only two complaints that I heard was the contractor didn't plow close
enough to the curb and costs. The contractor plans to use the skid loader as a way to get closer to
the curb. The other change from last year to this year is the contractor is responsible for salt.
Second, proposal is to better track billing; the contractor has suggested billing for each storm
rather than a monthly billing.
Options
Council always has options. Accept the plan that I have drafted for your review. Second option,
amend or make suggestions to the plan. Third, attempt a change of contractors.

SANITARY SEWER REHABILITATION PROJECT — PHASE 2
The bids for this project have been opened. The apparent low bidder is Visu-Sewer. It appears
that the Riverdale contract with Visu-Sewer will be for about $190,000. MSA made an error on
the quantity of bollards. Therefore, the City will have to execute a change order for one additional
bollard after the Contracts are executed.
MSA and the City Administrator meet with Lisa Haglund to discuss Riverdale's sanitary sewer
rehabilitation efforts that will take place on Scott Community College's grounds (i.e. int eh woods).
It is MSA's understanding that Public Hearing will be held prior to the September 14, 2021 City
Council Meeting for purposes of awarding a Contract.
WOODS ESTATES - ADDITION 3
MSA coordinated with RTM Engineering to get the changes to the plan and plat requested by City
Council. These changes have been made.

MSA added the intake repairs as an addendum to the sewer rehabilitation project. If the sewer
rehabilitation project is awarded to Visu-Sewer, it appears the cost of the repairs will be about
$4,173.00. This cost includes the additional bollard discussed as part of the Sanitary Sewer
Rehabilitation project updated previously discussed.

It is our understanding that, at the August 10, 2021 City Council Meeting, the City Council requested three
changes to the project plans and plat for the aforementioned project. These changes were to be as
follows:
1. On Plan Sheet Number C-6, change the heading of the curb transition from a standard curb
to a sloped curb to reflect that the change is from a 6" standard curb to a 4" sloped curb.
2. On the Plat and on Plan Sheet Number C-21 and C-9, change the width of the easement
between Lots 22 and 23 from 20' wide to 30' wide.
3. On the Plat and the Plans, somewhere in the vicinity of Lots 19 through 23 add an access
easement in accordance to the approved preliminary plat.
RTM Engineering has submitted a revised plat and revised plan sheets to address these comments.
MSA has reviewed the revised plans sheets and finds that the changes address these comments.

A RESOLUTION TO AMENDING THE AGREEMENT BETWEEN THE CITY OF RIVERDALE AND MSA FOR
FINAL PLAT/PHASE III REVIEW OF WOODS DEVELOPMENT
WHEREAS, the City of Riverdale, Iowa is a Municipal Corporation, organized and operating under
the laws of the State of Iowa:
WHEREAS, upon review and consideration of correspondence from City Engineer, MSA
Professional Services, their Project Engineer, Christian Cooper, P.E., CPESC phase I I I of the Woods
Development shown as Attachment A;
WHEREAS, the Developer has eliminated a six phase to a more cost-effective 3 phase approach;
WHEREAS, the City Engineer, MSA-PS, their Project Engineer Christian Cooper has completed the
review of Woods Development phase I I I ;
WHEREAS, the City Council has already approved Resolution 2021-19 which allowed for the
$4,500; and
WHEREAS, in a considered effort to track development expenses the City has asked for MSA to
draft Engineering Services Agreement and any necessary Amendments to original agreements;
and
WHEREAS, the amount of engineering review required for this type of review of this type project is
almost entirely driven by the developer/design engineer. That is, their design and their ready
adaption /acceptance to review comments is driving the review engineer's effort and;
WHEREAS, the City may or may not require the Developer to reimburse the City for costs
associated the review;
WHEREAS, the City may seek reimbursement of associated costs through the Development
Agreement;
NOW THERE FOR IT BE RESOLVED, by the City of the City of Riverdale, Iowa that;
Section 1. Authorizes the Mayor to execute orders, contracts and other documents required
by the City Engineer and other contractors on this Woods Development Phase I I I and Plan and
Plat review at a total cost not to exceed the $8,179.08 or the previously approved amount
authorized by this resolution without further advice and consent of the City Council.
Section 2. The City Engineer is hereby ordered to update the City Council at future meetings
regarding the status of the Woods Development

ATTACHMENT B:
ADDITIONAL SCOPE OF WORK
In accordance to our letter to the City Administrator dated July 21, 2021, MSA is now
requesting an amendment to our original agreement for this project. The request for the
amendment is because the length of time to complete tasks 5 and 6 was much more
than originally anticipated. In addition, the reviews of the proposed plat exceeded a
one-time review. Finally, additional tasks were taken on to assist the City in completing
the reviews necessary to allow this project to go forward.
1. Plan review time for the second and third submittals by the Developer's Engineer
exceeded that which was originally budgeted by MSA.
2. A determination of a value for the letter of credit was not included as our part of our
original scope of work.
3. Clarifying Planning and Zoning concerns, as well as attending a Planning and
Zoning meeting was not part or our original scope of work.
4. Providing a fourth communication of comments was not included in our original
scope of work.
5. Providing more than one plat review was not included in our original scope of work.
6. MSA has now completed this project. This amendment (number 1) is a one-time
modification to the agreed not to the original not -to -exceed fee of $4,500.00
