HomeMy Public PortalAbout2021 0824 Council PacketRIVERDALE CITY COUNCIL AGENDA PLACE: Riverdale City Hall, 110 Manor Drive, Riverdale, Iowa DATE: August 24, 2021 TIME: 7:00 P.M. The regular meeting of the City Council of Riverdale, Iowa will be conducted according to the following order and actions will be considered on the items listed. The notice of this meeting is not considered final until 24 hours prior to the meeting and may be further modified if 24 hours' notice is impossible or impractical for good cause. In compliance with the Americans with Disabilities Act (ADA) and other applicable federal and state laws, all public hearings and meetings held or sponsored by the city of Riverdale, IA will be accessible to individuals with disabilities. Persons requiring auxiliary aids and services should contact City Hall at (563) 355-2511 five (5) days prior to the hearing or meeting to inform of their anticipated attendance. The requirement that an Ordinance be read three times before passage may be waived by council upon an affirmative vote of four (4) of the five (5) council meiombers. The public is advised to take note of this process and be prepared to speak either for or against any ordinance at the time of first reading. Per Chapter 21 of the Iowa Code, more specifically described in sections 21.2 and 21.8, a member of the Council may attend the meeting either in person or by electronic means, as defined in said sections. 1. NEW BUSINESS 6.1 RESOLUTIONS 6.1.1 Resolution 2021-36-A Resolution Approving the Final/Primarily Plat for Woods Subdivision Phase III. DCamp made a motion to amend the engineering drawing (C-21) to add access and utility, the letter of credit referencing Addition 3, and C -B curb diagrams and was seconded by Heddlesten. Roll Call: All Ayes. MC 6.1.2 Resolution 2021-37-A Resolution Approving Travel and Expenses for Mayor Michael Bawden to Attend MRCTI in Baton Rouge, Louisana in September 2021. Motion by Krell, seconded by Heddlesten. Roll Call: Ayes -Krell, Heddlesten, DCamp, Adams. Littrel was absent. MC 7. DISCUSSION AGENDA -The Council is going to work with Emma Hupp on her Eagle Scout Project. 8. REPORT FROM THE MAYOR -Mayor Bawden signed the Proclamation Declaring August Water Quality Stewardship Month. 9. GENERAL PUBLIC COMMENT/COMMUNICATIONS TO THE COUNCIL -Nothing at this time 10. Census Data As reported by Anthony Heddlesten, the official numbers came in this month delayed because of COVID. The City of Riverdale lost 26 residents. We are now at 379. Manor Drive and Circle Dr Sump Pump Drainage Project Not much change on this project. It's scheduled waiting for the contractor to start this project!. We still have two trees to remove in Bicentennial. And, I continue to hear about trees that have fallen between Woods and Bettendorf. I am working on a comprehensive tree removal and planting plan using the data provided and developing a comprehensive list. 9. Meeting with SCC Chris Cooper and I met with Lynn Heglund, Director of Operations (the new Matt Schmidt). The meeting was for the Sanitary Sewer Project. We were able t discuss other items as well. SCC's recently approved referendum will require the moving of the Maintenance Department. Administrative Summary August 5, 2021 SCC has plans to relocate the Maintenance Building. We requested the City be considered if a move was going to happen. The Maintenance "consolidation" should be re -approached in early February 2022. 10. Two items that I know that Council members I started to look into the vendors who do red light cameras. I found the company that the City of Davenport uses. I am handling it the same way the City's of Davenport and Bettendorf. We will using a private contractor, Jason Harkness, of QC Wildlife Specialist LLC. His company will do live trapping and re -locating. From there I am asking what about the bill? The verbal quote is about $500.00. 13. Re -codification of Zoning Ordinance I was able to contact the company that is performing the re -codification. I sent an separate email to you to brief you on where you are in the process. It looks like 6 months ago the contractor just stopped in the middle of the process. In order to move forward, there are several paths that you can go. The easiest is tell me to complete it and get almost completed copy then you review and make changes. The second is council reviews recommendations make within the document. State of Iowa City of Riverdale ARPA NEU Funding Project RSM has reviewed and validated the City of Riverdale's request for funding. Based on the application submitted, the supporting documentation received, and the testing guidance provided by the State of Iowa, RSM recommends the State of Iowa transfer funds in the amountof $64,825.29 to the City of Riverdale with respect to this submission. This funding will be paid in various tranches according to U.S. Treasury federal guidelines. Tranche 1, Round 1, is for $32,412.65. I am now ready to propose a solution. Let me warn you that it is not a perfect solution. Costs Our current contractor is experiencing the following cost increases. Rising fuel prices and rising material cost as well variable salt prices. Our contractor is raising our hourly charges from $130.00 to $160.00. Salt This season salt will be strictly handled by the contractor as stated in the contract. The downside is that it will be variable cost. Salt Storage Since the Bicentennial Park is not a viable option this season. S & R Lawncare has a deal with Seth Woods to store it at the commercial site. This is a contractor responsibility however, I worked with the contractor and Seth to introduce the idea. The contractor will storage the salt in a shipping container. The contractor will be storing a skid loader in the back parking lot. Operational Changes The main and really the only two complaints that I heard was the contractor didn't plow close enough to the curb and costs. The contractor plans to use the skid loader as a way to get closer to the curb. The other change from last year to this year is the contractor is responsible for salt. Second, proposal is to better track billing; the contractor has suggested billing for each storm rather than a monthly billing. Options Council always has options. Accept the plan that I have drafted for your review. Second option, amend or make suggestions to the plan. Third, attempt a change of contractors. The request for the amendment is because the length of time to complete tasks 5 and 6 was much more than originally anticipated. In addition, the reviews of the proposed plat exceeded a one-time review. Finally, additional tasks were taken on to assist the City in completing the reviews necessary to allow this project to go forward. 1. Plan review time for the second and third submittals by the Developer's Engineer exceeded that which was originally budgeted by MSA. 2. A determination of a value for the letter of credit was not included as our part of our original scope of work. 3. Clarifying Planning and Zoning concerns, as well as attending a Planning and Zoning meeting was not part or our original scope of work. 4. Providing a fourth communication of comments was not included in our original scope of work. 5. Providing more than one plat review was not included in our original scope of work. 6. MSA has now completed this project.
